Bolivia safe conduct photo requirements
The 30 × 40 mm photo rules set by Ministerio de Relaciones Exteriores de Bolivia for the Bolivia safe conduct, with the official wording and sources.
Quick answer
What size is the Bolivia safe conduct photo?
A Bolivian salvoconducto (safe-conduct) needs two photographs of size 3 x 4, that is 3 x 4 cm (30 x 40 mm). Bolivian consulates issue it only to Bolivian citizens, as an exceptional document for returning to Bolivia when they have no valid passport or cédula de identidad. You apply in person so that fingerprints and your signature can be taken, with a Bolivian birth certificate and a return ticket. No background colour is published.
The salvoconducto is a travel document of last resort. The Bolivian consular network describes it as a document granted only to Bolivian citizens so that, exceptionally, they can return to Bolivian territory when they do not hold a valid passport or cédula de identidad. Its stated purpose is the journey back to Bolivia.
The requirement list is the same across the consular network, from Washington and Madrid to the embassy in Stockholm: the applicant in person, for fingerprints and signature; a Bolivian birth certificate, original or copy; the expired passport or cédula, or a report of its loss or theft; a travel ticket back to Bolivia; and two photographs of size 3 x 4.
A Bolivian born abroad who has never had an identity number needs one assigned before the safe-conduct can be issued. Consulates state that the number assignment is required to obtain a passport or a salvoconducto, and that procedure has its own photo rule: 3 x 3 cm on a white background.

Key requirements
- Bolivian citizens only
The salvoconducto is granted only to Bolivian citizens, and only so that they can return to Bolivia when they lack a valid passport or cédula de identidad.
- Two photos, 3 x 4
The list asks for two photographs of size 3 x 4, a portrait print of 30 x 40 mm. It names no background colour, recency or finish.
- Fingerprints and signature in person
The applicant must be physically present at the consulate so that fingerprints and a signature can be taken. You cannot apply through someone else.
- Proof of nationality
Bring a Bolivian birth certificate. The consular list accepts the original or a copy.
- Show why you have no passport
Bring the expired passport or cédula, or a report of its loss or theft. For a lost or stolen passport, consulates accept a report to the local authorities.
- A ticket home
A travel ticket back to Bolivia is part of the file, which matches the document's purpose of getting you home.
- Identity number first
If you were born abroad and have no Bolivian identity number, the consulate must assign one first; that step needs 3 x 3 cm photos on a white background.
Do's and don'ts
Do
- Bring two identical 3 x 4 cm photos.
- Go to the consulate in person.
- Bring your Bolivian birth certificate, original or copy.
- Bring the expired passport or cédula, or a report of its loss or theft.
- Buy your ticket back to Bolivia before applying.
- Ask the consulate which background colour it accepts.
Don't
- Do not send someone else to apply for you: your fingerprints are taken.
- Do not bring 3 x 3 or 4 x 4 prints; the list asks for 3 x 4.
- Do not plan onward travel elsewhere on it: it is issued for returning to Bolivia.
- Do not apply without a return ticket.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Babies and children
The consular list sets no separate safe-conduct rules for minors. A child born abroad who has no Bolivian identity number must first have one assigned at the consulate, which requires the child and both parents in person, a letter from the parents, the child's original Bolivian birth certificate, the parents' identity documents and six 3 x 3 photos on a white background.
For a child who already has a number, ask the consulate before the appointment what it needs from the parents.
Printed and digital photos
The salvoconducto uses printed photos only; no online application or digital upload is described. Have two prints made at 3 x 4 cm in portrait format. A digital photo can be cropped to 30 x 40 mm and printed on a 4x6 inch sheet at a photo counter, then cut apart.
Because the consular pages give no background colour, ask the consulate before you print.
Where to submit the photo
Apply at the Bolivian consulate or embassy consular section for the area where you are. The same requirement list appears on the pages of consulates such as Washington, Madrid, Buenos Aires and São Paulo and on the page of the embassy in Stockholm.
If you can wait for a new electronic passport, that is also applied for in person at the consulate, with no photo on its list. The salvoconducto is the exceptional route for returning to Bolivia without one.

Bolivia safe conduct photo FAQ
Two photographs of size 3 x 4, which is 3 x 4 cm (30 x 40 mm), taller than wide. The consular lists do not state a background colour, how recent the photo must be or a print quality, so ask the consulate if you are unsure.
Only Bolivian citizens. The consular network describes it as an exceptional document that lets a Bolivian return to Bolivia when he or she has no valid passport or cédula de identidad, for example after it expires or is lost or stolen.
No. The first requirement is the physical presence of the applicant, so that fingerprints and a signature can be taken. Bring the two photos and all documents with you to the appointment.
Bring a report of the loss or theft in place of the expired document. If you apply for a full replacement passport instead, consulates accept a report made to the local authorities or a sworn statement made at the consulate.
Yes, if you were born abroad and never received one. Consulates state that the identity number assignment is required to obtain a passport or safe-conduct. That procedure needs 3 x 3 cm photos on a white background and your presence for fingerprints.
No. An ordinary Bolivian electronic passport application lists no photo at all, while the salvoconducto asks for two 3 x 4 prints. Visa photos for foreigners follow another rule again: 4 x 4 on a red background.
