Seychelles passport photo requirements
The photo rules set by Immigration and Civil Status Department, Seychelles for the Seychelles passport, with the official wording and sources.
Quick answer
What are the Seychelles passport photo requirements?
The Seychelles Immigration and Civil Status Department takes the passport photo itself. After payment, 3 bio-data items are captured at the enrolment office: your photograph, fingerprints and digital signature. It publishes no photo size or background colour, and you cannot apply online. Seychellois abroad enrol at a designated station after the Passport Section has cleared the file, and the department lists contact addresses for its missions in Paris, London and Abu Dhabi.
Seychelles passports are issued by the Immigration and Civil Status Department (ICS), through its Passport Section. The government introduced the biometric passport in November 2022. It carries a microchip with your personal information and is issued to citizens as an ordinary, official or diplomatic passport.
The process needs no application form. You go to an enrolment office with the right documents, a customer service agent vets you and records your details, and you pay at the cashier. Only then are your bio-data captured, and the department lists them as the photograph, fingerprints and digital signature. Asked whether you can apply online, the FAQ says the applicant has to be present for the collection of bio-data.
Because the department captures the image, no photo size, background colour or head-position rule is published for applicants. What the ICS pages do set out is who must attend, what to bring, and how Seychellois abroad enrol.

Key requirements
- The department takes the photograph
After payment, the ICS page says, "applicants submit their bio-data as follows: Photograph, fingerprints and digital signature are taken." The FAQ words it as "Image is taken, fingerprints and digital signature."
- You must attend in person
The FAQ answers "Can I apply online?" with: "The biometric passport requires the applicant to be present for collection of bio-data during the enrolment process."
- What to bring
To renew, submit your old passport and National Identity Number (NIN) card to the enrolment officer. A first-time applicant provides the NIN card and, according to the FAQ, an original or certified copy of the birth certificate.
- Pay, then enrol, then collect
You are vetted, then pay at the cashier, then your bio-data are captured. The payment receipt stays with you for collection. Collection may be done 72 hours (3 working days) after enrolment, and the date and time are communicated by telephone.
- Three enrolment locations at home
Enrolment is at the Immigration Customer Service Centre in Independence House, Victoria (Mahé), at the Pension Fund Complex in Grand Anse (Praslin), and on Thursdays through a mobile service at Mills Complex, La Passe (La Digue).
- Overseas: clearance first, then enrolment
Seychellois abroad send a copy of the current, expiring or expired passport to the Passport Section for verification. Once cleared, you are told to go to the designated enrolment station, and you must book an appointment with your embassy for the collection of bio-data. The captured data are sent electronically to Victoria.
- Lost or stolen passport
Declare it to the Seychelles Police first and obtain a document recording the loss; you will need another form of identification. Overseas, the report can come from the nearest police station or Seychelles mission.
Do's and don'ts
Do
- Bring your National Identity Number (NIN) card.
- Bring your old passport when you renew.
- Bring an original or certified copy of your birth certificate for a first passport.
- Book an appointment with your embassy once the Passport Section has cleared you, if you are abroad.
- Bring a child's birth certificate when you renew a minor's passport overseas.
- Apply or renew about six months before you travel.
Don't
- Do not bring a photo expecting it to be used; the department captures the image.
- Do not try to apply online.
- Do not go to an overseas enrolment station before the Passport Section has verified your old passport.
- Do not assume 35 x 45 mm is an official Seychelles size.
Babies and children
The department publishes no photo rule for babies or children. Its pages do not say whether an infant has to attend. Minors who renew overseas must present their birth certificate, so that the link with the accompanying parent can be checked.
A parent who collects a minor's passport must show their own identification and the child's.
Printed and digital photos
There is no printed photo and no digital file to send. The ICS describes the image as taken at the enrolment step, together with the fingerprints and signature, and no home photo is requested. Applications are made in person, so there is nothing to upload.
The department publishes no size, so there is nothing to crop to for this passport. A photo you need for another document can be cropped to that document's size, or printed on a 4x6 inch sheet at a photo counter.
Where to submit the photo
In Seychelles, enrolment is at the Immigration Customer Service Centre in Independence House, Victoria, at the Pension Fund Complex in Grand Anse on Praslin, and on Thursdays at Mills Complex, La Passe, on La Digue. A house call can be arranged on La Digue for people who cannot move; the department asks you to contact its immigration office to schedule it.
Abroad, the department publishes contact addresses for the embassy in Paris, the High Commission in London and the embassy in Abu Dhabi, and says to make appointments with the respective embassies. Seychellois living in Australia or Canada are directed to the Foreign Affairs Department. New passport applicants overseas must first establish citizenship with a birth certificate and other documents authenticated at the nearest High Court, and receive a Letter of ID that goes to the embassy or high commission.
