Quick answer

What size is the Moldova work permit photo?

For the right of stay for work, the General Inspectorate for Migration (IGM) lists one colour photo, written 3x4, with no unit or background given. An older Ministry of Foreign Affairs page asks for a 50 x 60 mm colour photograph on a white background when the employer applies for the right to work. The long-stay employment visa (D/AM) needs a recent matte colour 35 x 45 mm photo.

A foreigner who works in Moldova deals with two bodies. The National Employment Agency (ANOFM) grants the right to work, and the General Inspectorate for Migration (IGM) of the Ministry of Internal Affairs grants the temporary right of stay for work and issues the residence permit. IGM takes applications at its single-window counters for foreigners in Chișinău, Bălți, Comrat and Cahul, where the foreigner submits the file in person with originals and copies. The standard request (demers) is signed by the employer's manager.

The photograph is where the sources disagree. IGM's current document lists for every work category ask for one colour photo written "3x4", without a unit or a background. A page of the Ministry of Foreign Affairs on residence and work permits, which still names bodies that no longer exist under those names, lists a colour photograph of 50 x 60 mm on a white background for the employer's file with ANOFM. A third size, 35 x 45 mm, applies if the worker needs a long-stay visa first. This page reports each source rather than choosing for you.

Key requirements

  • IGM: one colour photo, 3x4

IGM's list for granting and extending the right of stay for work by an immigrant worker ends with "O fotografie color 3x4". The unit is not written out, and neither a background nor a head size is given.

  • The same line on other work lists

IGM repeats the colour 3x4 photo on its lists for seconded workers, highly qualified workers, priority occupations, citizens of EU states, IT managers and specialists, free economic zone staff, and teaching, cultural, health and sports activities.

  • An older page names 50 x 60 mm

The Ministry of Foreign Affairs page on residence and work permits lists a colour photograph of 50 x 60 mm on a white background among the documents the employer files with ANOFM for the right to work. The page is undated and partly out of date.

  • The long-stay visa uses 35 x 45 mm

If the worker first needs the employment visa (D/AM), the ministry's list asks for a recent matte colour photo of 35mm x 45mm, a separate print from the permit photos.

  • Extensions need a photo too

IGM's list for extending the right of stay for work also ends with one colour 3x4 photo, so keep a current print when you renew. Applications are filed 30 calendar days before the stay expires.

  • Family members

Relatives joining a foreign worker apply under family reunification, and IGM's lists for that route also ask for one colour 3x4 photo.

Do's and don'ts

Do

  • Ask IGM or your employer's representative which size they want, because the IGM list gives no unit
  • Use a colour photograph
  • Use a white background for any photo that goes into the ANOFM file
  • Bring a separate 35 x 45 mm matte print if you also apply for a D/AM visa
  • File the application at least 30 calendar days before your stay expires
  • Bring originals and copies of your documents to the IGM counter

Don't

  • Do not assume the 3x4, 50 x 60 mm and 35 x 45 mm formats are interchangeable
  • Do not submit a black and white photograph
  • Do not rely on the old three photos of 5x6 line that the ministry page still shows for the Bureau for Migration and Asylum
  • Do not use the same print for the visa and the permit without checking the size

Sample photos

How a Moldova work permit photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 50 × 60 mm and background colour.

Correct
Open-mouth smile
Head tilted
Too close: head too big
Too far: head too small
Busy background
Shadows on face or background
Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Glasses

Neither IGM, ANOFM nor the ministry's permit page publishes a rule on glasses for the work or residence permit photo. Ask the IGM counter before you print if you wear glasses.

Headwear and religious dress

No official page read sets a rule on head coverings for the permit photo. The residence permit is an identity document for foreigners, so contact the IGM counter in advance if you wear a head covering for religious or medical reasons.

Babies and children

A child is not a worker, so children of a foreign employee usually come under family reunification or another residence ground. IGM's family reunification lists ask for one colour 3x4 photo for the right of stay and again for its extension.

None of the pages offers a digital upload for the photo. IGM lists it among the documents filed in person at the counter, with originals and copies, and the ministry page lists it among documents the employer files.

Because the unit of the IGM size is not written out, confirm it before printing. A digital photo can be cropped to the size you are told and printed on a 4x6 inch sheet at a photo counter.

Where to submit the photo

Under the labour migration law as amended in 2017, the employer, called the beneficiary, lodges the documents for the right to work and the right of stay together at the single window of the authority competent for foreigners, which is IGM. In practice that means its counters in Chișinău, Bălți, Comrat or Cahul, according to where the foreigner or the company is based, and IGM's page says the foreigner submits the file in person. ANOFM decides on the right to work. The ministry page, by contrast, describes the employer filing with ANOFM.

IGM hands out its decision at the same counter. The residence permit is then issued as an identity document for foreigners, and a permit is extended by applying at least 30 days before it expires.

How to get your Moldova work permit photo

  1. Check the official requirements. Read the official specification for the Moldova work permit: 50 × 60 mm print, white background. Check the rules on pose, expression, glasses and headwear below.
  2. Take the photo. Follow the key requirements: iGM: one colour photo, 3x4; the same line on other work lists; an older page names 50 x 60 mm; the long-stay visa uses 35 x 45 mm.
  3. Prepare a print or digital file. None of the pages offers a digital upload for the photo. IGM lists it among the documents filed in person at the counter, with originals and copies, and the ministry page lists it among documents the employer files.
  4. Submit the photo with your application. Under the labour migration law as amended in 2017, the employer, called the beneficiary, lodges the documents for the right to work and the right of stay together at the single window of the authority competent for foreigners, which is IGM.

Moldova work permit photo FAQ

The General Inspectorate for Migration lists one colour photo written 3x4, without a unit. An older Ministry of Foreign Affairs page lists 50 x 60 mm on a white background for the employer's file with ANOFM. Confirm with IGM which one your office wants.

Only one official page says so: the Ministry of Foreign Affairs page on residence and work permits, which is undated and mentions bodies that have since been renamed. IGM's current lists ask for 3x4 instead.

Two bodies. The National Employment Agency grants the right to work, and IGM grants the temporary right of stay for work and issues the residence permit, which serves as the foreigner's identity document in Moldova.

No. The long-stay employment visa (D/AM) asks for a recent matte colour photo of 35mm x 45mm, listed by the Ministry of Foreign Affairs. The permit lists use 3x4 or, on the older page, 50 x 60 mm.

The older Ministry of Foreign Affairs page names a white background for the 50 x 60 mm photo. IGM's lists do not give a colour, so white is the safest choice, but this page cannot quote an IGM rule for it.

At the IGM single-window counters for foreigners in Chișinău, Bălți, Comrat or Cahul, in person, with originals and copies. The employer's request is signed by the company's manager.

IGM's extension list also asks for one colour 3x4 photo, so bring a current one. Applications go in at least 30 calendar days before the stay ends, and late filing is penalised administratively.
