At a glance

Libya publishes no 4 x 6 cm photo rule for any of these documents. Passport: the mission photographs you against white, and you bring 2 recent prints (3 x 4 in Moscow). Visa: upload an upright JPEG of up to 1 MB on a white background to the e-visa portal; Washington paper visas use 2 x 2 inches. ID card: no current size or background is published, and identity rests on the national number.

Overview

Three bodies are involved. The Passports and Nationality Authority of the Ministry of Interior issues passports and approves visas; the Civil Status Authority keeps the Civil Registry from which every national number is issued; and the Ministry of Foreign Affairs and International Cooperation runs the embassies and consulates that photograph Libyans abroad and still take some visa applications.

The documents differ in how the photo is handled. A passport picture is captured at the appointment, with prints as a supporting requirement. A visa photo is a file uploaded to evisa.gov.ly and checked automatically. For the ID card, the national number law places the photograph in the national database with fingerprints and an iris print, but no current page explains the card photo.
