Liberia passport photo requirements
The photo rules set by Ministry of Foreign Affairs, Liberia for the Liberia passport, with the official wording and sources.
Quick answer
What are the Liberia passport photo requirements?
A Liberian passport application needs one recent colour passport-size photograph of your face. The Ministry of Foreign Affairs' Passport Regulation asks for "one (1) passport size photo (recent color photo of the applicant's facial view)", and the online portal asks you to upload a 1MB photograph or attach a print if you cannot. No millimetre size is published, the portal FAQ allows any background colour, and your photo, fingerprints and signature are also taken at the centre.
Liberian passports are issued by the Passport Office of the Ministry of Foreign Affairs in Monrovia. The Ministry calls it the Division of Passports and Visas on its steps page and the Bureau of Passport and Visas on its application form, and it names the Liberia-ECOWAS Biometric Passport as the document it issues. You can apply in person at the Ministry or through the official online passport portal that the Ministry's website links to.
The photo itself is set by the Ministry's Passport Regulation. Article II says applicants must fill an application form and submit it with "one (1) passport size photo (recent color photo of the applicant's facial view)", and adds that "Further photograph may be taken in the case of biometric passports". The Ministry's steps page repeats that one proof-of-citizenship document goes in "along with a passport-size photo". Neither text gives dimensions.
The online service adds two details. Its requirements page asks for "a passport size of 1MB photograph which must be scanned and attached during the online application process", and its home page says that at the application centre "your photo, fingerprints, and signature will be taken". If you cannot upload a photo, you attach a passport-size photo to the printed application form.

Key requirements
- One recent colour photo
The Passport Regulation asks for a single passport-size photo, in colour, recent, showing the applicant's face from the front. The Ministry's steps page also lists "a passport-size photo" and no more.
- Upload it, or attach a print
On the online portal you scan the photo and attach it to the application. The portal's important notes say to attach a passport-size photo to the application form if you are unable to upload one.
- Photo, fingerprints and signature again at the centre
After booking an appointment, you print the form and confirmation page, attach your documents and appear in person. At the centre, your photo, fingerprints and signature are taken. The Regulation says a further photograph may be taken for biometric passports.
- Any background colour
The portal's FAQ lists "A passport-sized photo (any background color)" among the requirements. The Regulation and the Ministry's steps page name no colour, so a plain white background fits every published rule.
- No millimetre size
No Ministry or portal page read for this guide states 35 x 45 mm or any other dimension. The only numbers are the 1MB file note on the portal and the single photo.
- Children come with a parent
The Ministry holds children's interviews (17 and below) on Tuesdays and Thursdays, and children must be accompanied by a parent or legal guardian. The portal also links a consent form for minors.
- Abroad, pick an application centre
The portal lists Liberian embassies and consulates and VFS Global centres as application centres. Applicants abroad also provide a prepaid, self-addressed Express Mailing Envelope for return delivery.
Do's and don'ts
Do
- Bring or upload one recent colour photo that shows your face from the front.
- Check the 1MB photograph note on the portal when you scan or resize the file.
- Attach a passport-size print to the paper form if you cannot upload a photo.
- Book an appointment at the application centre you chose.
- Bring a parent or legal guardian when a child applies.
Don't
- Do not send a black-and-white photo: the Regulation asks for colour.
- Do not use an old photo: the Regulation asks for a recent one.
- Do not pay anyone extra: the Ministry says no additional charges apply.
- Do not assume a millimetre size: none is published.
Babies and children
The Ministry's steps page schedules interviews for children aged 17 and below on Tuesdays and Thursdays, and says children must be accompanied by a parent or legal guardian. The Regulation says an application for the minor children of a married couple must be signed and submitted by either parent.
The portal's FAQ adds that a child under 18 needs the consent of at least one parent or legal guardian and a valid birth certificate, and the portal links a consent form for minors. None of these pages sets a separate photo rule for a child, so the single passport-size colour photo applies.
Printed and digital photos
The online portal expects a scanned photo attached to the application, with a note that the photograph should be 1MB. A printed photo goes on the paper application form that you submit at the Ministry in Monrovia, and online applicants who cannot upload a photo attach one to the printed form in the same way.
If you need a print, a digital photo can be cropped and resized to the file the portal accepts, or printed on a 4x6 inch sheet at a photo counter and cut to passport size.
Where to submit the photo
In Liberia, submit the form and documents at the Ministry of Foreign Affairs on Capitol Hill, Tubman Boulevard, Yekpi Town, Monrovia, or start on the online portal and choose a centre. The portal's centre list includes Monrovia, Gbarnga and Zwedru, and the Ministry sets the interview date when you submit.
Abroad, the embassy in Washington sends applicants to the same online passport service, and the portal lists Liberian embassies and consulates and VFS Global centres in several countries. Applicants abroad must present a valid resident permit and provide a prepaid, self-addressed Express Mailing Envelope.
