Quick answer

What size is the Brunei emergency certificate photo?

The Brunei embassy in Tokyo asks for two passport-size photos of 3.5 x 4.2 cm (35 x 42 mm), "preferably with blue background", for an emergency certificate (Sijil Darurat). The Immigration Department's application form, for babies born abroad, lists four recent passport-size photos with a white background. Only Brunei missions abroad issue the certificate, valid for one journey to Brunei within 6 months.

A Sijil Darurat, or emergency certificate, is a one-way travel document for getting home. The Immigration and National Registration Department says it is issued to Brunei citizens who lose or damage their travel document while abroad, and to babies born abroad whose father is a Brunei citizen. It is issued by a Brunei mission, serves only for re-entry to Brunei, and is valid for one journey within 6 months of issue.

The photo rules come from two places. The embassy in Tokyo lists two passport-size photos, "preferably with blue background 3.5 x 4.2 cm", both for citizens who lost a passport in Japan and for children born in Japan without one. The department's own application form for the certificate asks for four recent passport-size photos with a white background, in the list of documents for a baby born outside Brunei.

The sources therefore differ on the number of photos and on the background colour. The size of 35 x 42 mm appears only in the Tokyo list, so another mission may ask for a different size. Contact the mission that will issue your certificate before you print.

Key requirements

  • Issued only abroad

The department says a Brunei mission abroad issues the certificate, to citizens who lost or damaged a travel document abroad and to babies born abroad to a Brunei father. It is for re-entry to Brunei only.

  • Tokyo: two photos, 3.5 x 4.2 cm

The embassy lists "Two (2) passport-size photos (preferably with blue background 3.5 x 4.2 cm)" for a lost passport, and the same line for children born in Japan who have no passport.

  • Immigration form: four photos on white

The department's application form lists "4 keping gambar berukuran pasport yang terbaru (latarbelakang putih)": four recent passport-size photos with a white background (translated from Malay). It sets no size.

  • One journey, within 6 months

The certificate is valid for one journey to Brunei within 6 months from the date of issue, according to the department. The embassy in Tokyo calls it a one-way travel document.

  • Babies born abroad

The department's form lists the documents for a baby born outside Brunei: birth and citizenship certificates, copies of both parents' papers, a letter from the father and four photos.

Do's and don'ts

Do

  • Ask the issuing mission for its photo size, count and background before you print.
  • Take two photos of 3.5 x 4.2 cm to the embassy in Tokyo, on blue if you can.
  • Take four recent passport-size photos on white if the mission follows the department's form.
  • Report a lost passport to the police first: the Tokyo embassy asks for a police report.

Don't

  • Do not assume every mission asks for 35 x 42 mm.
  • Do not send digital files in place of printed photos.
  • Do not plan to use the certificate for anything but the journey to Brunei.

Babies and children

A baby born abroad to a Brunei father can get an emergency certificate to enter Brunei. The department's form for babies asks for four recent passport-size photos with a white background and several family documents. The Tokyo embassy lists two photos of 3.5 x 4.2 cm for children born in Japan without a passport. No separate rule for newborns is given.

Both lists ask for printed passport-size photos with the paper form. No digital upload or pixel size is published. A digital photo can be cropped and resized to 35 x 42 mm (3.5 x 4.2 cm) and printed on photo paper at a photo counter before you hand it in.

Where to submit the photo

You apply to the Brunei mission in the country where you are. The embassy in Tokyo says to fill in and submit the application form with the documents it lists, including copies of the passport if available, a police report, the identity card, the birth certificate and a flight itinerary, and a letter from the school or employer if you live in Japan.

In Brunei the department does not issue this certificate. Its page says it is issued by missions abroad, so contact the mission nearest you for current instructions.
