At a glance

The travel document covered for the Cook Islands is the New Zealand passport, which Cook Islanders hold as New Zealand citizens and the Department of Internal Affairs issues. Online applications use a digital colour photo in 3:4 portrait shape, 250 KB to 5 MB; paper applications use two identical 35 x 45 mm prints. The photo must be less than 6 months old.

Overview

Cook Islanders hold New Zealand citizenship, so there is a single passport to think about: the New Zealand passport. It is issued by the Department of Internal Affairs (DIA) in New Zealand, and MFAT says only the Passport Offices in London, Sydney or New Zealand can issue a passport. Residents apply online, uploading the photo as a file, or on a paper form that goes by post or courier with two printed photos. The New Zealand High Commission in Avarua lists notarial services, and its page does not mention passports. Once the passport is issued, the Cook Islands Ministry of Foreign Affairs and Immigration can add a Cook Islands Status endorsement to it.

Frequently asked questions

The New Zealand passport. Cook Islanders hold New Zealand citizenship, and DIA's adult application form states that a person born in the Cook Islands is entitled to a New Zealand passport.

Online applications take a digital photo only, in 3:4 portrait shape, 900 to 4500 pixels wide and 1200 to 6000 pixels high, from 250 KB to 5 MB. Paper forms take two identical prints at 35 x 45 mm. Either way the photo is less than 6 months old.

Online through the DIA passport website, or by post or courier with a paper form to the New Zealand Passport Office. The form also suggests asking the nearest New Zealand High Commission whether it will submit an application for a fee, and says not all offices do.
