Quick answer

What are the Jordan work permit photo requirements?

Jordan's Ministry of Labour sets no photo size or background for work permits. Its comprehensive work permit guide, last updated 28 October 2026, lists two personal photos of the worker among the documents for factories in the Qualifying Industrial Zones and personal photos for Syrian workers, and online renewal asks the employer to attach photos. The permit itself is a plastic card valid for one year, plus a stamp in the passport.

A work permit lets a non-Jordanian work legally in Jordan. It is issued by the Ministry of Labour, and the application is made by the employer, not the worker: at the foreign labour section of the competent labour directorate, at the ministry's citizen service centre, or online on the work permits portal and the foreign workers system. Fees are paid electronically, and the output is a plastic work permit card valid for one year together with a work permit stamp in the worker's passport.

The work permit is not a residence permit. Work residency is a separate application on the Ministry of Interior's e-services site, and the Public Security Directorate gives the residence approvals. The labour ministry's own instructions for the Qualifying Industrial Zones list Ministry of Interior approval of an annual residence permit, where the worker needs one, as a document for the work permit.

On photos, the ministry publishes less than for a passport. The general service cards for a first permit list the worker's passport and a medical fitness test but no photo. Photos appear in two sets of instructions reproduced in the ministry's comprehensive guide and in the online renewal steps, always without a size, background or file format.

Key requirements

  • The employer applies

The employer, or the body the permit is issued in the name of, submits the application with the worker's documents, on paper or electronically, and pays the fees through the electronic payment channels.

  • Two photos in the QIZ instructions

For factories in the Qualifying Industrial Zones, the employer completes the permit at the labour directorate with the factory's licence, two copies of the work contract, two personal photos of the worker, a passport valid for at least a year and a medical test.

  • Photos for Syrian workers

The 2020 instructions for workers of Syrian nationality require the application to include the service card for the Syrian community, issued by the Ministry of Interior, in place of a passport, together with personal photos.

  • Photos attached on renewal

In the online renewal of a work permit, the employer enters the worker's personal number and attaches the photos before the application is checked electronically.

  • Medical fitness first

Every permit needs a medical test from a Ministry of Health centre for foreign workers, showing the worker is fit to work.

  • Residence is a separate step

A work permit does not give residence. Work residency is applied for through the Ministry of Interior, with approvals from the Public Security Directorate.

Do's and don'ts

Do

  • Have the employer submit the work permit application
  • Prepare two recent personal photos of the worker
  • Keep the worker's passport valid for at least a year where the rules ask for it
  • Get the medical fitness test at a Ministry of Health centre
  • Apply for work residency separately through the Ministry of Interior

Don't

  • Do not treat the work permit as a residence permit
  • Do not apply if the passport is stamped not permitted to work, unless the Ministry of Interior approved it first
  • Do not rely on an unofficial photo size; ask the labour directorate if unsure

Headwear and religious dress

The Ministry of Labour publishes no rules on head coverings, glasses or expression for work permit photos. Its instructions only ask for personal photos of the worker.

If you are unsure what the labour directorate will accept, ask it before printing; the ministry's citizen service centre can be reached by phone and email on working days.

Where the employer completes the permit in person, as in the Qualifying Industrial Zones, the photos are prints: two personal photos of the worker handed in with the other documents. On the electronic work permits portal, the renewal step asks the employer to attach the photos with the worker's personal number.

The ministry publishes no size, background, pixel count or file format for either. A digital photo can be printed on a 4x6 inch sheet at a photo counter, or cropped and resized for an upload.

Where to submit the photo

A first permit for a worker of a non-restricted nationality who is already in Jordan is handled in person at the foreign labour section of the competent labour directorate or office: the employer files the application with the documents for the sector, receives a text message with the electronic payment number, pays, and returns to have the worker's passport stamped and collect the permit. The service card also names the work permits portal as an application channel, and renewals run on it.

A passport stamped not permitted to work blocks a first permit unless the Ministry of Interior gave prior approval. Recruiting workers from abroad and permits for domestic workers follow their own service cards.
