Quick answer

What size is the Azerbaijan visa photo?

For an Azerbaijani visa applied for at an embassy or consulate, the Migration Code asks for two colour photographs of 3 x 4 cm (30 x 40 mm) matching biometric identification requirements. Embassies add detail: a white background (Washington, Abu Dhabi, The Hague) and photos taken in the last six months (Washington, Pretoria). The Hague asks 3.5 x 4.5 cm for some visa types. The ASAN Visa e-visa names only a scan of the passport photo page.

Azerbaijan has two routes to a visa. Citizens of the countries on the approved list can apply online through the ASAN Visa system, which is run by the State Agency for Public Service and Social Innovations. Everyone else, and anyone refused an e-visa, applies at an Azerbaijani embassy or consulate, where the foreign ministry says the form can be filled in on its visa application portal, and embassy pages say to print it and hand it in with the other documents.

The embassy route is where a portrait photo is needed. The ministry's page on documents for visa issuance sets out article 36 of the Migration Code and lists, as item 36.1.3, "Two color photographs (3x4cm) matching with biometric identification requirements". The same list asks for the passport, a copy of its main pages, the state fee receipt and, where relevant, medical insurance and an invitation. Individual embassies publish their own wording, so the exact size, background and age of the photo can differ from post to post.

The ASAN Visa e-visa is different. The conditions and FAQ pages on the portal ask the applicant for the scanned photo page of the travel document and say that, if the system cannot read it, the e-visa is refused. They publish no pixel, file-size or format rule for a separate portrait.

Key requirements

  • Two colour photos of 3 x 4 cm

In accordance with article 36 of the Migration Code, the Ministry of Foreign Affairs lists "Two color photographs (3x4cm) matching with biometric identification requirements" among the documents for visa issuance. The embassy in Abu Dhabi repeats the 3 x 4 cm size.

  • White background at most embassies

Abu Dhabi asks for two colour photos on a white background, Riyadh for two recently taken photos with a white background, and Washington says colour photos must be full face and on a white background. The Hague asks for white as well. The Migration Code itself names no colour.

  • Recent photos

Washington and Pretoria ask for photos taken within the last 6 months to reflect the current appearance. The Migration Code sets no age limit, so check the page of your embassy.

  • The Hague differs by visa type

The embassy in The Hague asks for two coloured photos of 3.5 cm x 4.5 cm on a white background for official, business and private visas, and two colour photos of 3 x 4 cm on a white background for transit visas. Other embassies read publish a single size.

  • E-visa: passport scan, not a portrait rule

The ASAN Visa conditions make applicants responsible for "the scanned page of a travel document with a photo" and say the e-visa is refused if the copy of the photo page cannot be read. The portal pages read do not give a size or file rule for a separate portrait photo.

  • Ministry digital standard for accreditation

For media accreditation the ministry publishes a digital photo standard: colour, plain white non-reflective background, 3 x 4 cm with a minimum resolution of 354 x 472 pixels, above 300 dpi, taken in the last 6 months, neutral expression, full face. It is not a visa rule, but it shows how the ministry describes a 3 x 4 cm digital photo.

Do's and don'ts

Do

  • Check your embassy's visa page for its own photo wording before you print
  • Prepare two colour photos of 3 x 4 cm (30 x 40 mm) for an embassy application
  • Use a plain white background and a full-face view
  • Take the photo within the last six months
  • For an e-visa, upload a readable scan of the passport photo page

Don't

  • Do not assume the e-visa asks for a 3 x 4 cm portrait: the portal names a passport scan
  • Do not send a 3 x 4 cm photo to The Hague without checking the visa type
  • Do not use an old photo that no longer reflects your appearance
  • Do not upload a blurred passport page to the e-visa form
  • Do not apply for an e-visa if your nationality is not on the approved list

Too far: head too small
Busy background

Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Babies and children

The pages read set no separate photo rule for children, so the same two 3 x 4 cm colour photos apply to a child's embassy application. For an under-18 who holds a passport and travels without a parent or legal representative, article 36.2 of the Migration Code adds a notarised copy of the birth certificate, the permission of the parents or legal representative and copies of identification documents.

On the ASAN Visa portal a child included in a parent's passport still needs a separate application, according to its FAQ, which says to enter the child's data into an e-visa application of their own.

Embassy and consulate applications use printed photos: Abu Dhabi, Washington, Riyadh and Pretoria all ask for two. The Migration Code speaks of two photographs, so bring prints rather than a file unless your embassy says otherwise.

A digital photo can be cropped and resized to the 3 x 4 cm size and printed on a 4x6 inch sheet at a photo counter, then cut to size. The e-visa has no print: you attach scans of documents online, and the e-visa itself is printed by you and shown with the passport at the border.

Where to submit the photo

At an embassy or consulate, the form is completed on the ministry's visa application portal and printed, and appointments are booked through the ministry's appointment portal, as the Abu Dhabi embassy explains. The Washington embassy takes applications by post only, with a prepaid return envelope. The ministry also lists documents for each visa purpose, such as an invitation, hotel booking or medical insurance.

For an e-visa, apply on the ASAN Visa portal at least three working days before travel (three hours for the urgent service), and print the e-visa. If it is refused, you can apply at an embassy. Certain people can also get a visa at an airport through ASAN Visa, in cases the ministry lists.
