Isle of Man passport photo requirements
The 35 × 45 mm photo rules set by Isle of Man Government for the Isle of Man passport, with the official wording and sources.
Quick answer
What size is the Isle of Man passport photo?
The Isle of Man Passport Office asks for 2 passport photographs with every application and says they must meet the criteria in its guidance notes. The gov.im web pages state no size or background colour. HM Passport Office prints are 35 x 45 mm. On a renewal, photos of applicants under 11 must be countersigned, and changing your photo means a full renewal. Online applications are expected in winter 2026/27.
The Isle of Man issues its own variant of the British passport. The power to do so comes from the Royal Prerogative, which on the Island is exercised by the Lieutenant Governor on behalf of the Crown, and the Isle of Man Government says it follows HM Passport Office issuance policy. The Isle of Man Passport Office, at the Government Office in Douglas, deals with British citizens living on the Island and with several groups who live in the UK but have a link to it, such as people born, naturalised or registered on the Island. The Lieutenant Governor's powers do not cover British nationals who live overseas. They apply online through HM Passport Office.
Island applications are made on paper at present. A single form, Application for a British Passport, is used for first-time applications, renewals, name changes and replacements alike. You attach 2 passport photographs, and the Passport Office says these must meet the criteria set out in its guidance notes, which are available as a downloadable document. The web pages do not repeat the size or background colour, so this page does not either: it records what the Island does publish, and points to HM Passport Office for the closest published print size.
A change is coming. The Isle of Man Government announced on 1 September 2026 that an online service for Isle of Man variant passports is expected in winter 2026/27, run through a dedicated area of HM Passport Office's system. The date is not confirmed, and paper forms will continue for people who cannot use the website.

Key requirements
- Two photographs, whatever the application
First passports, renewals, name changes, replacements of damaged, lost or stolen passports and temporary passports all list 2 passport photographs among the items to submit.
- The criteria are in the guidance notes
Every list on the passport pages says the photographs must meet the criteria set out in the guidance notes. The Passport Office also asks all applicants to read the current notes before applying, to avoid delays.
- Countersignatures and photos
A first-time application always needs a countersignatory. A renewal or name change needs one only if you are not easily recognisable from your previous passport. On a renewal, the photos of applicants under 11 must always be countersigned.
- A new photo means a full renewal
You cannot swap the picture in a valid passport. The Passport Office says anyone who wants to change their photograph must complete a full renewal.
- Interview for first-time adults
First-time adult applicants attend an interview at the Passport Office. Applicants over 65 do not have to. A parent or guardian with parental responsibility signs a first-time child application.
- Temporary passports are handled in person
A 12-month temporary passport also needs 2 photographs that meet the guidance-note criteria. The applicant has to be at the office to submit or collect it, and postal applications are not accepted for this service.
- Digital photos from winter 2026/27
The planned online service will let applicants enter their details and upload or provide a digital photograph, through HM Passport Office's system. Paper forms stay available.
Do's and don'ts
Do
- Download and read the current guidance notes before you have the photographs taken.
- Provide 2 photographs with every application, including a replacement.
- Ask your countersignatory to check the photos if you are a first-time applicant.
- Have the photos of a child under 11 countersigned.
- Complete a full renewal if you want a different photo in your passport.
- Use the current version of the application form, not an older copy.
Don't
- Do not assume the size or background; the web pages do not state them.
- Do not send a digital file with a paper application.
- Do not apply to the Island office if you live overseas.
- Do not send a first-time application without a countersignatory.
- Do not book travel before your new passport has arrived.
Sample photos

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
The Isle of Man web pages say nothing about glasses in the photograph. Any rule is in the guidance notes that the Passport Office tells you to read, so check them, or ask the office, before the picture is taken.
Babies and children
The same 2 photographs are listed for a child under 16, and on a renewal a child's photos need a countersignature when the applicant is under 11. A first-time child application must be signed by a parent or guardian with parental responsibility, and a renewal for a child has that parent sign section 8 of the form. Each applicant aged 12 or over signs section 9 of the form themselves.
Printed and digital photos
Today only printed photographs are accepted with the paper form. The Isle of Man Government says its online service will arrive in winter 2026/27, accessed from its own website but run through a specific area of HM Passport Office's system, and that applicants will be able to upload or provide a digital photograph. After launch, assistance will be available at dedicated public workspaces inside the Passport Office in Douglas. No pixel size or file limit has been published on the pages read, and the launch date is still to be confirmed.
Where to submit the photo
Post the completed form, the photographs and your current passport to the Isle of Man Passport Office, or take them to the public counter at the Government Office in Douglas. Forms can be downloaded and printed, or obtained from the office or requested by post. A temporary passport cannot be sent by post: you must attend in person.
Applicants who live outside the UK, the Isle of Man and the Channel Islands must apply through the UK Government online passport service, under HM Passport Office photo rules on GOV.UK. Eligible applicants who live in the UK but have a link to the Island can use the Isle of Man office, and the page lists the groups concerned.

Isle of Man passport photo FAQ
The gov.im pages do not give a size. They say the 2 photographs must meet the criteria in the Passport Office guidance notes. HM Passport Office sets printed British passport photos at 45 mm high by 35 mm wide, and the Island says it follows HM Passport Office issuance policy, but check the notes for the figure.
Two passport photographs. That applies to first-time applications, renewals, name changes and replacements, and to a temporary passport.
The Isle of Man web pages publish no glasses rule. The guidance notes are where photo criteria are set, so read them or ask the Passport Office before you have the picture taken.
First-time applicants need a countersignatory. For a renewal or name change, you need one only if you are not easily recognisable from your previous passport, but on a renewal the photos of applicants under 11 must always be countersigned.
Only by renewing. The Passport Office says applicants who wish to change their photo must complete a full renewal, including the form, 2 photographs and the fee.
Not yet. The Isle of Man Government says online applications are expected in winter 2026/27 through a new service on its website that links to HM Passport Office's system. The launch date is not confirmed, and paper forms will remain.
No. The Lieutenant Governor's powers do not extend to British nationals who live overseas. They must apply online through the overseas passport services of HM Passport Office, whose photo rules apply.
