Sudan passport photo requirements
The photo rules set by General Directorate of Passports and Immigration, Sudan for the Sudan passport, with the official wording and sources.
Quick answer
What are the Sudan passport photo requirements?
You do not bring or upload a photo for an ordinary Sudanese e-passport. The Ministry of Interior's published procedure has a photography and fingerprint step at the passport office, and the official booking checklists ask only for a printed copy of your national number, plus your old passport or a police loss certificate where relevant. Book an appointment, attend in person and bring the printed booking slip. On 2 November 2026 the booking system listed 10 offices in Sudan and 21 abroad.
Sudanese passports are issued by the General Directorate of Passports and Immigration, which belongs to the Police Forces Headquarters under the Ministry of Interior. Its website says it issues passports to citizens inside and outside Sudan through offices across the country and through Sudan's diplomatic missions. Since the conflict that began in April 2023, the Directorate has reported passport production centres in Port Sudan, Atbara, Madani and Omdurman, and announced a new centre for Berber. In October 2026 it was still preparing to resume issuance at the Khartoum public services complex.
The applicant does not supply a portrait. The Ministry of Interior's public services guide sets out the e-passport steps as checking the national number, retrieving the record, reviewing it with the applicant, paying the fees, then photography and fingerprints, final approval and printing. Landinfo, the Norwegian immigration authorities' country information centre, reported the same in 2023: the applicant's fingerprints and photo are recorded when the application is made. The current checklists from the Directorate and from the embassies in Washington and London name documents only.

In the official words
Exact wording from the official sources, quoted because the details matter:
Electronic passport procedure: national number check; data retrieval; review of the data with the applicant; payment of fees; photography + fingerprint; final certification; sending for printing - quality check; handing over the passport. (translated from Arabic)
Key requirements
- The office takes your photo
The ordinary electronic passport is issued after a photography and fingerprint step at the passport counter, so there is no print size or background for you to meet. The student passport procedure, which needs the father's consent for applicants under 18, lists the same step.
- Book, then attend in person
Appointments are made through the Directorate's online booking system or an embassy's own link. Standing Order No. 9 of 2020 requires the applicant to attend in person, and Washington says applicants must appear on the date of their appointment.
- National number comes first
A passport is issued against your record in the civil registry. Adults bring a printed copy of their national number document; for a first passport London also accepts the original or a copy of the national ID card.
- Paper booking slip
The booking system says the reservation must be printed and brought on the appointment date. A booking shown on a phone screen is not accepted.
- Renewal, damage and loss
For a renewal or a damaged passport, bring the previous passport: London asks for the original, Washington for a copy. If it was lost, bring a loss certificate from the nearest police station and a printed copy of the lost passport.
- A parent attends for a child
For applicants under 18, one parent must be present with proof of identity. If no parent can attend, a certified document showing a parent's consent is needed instead.
Do's and don'ts
Do
- Book an appointment through the Directorate or your embassy before you go
- Print the booking confirmation and take it with you
- Bring a printed copy of your national number document
- Bring your previous passport, or a police loss certificate if it was lost
- Bring a parent, with identity documents, for an applicant under 18
Don't
- Do not order printed photos for an ordinary e-passport; no official checklist asks for them
- Do not rely on a booking shown only on your phone
- Do not turn up without an appointment
- Do not expect an embassy to extend an old passport with a stamp while renewals are available
Babies and children
A child needs a printed copy of their national number document, or of the national number statement, and one parent present with proof of identity, according to the Directorate's booking system. Washington asks for a national number document belonging to either parent for applicants under 18.
Standing Order No. 9 of 2020 adds that the attending parent signs a declaration with signature and fingerprint before the issuing officer. London states that a Sudanese minor cannot be given a passport through a foreign father without the Sudanese mother's consent, and needs the Sudanese father's consent where the mother is foreign.
Printed and digital photos
There is nothing to print or upload for the passport itself, because the photo is captured at the counter with your fingerprints.
The emergency travel document is different. It is a separate embassy document for people without a valid passport, and Washington says it allows travel only to Sudan. That application does take prints: two passport sized photos attached to the form in Washington and two passport-size photos in London, with no dimensions given.
Where to submit the photo
Inside Sudan, the booking system listed passport offices in Al-Obeid, Merowe, Gedaref, Port Sudan (headquarters and an expatriates' office), Sennar, Kosti, Shendi, Dongola and Wad Madani on 2 November 2026. Abroad it listed 21 embassy and consulate offices, including London, Washington, Cairo, Aswan, Riyadh, Jeddah, Dubai, Doha, Juba and Kampala.
Where an embassy has no permanent passport equipment, service depends on visiting teams: Tokyo says issuance only takes place when there is a delegation from the Ministry of Interior, and The Hague has announced a visit by the passport and civil registry office from Brussels. Passports applied for abroad are printed in Sudan and sent back to the embassy by diplomatic pouch.

Sudan passport photo FAQ
No. For the ordinary e-passport the passport office or embassy photographs you and takes your fingerprints during the appointment. The Ministry of Interior's procedure places photography and fingerprints after the fees are paid, and the Directorate's booking checklist names only documents.
No. In the booking system's requirements, "صورة مطبوعة من الرقم الوطني" means a printed copy of your national number document, and the same wording is used for a printed copy of a lost passport. It does not ask for a portrait photograph.
At the embassies and consulates in the Directorate's booking system, which on 2 November 2026 listed 21 offices abroad, among them London, Washington, Cairo, Riyadh, Jeddah, Dubai and Doha. You attend in person; the new passport is printed in Sudan and returned to the embassy by diplomatic pouch.
Washington says that as long as passport renewal services are available, the embassy cannot extend passport validity by seal or label. Book a renewal instead and bring a copy of the expired passport or your national number.
Not yet confirmed. On 10 October 2026 the Directorate said its Director-General had visited the passports section at the Khartoum public services complex and ordered faster arrangements to resume issuing there. Khartoum was not among the offices in the booking system on 2 November 2026.
The emergency travel document is a separate document for returning to Sudan without a valid passport. Washington asks for two passport sized photos attached to the application form and London for two passport-size photos; neither publishes a size or background.
Washington lists ten years for applicants aged 18 and over and five years for those under 18. London also gives 10 years for adults and 5 years for its children's passport.
