At a glance

Bolivia's photo rules differ sharply by document. The electronic passport lists no photo. The cédula de identidad needs none at a SEGIP office, but consular SEGIP procedures want 3 x 3 cm prints on white. Visas need a current 4 x 4 cm photo on a red background, and a salvoconducto two 3 x 4 cm photos. Consular residence certificates list no photo, and birth registrations need none except at the Ottawa embassy (3 x 3 cm, ages 12 to 18).

Overview

Several authorities share the work. The Dirección General de Migración (DIGEMIG) issues passports inside Bolivia and grants foreigners' stays; the Ministry of Foreign Affairs, through its consulates, issues passports abroad, visas, safe-conducts and consular certificates; SEGIP issues identity cards; and SERECI keeps the civil register, with consuls acting as registry officers abroad.

Where the requirement list names no photo, as for the passport and for identity cards at SEGIP offices, you bring none and attend in person. Where a consulate collects a print, the size and even the background colour change from one document to the next: white for SEGIP forms, red for visas and unstated for the safe-conduct.

Frequently asked questions

The consular SEGIP procedures, that is the assignment of an identity number and the correction of identity data, ask for 3 x 3 cm photos on a white background. The Bolivian embassy in Canada also asks for two 3 x 3 cm colour photos to register the birth of a child aged 12 to 18.

The Ministry of Foreign Affairs simply lists a current 4 x 4 photograph with a red background for most visa types and gives no reason. Documents for Bolivian citizens follow other rules, such as a white background for consular SEGIP forms.

No photo appears on the consular passport lists. Renewal is done in person at the consulate with a cédula, identity number or birth certificate, the old passport and a letter explaining the need. Only a safe-conduct for an urgent return asks for prints, two of size 3 x 4.

At the Bolivian consulate or embassy consular section for their area. Passports, safe-conducts, SEGIP number assignments, birth registrations and residence or life certificates are all handled there, and SEGIP also issues cédulas at some consular offices and through mobile brigades.
