Azerbaijan passport photo requirements
The 30 × 40 mm photo rules set by State Agency for Public Service and Social Innovations (ASAN) for the Azerbaijan passport, with the official wording and sources.
Quick answer
What size is the Azerbaijan passport photo?
In Azerbaijan you do not bring a photo for the biometric passport: the ASAN service centre photographs you at the counter with special equipment, to ICAO requirements. Embassies and consulates abroad also capture the portrait in person, yet several list two colour prints of 3 x 4 cm (30 x 40 mm) for the application form. No background colour or head height is published for those prints, and the Tokyo embassy asks for a matt finish.
The ordinary Azerbaijani passport (ümumvətəndaş pasportu) is issued through the Ministry of Internal Affairs. Inside the country you apply at an ASAN service centre, run by the State Agency for Public Service and Social Innovations, and the ASAN page says the service is provided in all of its centres. The list of documents there names an identity card, proof that the state fee was paid and, for applicants aged 18 to 35, a military-service document. A photograph that you bring is not on it.
The portrait is captured on the spot. The ASAN page says: "When issuing and changing passports, photographs are taken using special equipment within the center." It adds that photographing the applicant in accordance with the requirements of the International Civil Aviation Organization (ICAO) is carried out by the body issuing the passport.
Abroad, the foreign ministry says the embassy or consulate accepts your documents and forwards them to the Ministry of Internal Affairs. The Berlin, Istanbul and Tokyo pages say the photograph for the passport is taken at the mission. Berlin, London, Bucharest and Tokyo nevertheless list two 3 x 4 cm colour photographs among the papers to bring, and Berlin and Bucharest say they are needed for the application form. This page covers both the counter capture and those prints.

Key requirements
- The ASAN centre takes the photo
In Azerbaijan the portrait is captured by the issuing body with special equipment inside the centre. A replacement passport is handled the same way: the ASAN page describes the change as based on its list of documents "with a photograph of citizen taken at the authority issuing the passport". Neither list asks you to bring a picture.
- ICAO standard, no published measurements
The ASAN page refers to the requirements of the International Civil Aviation Organization for the photograph, and it gives no size, background colour or head height. The foreign ministry page on ordinary passports at missions abroad does not mention a photograph either.
- Missions abroad photograph you in person
Berlin says every citizen must apply in person at the consular section, have a photograph taken for the passport, give fingerprints and sign. Istanbul says the ICAO-compliant photograph and the fingerprinting are carried out at the consulate. Tokyo says the photo is taken inside the embassy with special equipment.
- Two 3 x 4 cm prints at several missions
The embassies in Berlin, London, Bucharest and Tokyo list two colour photographs of 3 x 4 cm with the passport documents. Berlin and Bucharest add that the photographs are required for the application form. London gives the same line for adults, for under-18s and for first-time applicants under 18.
- Tokyo: matt finish and a headscarf rule
The Tokyo embassy lists two colour photographs of 3x4 size (matt) and adds that photographs of women with headscarves are not accepted. No other mission page read repeats either point, and the rule sits in the list of printed photographs, so ask the embassy how it applies before you wear a head covering to an appointment.
- Hanoi lists a different size
The embassy in Hanoi asks for four colour photographs of 3.5 x 4.5 cm, with the applicant's name and surname written on the back. Unlike the Berlin, Istanbul and Tokyo pages, it does not mention biometric capture, so confirm the size with that embassy before printing.
- Fingerprints are the only age exemption
The ASAN page says no fingerprints are taken from citizens under 15. It makes no exception for the photograph, which is still taken by the issuing body.
Do's and don'ts
Do
- Go to an ASAN service centre with your identity card and the fee receipt; the photo is taken there
- Ask your embassy or consulate whether it wants printed photos before you have any made
- Print in colour at 3 x 4 cm (30 x 40 mm) if your mission lists two photographs
- Choose a matt finish if you apply through the Tokyo embassy
- Bring the parents' consent when the applicant is under 18
Don't
- Do not pay a photographer for an ASAN application: the centre captures the photo
- Do not use the Hanoi size of 3.5 x 4.5 cm for other missions
- Do not send the Tokyo embassy a print of a woman wearing a headscarf
- Do not expect fingerprints for a child under 15; the photo is still taken

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Headwear and religious dress
No headwear rule is published for the photograph captured at an ASAN centre or at most missions. The one rule found comes from the Tokyo embassy, which says photographs of women with headscarves are not accepted among the printed photographs it lists.
If you wear a head covering for religious reasons, ask the issuing body or your mission before the appointment whether the capture or the prints are affected.
Babies and children
The ASAN page requires the consent of parents or legal representatives, with their identity cards, for any applicant under 18. For a child under 15 the application form is signed only by the parents, and a child without parental care needs a document on the rights of an adopter, guardian or custodian. Applicants aged 15 to 18 may submit the form themselves or through a legal representative, and must sign it. No fingerprints are taken under 15.
The page sets no separate photo rule for children. In Berlin the list for minors repeats the two 3 x 4 cm colour photographs and adds consent forms that the parents sign at the consulate. London lists the same two photographs for applicants under 18.
Printed and digital photos
There is no upload for an Azerbaijani passport. At an ASAN centre the portrait is a digital capture made at the counter. Abroad it is captured at the mission, and any print is a paper addition for the application form.
If your mission lists two prints, a digital photo can be cropped and resized to 3 x 4 cm (30 x 40 mm) and printed on a 4x6 inch sheet at a photo counter, then cut apart. Choose matt paper for the Tokyo embassy. That print is not what the issuer uses for the passport itself.
Where to submit the photo
In Azerbaijan, apply at any ASAN service centre with the documents the ASAN page lists. The state fee depends on your age and on how fast you want the passport: ten working days, five business days or one business day, with a two-day option in emergencies.
Abroad, apply at the embassy or consulate for your country of residence. The foreign ministry says the mission accepts the application and passes it to the Ministry of Internal Affairs, and that finished passports travel back only on the diplomatic courier schedule. Berlin requires you to attend in person with an appointment that is booked online.
