Cambodia passport photo requirements
The photo rules set by General Department of Identification, Ministry of Interior for the Cambodia passport, with the official wording and sources.
Quick answer
What are the Cambodia passport photo requirements?
No photo size is published for a Cambodian ordinary passport. It is issued by the General Department of Identification (GDI) of the Ministry of Interior, whose checklist asks for the new-model Khmer national ID card, or a birth certificate copy with a residence or family book, and lists no photograph. Children under 15 also need a parent's guarantee. The Berlin embassy says new passports are applied for in Cambodia, not at the embassy.
Ordinary Cambodian passports are issued by the Passport Department of the General Department of Identification (GDI), part of the Ministry of Interior. The department gathers the details of citizens who apply, has the passports produced and hands them out, and it supervises regional passport branches. GDI notices name passport offices at Aeon Mall 2 in Sen Sok, Phnom Penh, and in Siem Reap province, and in April 2025 a combined national ID card and passport service office opened at Aeon Mall Mean Chey.
The GDI's published checklist for a passport is about identity rather than pictures. The applicant must have the new-model Khmer national ID card. Without one, the applicant attaches a copy of the birth certificate and the residence book or family book, or a letter certifying where they live. The list contains no photograph and sets no photo size, so there is no official print format to prepare.
Living abroad does not change where you apply. The Royal Embassy of Cambodia in Berlin says an expired Khmer passport cannot be extended, that a new one must be applied for in Cambodia, and that the embassy itself cannot issue one. If you cannot travel, relatives in Cambodia may apply on your behalf with an attestation letter from the embassy and the documents the Passport Department sets.

Key requirements
- Issued by the GDI
The Passport Department of the General Department of Identification, under the Ministry of Interior, handles ordinary passports. It collects the data of citizens who apply, produces the passports, distributes them and oversees the regional passport branches.
- Identity papers, not photos
To apply, you must hold the new-model Khmer national ID card. Without it, bring a copy of your birth certificate and your residence book or family book; a letter confirming your address can stand in for the book. The GDI list includes no photograph.
- Under 15: a parent stands guarantee
A child under 15 needs a copy of the birth certificate, the residence or family book (or an address letter) and a guarantee from a parent or guardian, who brings their own Khmer national ID card.
- No extensions
The Berlin embassy says expired or nearly expired Khmer passports can no longer be extended: you apply for a new one. The same route applies if your passport was lost or stolen, or if you have never had one.
- Apply in Cambodia
Berlin tells citizens abroad that a new passport cannot be requested at the embassy and must be applied for in Cambodia. If you cannot travel, a relative there can file the application for you, using an attestation letter from the embassy where you live.
- Laissez-passer for the trip home
A Cambodian embassy can issue a temporary travel document (laissez-passer) if your passport has expired, is about to, or was lost or stolen. It is a single A4 sheet, not a passport, valid for 3 months from signature and for one journey back to Cambodia.
Do's and don'ts
Do
- Bring your new-model Khmer national ID card to the passport office.
- Bring a birth certificate copy and residence or family book if you have no ID card.
- Bring a parent or guardian with their ID card for a child under 15.
- Ask the Passport Department which papers apply to a lost or stolen passport.
- Ask your embassy for an attestation letter if a relative will apply for you.
Don't
- Do not ask an embassy to extend an expired Khmer passport.
- Do not expect the Berlin embassy to issue a new passport.
- Do not use a laissez-passer to travel anywhere except back to Cambodia.
- Do not let a laissez-passer pass its 3-month validity before you travel.
Babies and children
For a passport for a child under 15, the GDI lists a copy of the birth certificate, or of a certificate confirming the birth, and the household's residence book or family book. A family without such a book attaches a letter confirming where the child lives. A parent or guardian must stand guarantee and bring their own Khmer national ID card.
The GDI sets no separate photo rule for children. Like the adult list, the under-15 list contains no photograph.
Printed and digital photos
Neither a printed photo nor a digital file appears in the GDI's document list, and no pixel size, file format or print size is published for the ordinary passport. Prepare the documents the checklist names instead. The list we read dates from December 2019, so ask the passport office if you are unsure what it currently wants.
GDI news from March and May 2025 reports tests of a second-generation online passport application system. We found no published photo rules for it. Embassy services, such as attestation letters and the laissez-passer, use each embassy's own forms; follow the form of the embassy concerned for anything it asks you to attach.
Where to submit the photo
In Cambodia, apply at a GDI passport office. GDI notices name an ordinary-passport office at Aeon Mall 2 in Sen Sok district, Phnom Penh, a passport office in Siem Reap province, and a national ID card and passport service office at Aeon Mall Mean Chey that opened in April 2025.
Abroad, you cannot apply at the Berlin embassy. It issues attestation letters to citizens living in Germany and the other countries it covers (Poland, Hungary, Czechia, Croatia, Slovakia, Slovenia and Ukraine), in person or by post with a return envelope, so that a relative in Cambodia can apply. Ask the Passport Department which documents each case needs.

Cambodia passport photo FAQ
No size is published. The General Department of Identification's checklist for an ordinary passport asks for identity and residence documents only and lists no photograph. Sizes you may see elsewhere, such as 35 x 45 mm or 4 x 6 cm, do not appear in the GDI rules we read.
The GDI's list does not include any. Adults bring the new-model Khmer national ID card, or a birth certificate copy with a residence or family book. The list we read dates from December 2019, so check with the passport office before your visit if you want to be sure.
Not at the Berlin embassy. It says expired Khmer passports cannot be extended and must be replaced by a new one applied for in Cambodia, and that it cannot issue a new passport itself. It can issue a laissez-passer for the journey home.
Yes, if you cannot travel. The Berlin embassy says relatives in Cambodia can complete the formalities on your behalf. Ask the embassy in your country of residence for an attestation letter and send it to them with the other documents the Passport Department requires.
A copy of the birth certificate, the residence or family book (or a letter confirming the address) and a guarantee from a parent or guardian, who brings their own Khmer national ID card. The GDI list names no photo for children.
A temporary travel document issued by Cambodian embassies to Cambodian citizens only. It is a single A4 sheet, valid for 3 months from signature, for one journey back to Cambodia when your passport has expired, is about to expire, or was lost or stolen. You can apply in person without an appointment or by post.
The GDI has been testing one. Its news pages report progress meetings and trials of a second-generation online passport application system in March and May 2025. We found no published rules for photos in that system, so follow its own instructions if you use it.
