Quick answer

What are the Niger passport photo requirements?

No official source publishes a size or background for Nigerien passport photos; the 2 x 2 inch format often quoted comes from an old visa page. The Embassy of Niger in Washington asks for 5 identity photos with an ordinary passport file, one of them for the consular card, plus fingerprints. In Niger the form is processed by the Direction de la Surveillance du Territoire (DST), whose public pages do not yet describe the photo.

The Nigerien ordinary passport is a Ministry of the Interior document. The national application form, "Demande de passeport national ordinaire", carries the letterhead of the Direction Générale de la Police Nationale and its Direction de la Surveillance du Territoire (DST). It has review boxes for the DST in Niamey, for departmental police services elsewhere in Niger, and for the competent authority at an embassy or consulate when you apply abroad.

Official material on the photo is thin. The national police website lists the passport among its administrative procedures, but on 2 November 2026 the entry read only "contenu bientôt disponible" (content coming soon). In September 2026 the Ministry of the Interior reported that the AES biometric identity card and passport project was being extended to every region of the country. Neither source says whether the photo is taken at enrolment or brought as a print, and neither gives a size.

The clearest instructions come from the Embassy of Niger in Washington, whose passport page was last updated in October 2026. It describes a paper file with printed photos and fingerprints, which this page sets out in detail.

Key requirements

  • Five prints in Washington

For a first ordinary passport or a renewal, the Washington embassy asks for five identity photos. One of them is used for the consular card that the embassy issues, and a copy of that card belongs in the passport file.

  • No published size or background

Neither the embassy page nor the DST form gives a photo size, head size, background colour or recency rule. The 2 x 2 inch format sometimes quoted for Niger comes from an old embassy page about visa applications, not passports.

  • Fingerprints are taken separately

Adults have their fingerprints taken at the embassy or at an approved centre, such as a police station or another authorised body. Children are exempt from both the fingerprints and the consular card.

  • The file ends up in Niamey

The embassy sends the complete file electronically to the Ministry of Foreign Affairs with a covering letter, then returns the paper file to you. You send it on to Niamey yourself and follow it up. When renewing, the old passport must be inside that paper file.

  • The form records a physical description

Besides civil details and parents' names, the DST form asks for height, eye colour, complexion and distinguishing marks. Its own list of extra documents names a birth certificate or court substitute, a nationality certificate and, for married women, a marriage certificate.

  • A biometric passport is being rolled out

The Ministry of the Interior said in September 2026 that the AES biometric passport was being extended to all regions of Niger. It has not published the enrolment steps, so ask the DST or your embassy what the current procedure is before you print photos.

Do's and don'ts

Do

  • Prepare five identity photos for a Washington passport file.
  • Obtain an embassy consular card first if you are an adult.
  • Have fingerprints taken at the embassy or an approved police station.
  • Put the old passport in the paper file that goes to Niamey.
  • Ask the office handling your file which photo size it expects.

Don't

  • Do not rely on the old 2 x 2 inch visa rule for a passport.
  • Do not leave out the copy of your consular card.
  • Do not forget the prepaid return envelope.
  • Do not expect the embassy to print the passport; the file goes to Niamey.

Babies and children

For a minor, the Washington embassy waives the consular card and the fingerprints. Instead the file must contain a parental authorisation, which the embassy offers as a download, and a residence certificate that the embassy issues on presentation of one parent's valid consular card.

The embassy lists no separate photo rule for children, and no official Nigerien source describes how babies or young children should be photographed. Ask the embassy before printing if your child is very young.

No online passport application or photo upload is published for Niger. The passport section of the national police website had no content yet when checked, and the Washington procedure is on paper: you download the form, print and complete it, and post it with the documents and photos. The embassy then forwards the file electronically, but the photos you supply are physical prints.

Because no size is published, ask the embassy or DST office what format it wants before printing. A digital photo can then be cropped to that size and printed several times on one 4x6 inch sheet at a photo counter.

Where to submit the photo

In Niger, the national form routes applications through the DST in Niamey or, outside the capital, through the departmental surveillance and police services, which each give their opinion on the form. Abroad, the embassy or consulate reviews the file on the same form.

In the United States, the Embassy of Niger in Washington takes the file by post with a prepaid return envelope, preferably USPS, UPS or FedEx. It checks the file, transmits it to the Ministry of Foreign Affairs and returns the paper file to you for sending to Niamey.

Niger passport photo FAQ

No official source publishes one. The Washington embassy asks for five identity photos without dimensions, and the DST application form has no photo size. The 2 x 2 inch figure often quoted comes from an older embassy page about visa photos. Ask the office handling your file.

Five if you apply through the Embassy of Niger in Washington, one of which is used for your consular card. No official photo count is published for applications made in Niger.

The official pages do not say. The national police website lists the passport procedure as content coming soon, and the Interior Ministry has announced the AES biometric passport rollout without describing enrolment. Ask the DST before you go.

Yes, through the Washington embassy. You need a consular card, the completed form, copies of your passport, birth certificate and nationality certificate, five photos, fingerprints and a prepaid return envelope. The embassy forwards the file to the foreign ministry and returns it to you to send on to Niamey.

Neither the Washington embassy nor the DST form states a background colour, and the national police website has not yet published its passport page. Ask the embassy or DST office before printing.

No. The Washington embassy exempts minors from the consular card and fingerprinting, but asks for a parental authorisation and a residence certificate issued on a parent's consular card.

The application form is a Ministry of the Interior document headed by the national police's Direction Générale and its Direction de la Surveillance du Territoire (DST). Embassies and consulates abroad review files and pass them on to Niamey.
