Quick answer

What size is the Armenia ID card photo?

You do not bring a photo for an Armenian ID card. The official document list names no picture, and the national services portal says that at the office you are photographed and fingerprinted. Since 1 November 2026 new biometric ID cards go through HayPass service centres after online pre-registration, where staff or a self-service kiosk take the picture. No print size, such as 30 x 40 mm, is published for the citizen card.

Armenian identification cards are issued under the Migration and Citizenship Service of the Ministry of Internal Affairs. Until the biometric system started, citizens applied in person at a passport office of the service, by online appointment or in the walk-in queue. The service's ID card page, still online, lists the application form, a passport or birth certificate, written consent for applicants under 18 without a passport, military registration papers where they apply, a medical document if you want your blood group added, and the receipt for the state duty. It lists no photograph.

That is because the picture is taken on the spot. Hartak, the national services gateway run by the Information Systems Agency, says in its ID card guide that at the office you must be photographed and give the fingerprints of all fingers on both hands. The same guide covers people who cannot come in: they can be photographed where they live or where they are held.

The Law on Identification Documents, adopted on 11 May 2026, moved Armenia to biometric documents. The Migration and Citizenship Service opened an online pre-registration platform on 31 October 2026, and new cards have been issued from 1 November through centres run by HayPass, the operator working with the ministry under a public-private partnership. Cards already issued in the old format keep their legal force until they expire.

How to Obtain and Exchange an ID Card?[3]

Key requirements

  • No photo on the document list

The Migration and Citizenship Service names the application, a passport or birth certificate, consent papers for minors, military registration documents and the state duty receipt. Neither the English nor the Armenian version of the page mentions a photograph.

  • Photographed and fingerprinted on site

The Hartak guide states: "At the office, it is necessary to be photographed and provide fingerprints of all fingers on both the right and left hands." The line appears for both a first card and an exchange.

  • Biometric centres since November 2026

At the cabinet meeting of 29 October 2026 the Minister of Internal Affairs said applicants will only need to give fingerprints and have their photographs taken at the private partner's office. Self-service kiosks let applicants do both without dealing with staff.

  • Pre-register online first

The platform launched on 31 October offers two routes. With strong authentication you go straight to payment and pick a service office. Without it, your details are checked against the State Population Register, and a mismatch has to be corrected at the Migration and Citizenship Service before you can book.

  • Collect it where your biometrics were taken

HayPass says new passports and ID cards are issued on the 14th working day after biometric data collection, with advance notice. You collect the card in person, and only at the centre where you gave your data.

  • Home and prison visits

The guide allows a citizen to be photographed and fingerprinted at home or wherever they are, if they are receiving care in a medical institution or cannot move independently because of disability, illness or age. In correctional facilities the administration requests it and the photographing is organised where the person is held.

  • Not available at embassies for now

Armenian missions list passports among their services but not citizen ID cards, and passport issuance at missions has been suspended since 5 October 2026. The head of the Migration and Citizenship Service said consulates would also take ID card applications once their systems are upgraded.

Do's and don'ts

Do

  • Pre-register on the official platform and choose a service centre before you go
  • Bring your passport or birth certificate and the other papers on the list
  • Bring parental consent if you are under 18 and hold no Armenian passport
  • Arrive at the booked time, or book another day in advance if you cannot
  • Collect the card yourself at the centre that took your biometric data

Don't

  • Do not pay for a 30 x 40 mm print for the ID card: none is asked for
  • Do not apply at an embassy for a citizen ID card at present
  • Do not send someone else to collect the new card
  • Do not assume an old-format card must be replaced at once; it stays valid until expiry
  • Do not confuse the citizen card with the foreign ministry's cards for accredited diplomats

Correct
Open-mouth smile
Head tilted
Too close: head too big
Too far: head too small
Busy background
Shadows on face or background
Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Babies and children

Citizens can get an ID card from the age of 16. An applicant under 18 without an Armenian passport needs the written consent of the parents and of the child, and if a parent cannot attend, that parent's signature must be notarised. The photographing rule in the guide applies to every applicant, so a teenager needs no print either.

Each visitor, whatever their age, needs an individual appointment, according to the service's ID card page.

There is nothing to print and nothing to upload. Both the old passport offices and the new HayPass centres capture the face image themselves, with staff or at a self-service kiosk, at the same visit as the fingerprints.

Printed photos still matter for other Armenian papers applied for abroad: missions ask for 35 x 45 mm prints for a return certificate, so a print made for that purpose should not be confused with the ID card process.

Where to submit the photo

In Armenia, pre-register online, pay, and go to the HayPass centre you chose. HayPass lists 14 centres for the first phase, two in Yerevan (Yerevan Mall and MegaMall) and twelve in the regions, including Gyumri, Vanadzor, Kapan, Ijevan and Vagharshapat, with 23 planned in all. If you miss your slot, you must choose another day and time in advance.

Abroad, there is currently no route to a citizen ID card through an embassy. The Migration and Citizenship Service has said consular posts will accept identity card applications after the upgrade, so check the page of your mission before you travel.

How to get your Armenia ID card photo

  1. Check the official requirements. Read the official specification for the Armenia ID card: 30 × 40 mm print. Check the rules on pose, expression, glasses and headwear below.
  2. Take the photo. Follow the key requirements: no photo on the document list; photographed and fingerprinted on site; biometric centres since November 2026; pre-register online first.
  3. Prepare a print or digital file. There is nothing to print and nothing to upload. Both the old passport offices and the new HayPass centres capture the face image themselves, with staff or at a self-service kiosk, at the same visit as the fingerprints.
  4. Submit the photo with your application. In Armenia, pre-register online, pay, and go to the HayPass centre you chose.

Armenia ID card photo FAQ

No. The Migration and Citizenship Service lists no photo among the documents, and the national services guide says you are photographed and fingerprinted at the office. Under the biometric system that began on 1 November 2026, the picture is taken at the HayPass centre.

No print size is published, because no print is handed in. The 30 x 40 mm (3 x 4 cm) figure often given for Armenia does not appear in any official source read for the citizen ID card.

Only at a self-service kiosk inside a service centre, which the Minister of Internal Affairs said lets applicants take their own photograph and give fingerprints without staff. There is no step for handing in a picture taken elsewhere.

Yes, until the date printed on it. HayPass says old-format passports and ID cards keep their legal force, so there is no duty to replace them at once. The minister added that anyone who wants a biometric document earlier must hand in their existing documents.

Not at present. Missions do not list citizen ID cards, and passport issuance abroad has been paused since 5 October 2026. The Migration and Citizenship Service said consulates will take ID card applications once their systems are upgraded.

Use the pre-registration platform opened on 31 October 2026. With strong authentication you pay and pick an office straight away; otherwise your details are checked against the State Population Register before you choose a day, time and place.

They are for a different card. The ministry's State Protocol Service issues identification cards to staff of embassies, consular posts and international organisations in Armenia and asks for two 3x4 photos with a diplomatic note. That procedure does not apply to citizens.

HayPass says on the 14th working day after your biometric data are taken, and you are notified in advance. Collection is in person only, at the same centre.
