Quick answer

What size is the Guam passport photo?

Guam residents use the standard U.S. passport photo: one color print of 2 x 2 inches (51 x 51 mm) taken within the past 6 months, with a head of 1 to 1 3/8 inches (25 to 35 mm) from chin to crown on a plain white or off-white background. No glasses, no filters or AI, and a closed mouth. Applications go to the Guam Passport Office, Department of Revenue and Taxation, in Barrigada.

People born in Guam are U.S. citizens. The Department of the Interior notes that the Guam Organic Act of 1950 conferred citizenship on Guamanians, and the State Department's Foreign Affairs Manual quotes the statute that counts Guam as part of the United States. Guam issues no passport of its own, so residents carry the regular U.S. passport produced by the U.S. Department of State.

Locally, the Guam Passport Office is part of the Department of Revenue and Taxation, at 1240 Army Drive in Barrigada. Its web page gives the address and contact details and sends applicants to the State Department for forms and more information. It sets no photo rule of its own and does not say whether staff take photos at the counter, so plan to arrive with a finished print that follows the federal rules explained here. The page also posts a schedule that runs through December 2026, with Wednesdays and Fridays reserved for family appointments and Monday, Tuesday and Thursday mornings for limited individual and walk-in service.

A federal regulation asks only that a passport photo be a good likeness that satisfactorily identifies the applicant, in the form the State Department prescribes. The details below come from that prescription.

Key requirements

  • Arrive with the photo ready

The DS-11 tells applicants to attach one color photograph that is 2 x 2 inches. The Guam Passport Office page lists no photo service, so have the print made before you drive to Barrigada.

  • Head height of 1 to 1 3/8 inches

From the bottom of the chin to the top of the head, the face must span 1 to 1 3/8 inches (25 to 35 mm). The camera should be about 1.2 m (several feet) from you, because a lens that is too close or too far gives the wrong head size.

  • Even light, natural skin tone

Light your face evenly, with no shadows across it. The picture should be neither washed out nor too dark, and the color must reproduce your skin tone accurately.

  • No beauty or social media filters

The manual rules out digital manipulation and retouching of the face, and it names beauty filters and filter tools from social media apps. The State Department's photo page adds that software, phone apps and AI may not alter the picture.

  • Natural expression

Unexaggerated smiles are acceptable and unusual expressions or squinting are not. On a paper application your eyes should be open and your mouth closed.

  • Contacts and accessories

Clear contact lenses are acceptable, and so are tinted or novelty lenses that do not make the iris look larger or smaller. A hearing device, wig or facial piercing jewelry may stay if it leaves your face fully visible.

Do's and don'ts

Do

  • Check the Guam Passport Office schedule before you go to Barrigada.
  • Have the photo printed on photo paper, then confirm it measures 2 x 2 inches.
  • Shoot in a well-lit area so no shadow falls on your face.
  • Keep a flat hair clip or thin headband only if it hides none of your face.
  • Wear clear contact lenses if you need vision correction.
  • Take a new photo if the old one is more than six months old.

Don't

  • Do not use beauty filters or social media photo effects.
  • Do not wear glasses or push them up onto your head.
  • Do not draw a team logo or other one-time decoration on your face.
  • Do not hand in a photocopy or a scanned photograph.
  • Do not tilt your head or turn it to one side.
  • Do not wear headphones, wireless earpieces or a face mask.

Sample photos

How a Guam passport photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 2 × 2 in, head height and background colour.

Correct
Open-mouth smile
Head tilted
Too close: head too big
Too far: head too small
Busy background
Shadows on face or background
Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Glasses

Glasses are not accepted in a passport photo, with or without a prescription, and they must not be pushed up onto the head. The Foreign Affairs Manual allows an exception only where glasses cannot be removed for medical reasons, such as protecting the eyes after recent eye surgery, and then a medical statement is required. In those cases the frames must not cover the eyes and there must be no glare or shadow hiding them. Dark or tinted lenses are permitted only if the medical statement says they are required.

Contact lenses are a different matter. Clear ones are acceptable, and tinted or novelty lenses are too, provided they do not obscure the eye or make the iris appear larger or smaller.

Headwear and religious dress

A hat or head covering must come off unless you wear it for a religious or medical reason. For a religious covering, submit a signed statement that it is religious attire you wear daily in public. For a medical covering, submit a signed statement from your doctor. The covering must show your whole face, throw no shadow on it, and be one color with no pattern and no small holes.

Hair accessories such as clips, bobby pins and thin headbands are acceptable under the manual if they lie flat and hide neither the face nor the hairline. Wide headbands, scarves, bows, turbans and large skullcaps are treated as head coverings, so they fall under the religious or medical rule.

Babies and children

Each child needs a separate photo with no other person in it. For an infant, the manual calls for the best likeness that can reasonably be obtained: the eyes may be partly or fully closed, the head may be discreetly supported, for example in a car seat with a white or off-white blanket behind the child, and a head tilt is acceptable. A parent's face may not appear in the baby's photo.

Older children must have their eyes open and a neutral expression, with the full face showing and no hands or pacifier in front of it. A child under 16 has to apply in person with a parent or legal guardian.

The counter at Barrigada takes a printed photo. Print on matte or glossy photo paper at exactly 2 x 2 inches; a digital file can be cropped to a square and laid out on a 4 x 6 inch sheet at a photo counter, then trimmed. The State Department does not accept photocopies, scans or prints with visible printer dots.

Guam is a U.S. territory, so the online renewal rule that you be located in a U.S. state or territory is met by applicants on the island, and the page is written for eligible U.S. citizens. Renewal photos are uploaded as a JPG, JPEG, PNG, HEIC or HEIF file between 54 KB and 10 MB, cropped to the edge of your shoulders in the application, and never scanned from a print or sent by text first.

Where to submit the photo

Take the application and photo to the Guam Passport Office, Department of Revenue and Taxation, 1240 Army Drive, Barrigada, Guam 96913. The office says it is closed on weekends and holidays and publishes an email address and phone numbers on its page. If you are not sure the photo will pass, a business that offers photo services or a friend or family member can take it; the State Department lists both options.

Guam's page points to the State Department's site for downloadable applications. The DS-11 is used for first passports, for applicants under 16, and when the previous passport was issued more than 15 years ago or was lost, stolen or damaged. Others may qualify for a renewal form.

Yes. The Interior Department says the Guam Organic Act of 1950 conferred U.S. citizenship on Guamanians. Guam residents apply for the same U.S. passport as citizens elsewhere, with no separate territorial document.

Yes. The Foreign Affairs Manual says clear contact lenses are acceptable, as are tinted and novelty lenses that do not obscure the eye or make the iris look larger or smaller. Eyeglasses are different and must come off.

Yes, with limits. The State Department says you can smile as long as your eyes are open and your mouth is closed, and exaggerated expressions are refused. For online renewal it asks for a neutral expression or natural smile without showing teeth.

Possibly. The State Department allows online renewal for eligible U.S. citizens located in a U.S. state or territory, if the passport was valid for 10 years and expires within 1 year or expired less than 5 years ago, and you are 25 or older. You upload a digital photo instead of mailing a print.
