Micronesia passport photo requirements
The 30.2 × 44.5 mm photo rules set by FSM Embassy to the United States, hosting the FSM Division of Immigration and Labor form for the Micronesia passport, with the official wording and sources.
Quick answer
What size is the Micronesia passport photo?
The Federated States of Micronesia asks for two identical colour passport photos of the applicant. The current application form gives the size as 1 3/16 x 1 3/4 and prints no unit; read as inches, that is about 30.2 x 44.5 mm. The prints go by post, with the notarised form, to the Division of Immigration and Labor in Palikir, Pohnpei. Sunglasses, hats, leis and earrings are not allowed. No background colour is published.
Passports of the Federated States of Micronesia (FSM) come from one office only: the Division of Immigration and Labor of the FSM Department of Justice, in Palikir on Pohnpei. The FSM Embassy in Washington says that by FSM law this office is "the only authorized government agency to issue passports". Only FSM citizens may apply, and the form has tick boxes for an ordinary, official or diplomatic passport.
The photo rule sits in two places on the current application, FSM Form 5001B-Revised. A box in the top right corner is headed "Applicant Photo" and marked 1 3/16 x 1 3/4, and the instruction page asks new applicants and renewals for "Two Identical Passport Photos of the applicant (size 1 3/16 x 1 3/4 passport photo)". Neither place prints a unit. Read as inches, the size is 30.2 x 44.5 mm, but that conversion is ours and not the government's.
An older instruction sheet, "Revised July 2007", is still posted by the FSM Office of Personnel and by the FSM Embassy in Tokyo. It asks only for "standard passport photo size", and it is the only place that sets out the colour and clothing rules below. The Embassy in Washington announced the current form in January 2025 and asked citizens to use it instead of older versions. No page read gives a head size, a background colour, a photo age limit or a digital upload route, because the application is a paper one sent by post.

Key requirements
- Two identical photographs
The form asks for "Two Identical Passport Photos of the applicant" with a new application and "Two Identical passport photos of the applicant" with a renewal. A replacement for a lost, stolen, damaged or mutilated passport needs "two identical passport photos of the applicant" as well.
- Size 1 3/16 x 1 3/4, no unit printed
That is the figure on the photo box and on the instruction page of the current form. The 2007 instruction sheet gives no figures and says "standard passport photo size". Nothing published states the unit.
- Colour, with an unsigned front
The 2007 sheet says "Photos should be color. Do not sign the front of the photographs." The current form does not repeat the sentence, and no page read withdraws it.
- No sunglasses, sleeveless shirts or large combs
The sheet says "When having picture taken: do not use sunglasses, sleeveless shirts, large combs or other articles that stick out from head."
- No leis, hats or earrings
The same sheet says "Do not use leis, hats, earrings, or other items distracting to the photograph."
- Official and diplomatic passports
The sheet adds "Official and Diplomatic passport applicants must wear appropriate attire." The sheet sets no "appropriate attire" requirement for ordinary passports.
- Infant replacements need photos too
A passport issued to an infant under 12 months may be replaced. The form asks for the application, the passport, "two identical passport photos" and the fee, with no separate size for a baby.
- The photos travel with a notarised form
The instruction page says the form "must be filled out completely, signed and notarized prior to submission to the FSM Passport Office". Information is to be printed in block letters.
Do's and don'ts
Do
- Take two identical colour photographs of the applicant.
- Match the size printed on the current form, 1 3/16 x 1 3/4.
- Use the latest application, marked FSM Form 5001B-Revised.
- Take off hats, leis, earrings and anything that sticks out from the head.
- Have the form signed and notarised before you post it.
- Ask the FSM Passport Office about anything the form does not cover, such as background colour.
Don't
- Do not wear sunglasses.
- Do not wear a hat, a lei or earrings.
- Do not wear a sleeveless shirt or a large comb.
- Do not sign the front of either photograph.
- Do not send two different pictures: the photos must be identical.
- Do not email or upload the photo, because no digital route is published.
