Saint Pierre and Miquelon passport photo requirements
The 35 × 45 mm photo rules set by Préfecture de Saint-Pierre-et-Miquelon for the Saint Pierre and Miquelon passport, with the official wording and sources.
Quick answer
What size is the Saint Pierre and Miquelon passport photo?
Residents of Saint Pierre and Miquelon hold the French passport, so the national photo norm applies: 35 x 45 mm (1.38 x 1.77 in), face 32 to 36 mm tall, a plain light background such as light blue or light grey (white is banned) and a picture under 6 months old. The prefecture's checklist asks for a printed photo only for children under 12 and does not describe the photo for anyone else, so check when you book.
Saint Pierre and Miquelon is a French overseas collectivity, and its residents hold the ordinary French passport. Unlike on the mainland, you do not apply at a town hall: the prefecture's passport page says that on the archipelago, applications are made at the prefecture and by appointment only. You book the slot on the prefecture's website, pick up the Cerfa form at the prefecture, and go back to the title-issuing counter to collect the passport. The page adds that residents of the commune of Miquelon-Langlade can contact the prefecture's delegation with questions.
The photo is the open question on this page. The prefecture publishes a one-page checklist of documents, put online on 27 November 2025. It has a row for one recent identity photo, under six months old, for children under 12 only, ticked for a first application, a renewal and a lost or stolen passport. It has no photo row for anyone else, and no prefecture page says how an older child or an adult supplies or has the photo taken. National rules, which apply across the Republic, ask for a single photo that meets the 35 x 45 mm norm, so that is what this page describes.

Key requirements
- Ask what the counter needs
The prefecture checklist names a photo only for children under 12 and is silent on everyone else. Phone or e-mail the title-issuing service before the appointment, and never assume the counter will take your picture: French law does not list Saint Pierre and Miquelon among the places where it may.
- Children under 12: one printed photo
This is the one photo requirement that the prefecture states itself: one recent identity photograph, less than six months old, for each child under 12.
- 35 x 45 mm, face 32 to 36 mm
The national norm sets the print at 3.5 cm by 4.5 cm. The face is measured from the bottom of the chin to the top of the skull, hair excluded, and falls between 32 and 36 mm, which is 70 to 80 per cent of the height.
- Plain light background, never white
Light blue and light grey are the examples given by service-public. White is forbidden, and the backdrop must be even, with no shadow cast on it.
- Bare head, straight and still
No hat, scarf or headband. Face the lens with the head straight, the mouth closed and a neutral expression. Eyes must be open and visible, hair off the face and ears uncovered.
- Recent and a likeness
The picture must be less than six months old and must resemble you on the day you file.
- Authorised photographer or booth
Service-public says the photo must be taken by an authorised professional or in a booth using a system approved by the Ministry of the Interior.
Do's and don'ts
Do
- Book the appointment on the prefecture website first.
- Ask the prefecture whether you must bring a photo.
- Bring one printed photo for each child under 12.
- Use a plain light blue or light grey backdrop.
- Keep the head bare, straight and facing the lens.
- Check the face height from chin to crown.
Don't
- Do not use a white background.
- Do not reuse an old photo.
- Do not wear tinted lenses or a thick frame.
- Do not smile or open your mouth.
- Do not send someone else to file for you.
- Do not let the 6-month limit lapse before the appointment.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
The prefecture pages are silent on glasses, so the national rule applies. You do not have to wear them, and if you do the frame must be thin and must not hide the eyes, the lenses must be neither tinted nor coloured, and there must be no reflection. Remove them if you are unsure.
Headwear and religious dress
Nothing on the prefecture's pages changes the national rule that the head must be bare, with hats, scarves and headbands given as examples. No exception for religious or medical reasons appears in the sources read for this page. Earrings and piercings are allowed if they leave the features of the face clear.
Babies and children
A minor's passport is valid for 5 years against 10 for an adult. The person with parental authority files the application and shows an identity document, and fingerprints are taken from age 12. The passport is handed to the minor only with a parent or guardian present. The checklist asks for one recent identity photograph for children under 12, and it is the only age group for which the prefecture names a photo.
Printed and digital photos
The prefecture describes no upload and no e-photo code, so treat the photo as a paper print. A digital picture can be cropped to 35 x 45 mm and printed at a photo counter, but the national rule says it must be made by an authorised professional or in an approved booth. Confirm with the prefecture whether it also scans or captures the photo at the counter.
Where to submit the photo
Apply at the prefecture, by appointment only. Book on the prefecture's website, collect the Cerfa form at the prefecture, and bring the documents for your situation from the checklist table. You must attend in person when you file and again when the passport is handed over, because fingerprints are taken both times. Collect it within three months, or it will be destroyed. A renewal can be requested only within one year before expiry.
Emergency passports are exceptional and decided by the prefect case by case. A prefecture page of 12 September 2025 sets out the grounds and tells you to contact the prefecture. An older page, last updated in 2015, lists two identical recent photographs, front-facing and bare-headed, on a plain light background; it writes the size as 35 x 45 cm, which is evidently millimetres. Ask which list applies.

Saint Pierre and Miquelon passport photo FAQ
The French norm of 35 x 45 mm applies, with the face 32 to 36 mm tall. The prefecture's ordinary-passport pages do not restate the size, so it comes from service-public and the arrêté of 5 February 2009, which apply across the Republic.
The prefecture checklist asks for one recent photo for children under 12 and lists nothing for older applicants. National rules ask each applicant for a single photo, so contact the title-issuing service to find out what it expects from you.
At the prefecture in Saint-Pierre, by appointment booked on its website. Residents of the commune of Miquelon-Langlade can phone the prefecture's delegation. The same counter hands over the passport, and you must attend both times for fingerprinting.
A plain light colour, with light blue and light grey as examples, under the national norm. White is forbidden. The prefecture's ordinary-passport pages name no colour, though an older emergency-passport page asks for a plain light background.
Glasses are optional. If you wear them, the frame must not be thick or hide the eyes, the lenses must be neither tinted nor coloured, and there must be no reflection. The prefecture pages add no rule of their own on this.
No. The prefecture's FAQ says fingerprints require the applicant to be present when the application is filed and when the passport is handed over. A parent or guardian attends with a minor.
It appears to be a slip for millimetres: 35 x 45 cm would be far bigger than any passport photo. The page was last updated in 2015, and a newer emergency page from 2025 lists no photo rule, so ask the prefecture what it wants.
