Quick answer

What are the Nigeria ECOWAS photo requirements?

The ECOWAS document Nigerians now apply for is the ECOWAS National Biometric Identity Card (ENBIC), rolled out on 28 November 2025 to replace the manual ECOWAS travel certificate. NIS lists a passport photograph among the documents you upload on the ENBIC portal, but publishes no size, background or file limit for it. After approval you attend enrolment, and the card is then personalised.

The ECOWAS card for Nigerians is issued by the Nigeria Immigration Service (NIS). Its full name is the ECOWAS National Biometric Identity Card, or ENBIC. At the official rollout on 28 November 2025, the Comptroller-General of Immigration said the ENBIC replaces the outdated manual travel certificate and introduces a secure biometric system. In May 2026 the ECOWAS Commission reported that seven member states, Senegal, Guinea-Bissau, Ghana, The Gambia, Benin, Sierra Leone and Nigeria, had deployed the card, and that interior ministers had committed to its mutual acceptance at all air, land and sea borders by December 2026.

You apply online on the NIS ENBIC portal. The NIS Service Level Agreement of April 2026 sets out the steps: create an account, verify your National Identification Number (NIN), fill in your biodata, upload the required documents and pay. If the application is approved, you are notified and can go for enrolment; after enrolment the application goes for personalisation, where the card is produced.

The document list is short: your NIN, the data page of your passport if you have one, a birth certificate, an indigene certificate and a passport photograph. Minors also need a consent letter and the identification documents of both parents. NIS does not say what size, background or file type the passport photograph should have.

Key requirements

  • It replaces the travel certificate

Since the rollout on 28 November 2025, the ENBIC has replaced the manual ECOWAS travel certificate. NIS presents it as Nigeria's step in implementing the ECOWAS decision on harmonised regional identity documents.

  • Apply on the ENBIC portal

Create an account on the NIS ENBIC portal, verify your NIN, enter your biodata, upload your documents and pay. The portal is also where you apply for a new card or a re-issue and book an appointment for processing.

  • A passport photograph is required

The NIS requirements list includes a passport photograph. No dimensions, background colour or file limits are published for it, so read the upload screen carefully when you reach that step.

  • Enrolment comes after approval

You go for enrolment only once the application is approved and you have been notified. After enrolment, the application is sent for personalisation, the stage at which the card is produced.

  • Who is eligible

The ENBIC portal says all Nigerian citizens, whether by birth, descent, adoption, registration or naturalisation, are eligible, provided they satisfy the conditions prescribed by law.

Do's and don'ts

Do

  • Check that your NIN record is correct before you start.
  • Upload a passport photograph with your other documents.
  • Have your birth certificate and indigene certificate ready.
  • Book an appointment on the ENBIC portal for processing.
  • Add a consent letter and both parents' IDs for a minor.

Don't

  • Do not apply for the old manual ECOWAS travel certificate.
  • Do not go for enrolment before you are told the application is approved.
  • Do not rely on an unofficial photo size: NIS has not published one.
  • Do not leave out your passport data page if you hold a passport.

Babies and children

Children can hold the card. For a minor, NIS asks for a consent letter and the identification documents of both parents on top of the usual list, which still includes a passport photograph of the child. NIS publishes no separate photo rule for children.

The ENBIC application is made online, so the passport photograph is uploaded with your other documents rather than handed in as a print. NIS does not say whether the card shows that photo or one taken at enrolment, and it gives no pixel or file size for the upload.

Because only the words passport photograph are published, follow any limits the upload screen shows. A digital photo can be cropped and resized for the upload, or printed on a 4x6 inch sheet at a photo counter if a print is asked for.

Where to submit the photo

Apply on the ENBIC portal run by NIS, where you can also book an appointment for processing. After approval you attend enrolment, and the card is then personalised and produced. NIS lists the ENBIC as its own service in the 2026 Service Level Agreement, separate from passports and visas.