Sample photos
How a Micronesia passport photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 30.2 × 44.5 mm and background colour.
Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
Sunglasses are not allowed. The 2007 instruction sheet says "do not use sunglasses". It says nothing about clear prescription glasses, and the current form is silent as well, so there is no published rule for or against them. If you wear glasses every day, ask the FSM Passport Office before you print.
Headwear and religious dress
Hats are not allowed. The sheet bans "leis, hats, earrings, or other items distracting to the photograph" and "large combs or other articles that stick out from head". It does not mention religious, cultural or medical head coverings, and no exception is published. If you wear a covering every day, ask the Passport Office first.
Babies and children
The form gives children no separate photo rule: it asks for the same two identical photos whatever the age. It does mention infants, because a passport issued to an infant under 12 months may be replaced with the form, the passport, two identical photos and the fee. Applicants under 14 who are able to sign should do so, and a parent or guardian signs as well. How a baby should be posed, and on what background, is not stated.
Printed and digital photos
The FSM describes a paper application only. Two identical prints travel by post with the notarised form, and no page read mentions an email, an upload or a pixel size. A photo taken on a phone can be cropped to the form's proportions (1 3/16 x 1 3/4) and printed twice, for example on a 4x6 inch sheet at a photo counter, then cut to size. The form does not say whether a home print is accepted, so ask the Passport Office if that is your plan.
Where to submit the photo
The completed form goes to Palikir. The FSM Embassy in Washington says passport applications "may be requested from FSM Immigration in the FSM, or any FSM Embassy or Consulate overseas" and that "Completed and notarized applications must be sent directly to the FSM National Government". The form and the instruction page name the Division of Immigration and Labor of the Department of Justice in Palikir, Pohnpei, with one address for ordinary post and another for FedEx and DHL.
The embassy and the FSM consulates in Guam, Honolulu and Portland are described as a source of forms and guidance. The Honolulu consulate says it supports citizens "in applying/renewing/replacing of FSM passports". No page read says that an embassy or consulate takes the photo, or accepts a photo in another size.

- Prepare a print or digital file. The FSM describes a paper application only. Two identical prints travel by post with the notarised form, and no page read mentions an email, an upload or a pixel size.
- Submit the photo with your application. The completed form goes to Palikir.
Micronesia passport photo FAQ
The current FSM passport application asks for two identical photos "size 1 3/16 x 1 3/4" and marks the same figures on its photo box. No unit is printed. Read as inches, that is about 30.2 x 44.5 mm. The older 2007 instruction sheet says only "standard passport photo size".
Two identical photos, whether you apply for a new passport, renew one, or replace a lost, stolen, damaged or mutilated one. The form also asks for two identical photos when a passport issued to an infant under 12 months is replaced.
None is published. The form, its instruction page and the 2007 sheet do not name a background colour, so there is no official colour to follow. The 2007 sheet asks for colour photos and gives no instruction on the backdrop. Ask the Passport Office if you need a firm answer.
No. The 2007 instruction sheet says "do not use sunglasses, sleeveless shirts, large combs or other articles that stick out from head" and "Do not use leis, hats, earrings, or other items distracting to the photograph". Clear glasses are not mentioned.
No upload is described. The application is a paper form that is completed, signed and notarised, then posted with two identical prints to the FSM Passport Office in Palikir, Pohnpei. No pixel size or file format is published anywhere.
The 2007 instruction sheet says "Photos should be color." The current form does not repeat the rule, but it does not replace it with another either, so a colour print is the safe reading. Do not sign the front of the photographs.
The version marked "FSM FORM 5001B-REVISED FORM 5001A" in its top right corner. The FSM Embassy in Washington announced it on 30 January 2025 as a new version that adds a question on criminal convictions, and asked citizens to use it rather than older versions.
To the FSM National Government in Palikir, Pohnpei, not to the embassy. The embassy says completed and notarised applications "must be sent directly" there, and that forms are available from FSM Immigration or any FSM embassy or consulate. Use the form's own address block.
