At a glance
The travel document covered for Niue is the New Zealand passport, which Niueans hold as New Zealand citizens and the Department of Internal Affairs issues. An online application uses a digital colour photo in 3:4 portrait shape, 250 KB to 5 MB; a paper application uses two identical 35 x 45 mm prints. Either photo must be less than 6 months old.
Overview
Under New Zealand law all Niueans are New Zealand citizens, so one passport matters here: the New Zealand passport, issued by the Department of Internal Affairs (DIA). The High Commission in Alofi is not where it is issued; MFAT says only the Passport Offices in London, Sydney or New Zealand can issue a passport. Residents apply online, uploading a digital photo, or send a paper form by post or courier with two printed photos. The Niue Immigration Office separately handles the Niue visa exemption, an item affixed to passports for people of Niuean descent.
