Turks and Caicos Islands passport photo requirements
The 35 × 45 mm photo rules set by Government of the Turks and Caicos Islands for the Turks and Caicos Islands passport, with the official wording and sources.
Quick answer
What size is the Turks and Caicos Islands passport photo?
A Turks and Caicos Islands passport photo is a professionally printed colour picture 45 mm high and 35 mm wide, with your head 29 to 34 mm from crown to chin against a plain cream or light grey background. Hand in two identical prints taken within the last month, unaltered by computer software, and have one countersigned when your type of application requires it. The published rules cover printed photos only.
Turks and Caicos Islands (TCI) passports are British Overseas Territory Citizen passports applied for through the TCI Passport Office of the territory's government. You deliver the completed form, your original documents and your photos to a government counter: the One Stop Shop Customer Service Centres of the Ministry of Border Control and Employment in Providenciales and Grand Turk, the Immigration Department or District Commissioner's offices on South Caicos and North Caicos, or the District Commissioner's Office on Salt Cay. The government's passport page explains that production of the passports moved to the UK after the transfer began in July 2015, but the application is still handed in locally.
Photos are supplied on paper. You hand in two identical prints with the form, and one of them is signed by a countersignatory who vouches for your identity. The territory publishes its own passport photo rules on gov.tc. They follow the UK printed-photo rules closely, and the 2015 TCI guide to the application form sends readers to both the TCI page and the UK photo guidance.
The TCI page carries no date and says nothing about digital photos, so the printed-photo rules are the whole standard. The sections below follow the TCI wording, quoting it where the exact words matter, and flag the points that people most often get wrong when they use a booth abroad.

In the official words
Exact wording from the official sources, quoted because the details matter:
Your photos must be: ... unaltered by computer software
Your photos must be professionally printed and 45 millimetres (mm) high by 35mm wide
Key requirements
- Professionally printed, 45 x 35 mm
The page asks for photos that are professionally printed and 45 mm high by 35 mm wide, the standard size of UK photo booths. It warns that booths outside the UK can use other sizes, so check before you pay, and it refuses photos cut down from larger pictures.
- Head 29 to 34 mm
The image of you, from the crown of your head to your chin, must be between 29 and 34 mm high. The picture is a close-up of your full head and shoulders, with only you in it and no other objects or people.
- Cream or light grey background
Photos are taken against a plain cream or light grey background that contrasts clearly with you. White is named only as the colour of the photographic paper, not of the background.
- Colour, sharp and unaltered
Prints are in colour, clear and in focus, with no tears or creases, and "unaltered by computer software". Red eye and shadows in the picture are on the list of faults that can get a photo rejected.
- Two identical prints, from the last month
The passport page says you must supply 2 identical photos with the application, and the photo page requires them to be taken within the last month. The government warns that an application may be delayed if the photos are rejected.
- Facing the camera with a neutral face
You face forward and look straight at the camera with a neutral expression and your mouth closed. Your eyes are open and visible, and nothing covers your face.
- One print is countersigned
The form and one photo must be signed by a countersignatory for a first adult or child passport, a replacement for a lost, stolen or damaged one, a renewal for a child aged 11 or under, and a renewal when you can no longer be recognised from your existing passport.
- Who can countersign
They must have known you for at least two years, be able to identify you, and work in or be retired from a recognised profession or be a person of good standing. Relatives, partners, people at your address and Passport Office staff are excluded. The listed occupations include teachers, nurses, pharmacists, police officers and professional photographers.
Do's and don'ts
Do
- Have the prints made professionally at 35 x 45 mm.
- Check that a photo booth outside the UK gives the right size.
- Keep your head between 29 and 34 mm from crown to chin.
- Stand in front of a plain cream or light grey wall.
- Take two identical prints to the counter with your form.
- Leave one print unmarked until the countersignatory signs it.
Don't
- Do not trim a bigger picture down to size.
- Do not retouch the photo or run it through editing software.
- Do not let sunglasses, tinted lenses, frames or hair cover your eyes.
- Do not let red eye or shadows show in the picture.
- Do not ask a relative, partner or housemate to countersign.
Sample photos

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
The TCI page does not ban clear glasses, but it sets conditions. Your eyes must be open, visible and free from reflection or glare from the lenses, and they must not be covered by sunglasses, tinted glasses, glasses frames or hair. If the lenses catch the flash or the frames cross your eyes, take the glasses off for the picture.
Headwear and religious dress
No head covering is allowed unless it is worn for religious or medical reasons, and nothing may cover the face. The page gives no further detail, such as how much of the forehead must show, so ask the Passport Office if your covering is unusual. It also requires clear contrast between you and the background.
Babies and children
A child must be alone in the picture, and a baby must not hold toys or use a dummy. Children under 6 do not have to look at the camera or keep a neutral expression, and children under 1 do not have to have their eyes open. If a hand supports the baby's head, it must not show in the photo.
A child's first passport, and a renewal for a child aged 11 or under, need the form and one of the child's photos countersigned. The 2015 TCI guide to the application form says the countersignatory certifies the child's photo by giving the child's full name, then signing and dating it.
Printed and digital photos
TCI asks for printed photos only. The photo page requires them to be professionally printed and says nothing about digital files, pixel sizes or uploads. A digital picture can be cropped to the 35 x 45 mm proportions and printed on a 4x6 inch sheet at a photo counter on photographic paper.
Do not print at home or trim one large portrait to size: the page asks for professional printing and refuses photos cut down from larger pictures. Ask the photo lab for plain white photographic paper, in colour, and check the finished prints for creases and marks before you hand them in.
Where to submit the photo
Follow the four steps on the government's passport page. First complete the form, which must not be printed on both sides or stapled, and photocopies of a completed form are refused. Next provide original documents that prove your identity, two identical photos, and a countersignature on the form and one photo. Then pay the fee and deliver everything to one of the counters listed in the introduction. The page says you will be contacted when the passport is ready for collection.
The Guides and Forms page of the TCI passport section offers the application guide, the application form and a lost-or-stolen notification form, and lists tcipassport@gov.tc as the Passport Office email.

Turks and Caicos Islands passport photo FAQ
The photo is professionally printed, 45 mm high by 35 mm wide. Your head, from the crown to the chin, must measure between 29 and 34 mm. The page calls 45 x 35 mm the standard size of UK photo booths and warns that booths outside the UK may give another size.
A plain cream or light grey background that contrasts clearly with you. The photo is printed in colour on plain white photographic paper, but the page does not list white as a background colour.
Two identical photos. The passport page says you must supply 2 identical photos of yourself with the application, and the photo page asks you to check the form for the number needed. One of them is countersigned when your application type requires it.
The page does not forbid clear glasses, but your eyes must be open, visible and free from reflection or glare. Sunglasses, tinted glasses, frames or hair must not cover them. If your lenses reflect the flash, take them off.
No digital route is published. The rules ask for professionally printed photos delivered with the paper application at a government counter. You can crop a digital picture to 35 x 45 mm and have it printed at a photo lab, but do not hand in a home print.
For a first adult or child passport, a replacement, a renewal for a child aged 11 or under, or a renewal when you cannot be recognised from your old passport, one photo and the form must be signed. The signer must have known you for at least two years and work in, or be retired from, a recognised profession.
It must have been taken within the last month. A photo that does not meet the rules can delay your application, so have the prints made shortly before you hand in the form.
No. The page says you cannot use photos that have been cut down from larger pictures. Have prints made at 35 x 45 mm from the start, or print a sheet of identical passport-size photos at a photo counter.
