Uruguay passport photo requirements
The photo rules set by Ministerio del Interior - Dirección Nacional de Identificación Civil for the Uruguay passport, with the official wording and sources.
Quick answer
What are the Uruguay passport photo requirements?
Uruguay publishes no photo size for the common passport. The requirements DNIC lists for first-time and renewal passports include no photograph: you book an appointment, attend in person and the office takes your biometric data. Consulates abroad set their own rules: Guatemala asks for a passport-size JPG on white, the Dominican Republic a 2X2 JPG, Ecuador a 5 x 5 cm photo and Montreal a digital JPG under three months old. None of the pages read gives 35 x 45 mm.
In Uruguay, common passports are issued by the Dirección Nacional de Identificación Civil (DNIC), part of the Ministry of the Interior. Abroad, consular officials of the Ministry of Foreign Affairs issue them. The passport regulation (Decree 129/014, amended by Decree 281/2022) says no application proceeds without the applicant appearing in person.
At home you reserve an appointment on gub.uy or at a DNIC office or a collection network such as Abitab, Correo Uruguayo or Redpagos, pay, and attend on the day with the documents listed for your case, starting with a valid, undamaged DNI (identity document). The online step only books and pays for the appointment. In Montevideo the passport is handed over on the day of the appointment; at offices elsewhere you return for it later. The lists for first-time and renewal passports name no photograph, and each page repeats that public bodies may not demand more than the listed requirements (Decree 353/23). In April 2026, announcing passport service at three more offices, DNIC said that applicants make the request and have their biometric data taken on site.
Abroad, the consulate for your area handles the application. The national page for applications from abroad lists, for an in-person passport, the person's data, fingerprints taken at the consulate, a photo, the signature and the birth certificate, and it tells applicants to confirm requirements with their own consulate. Those consulates differ: some ask you to send a digital photo, some ask for a printed size, and others list no photo at all.
Do not confuse the common passport with the Ministry of Foreign Affairs' official and diplomatic passports or travel titles. Those are applied for online, and the ministry publishes a photo rule for them: a front view of face and shoulders, in colour on a white background, under 3 months old, without glasses or a smile, as a JPEG. That rule is not the one for the common passport.

Key requirements
- DNIC lists no photograph
The gub.uy pages for first-time and renewal passports list a valid DNI, plus certificates and the parents' appearance for under-18s. A certificate of judicial records is requested automatically when you book. No photo is among the requirements, and no size, background or recency rule is published for DNIC applicants.
- Biometric data is taken at the office
DNIC's April 2026 announcement about three newly enabled offices says users make the passport request and have their biometric data taken there. The applicant must attend personally on the booked day, because the page says the procedure is done only by the holder.
- Online only books the appointment
The online route has two steps: booking and paying for the appointment, then attending the office. For renewals, the online route asks you to attach a copy of the page of each old passport that carries the photo. It does not ask for a new photograph.
- Consulates set the photo rule
Guatemala asks for a passport-size photo on a white background, with no expression or accessories, as a JPG. The Dominican Republic asks for a JPG, size "2X2", white background, centred and front-facing, ears uncovered, hair pulled back and no accessories. Ecuador asks for a recent colour photo, 5 cm x 5 cm, on white, without glasses or accessories on face and head. Montreal asks for a digital passport-type photo on white, high resolution, JPG, under three months old.
- Some consulates ask for no photo
The Madrid and Toronto consulate pages for passport applications that were read list no applicant photograph. Each consulate publishes its own list, so the page for the consulate you will use is the one that counts.
- Where to have the photo taken
The Montreal consulate says the digital photo must be taken at any premises that offers identity-photo services. That is that consulate's rule only; other pages do not say who may take the picture.
- No page gives 35 x 45 mm
The 35 x 45 mm size often quoted for Uruguay does not appear on any of the DNIC, Ministry of Foreign Affairs or consulate pages read. Consulates name other sizes or none.
Do's and don'ts
Do
- Book the appointment on gub.uy, or at a DNIC office, before you travel to the office.
- Attend personally with your valid, undamaged DNI and the other documents for your case.
- Read the page of your own consulate before taking or printing a photo.
- Follow the consulate's wording on size, white background and JPG format.
- Face the camera with no glasses and no accessories on the head or face for consulate photos.
- Take a photo for a consulate within the stated window, such as three months in Montreal.
Don't
- Do not bring printed photos to a DNIC office: its requirement lists name none.
- Do not assume a 35 x 45 mm size: no official page read states it.
- Do not send a photo to a consulate that has not asked for one.
- Do not wear glasses in a photo for the Ecuador consulate.
- Do not send someone else to the DNIC appointment: the holder must attend.
Glasses
DNIC publishes no glasses rule, because the office takes the picture. Ecuador asks for a photo without glasses or accessories on face and head, and the Dominican Republic asks for no accessories. The photo rule for official and diplomatic passports, a different document, asks for no glasses and no smile. Remove glasses for any consulate photo.
Headwear and religious dress
DNIC publishes no rule on head coverings. Ecuador excludes accessories on the head, and the Dominican Republic wants ears uncovered, hair pulled back and no accessories. None of the pages read mentions a religious exception, so ask the office or consulate how it handles a head covering before you attend.
Babies and children
A person under 18 applies with the parents, who appear with a valid DNI, and the file includes a birth certificate issued less than 30 days earlier. If a parent is abroad, the authorisation is signed at a Uruguayan consulate. A parent in another department can authorise at any DNIC office. The gub.uy page says the passport is valid for 10 years or until the holder comes of age.
Consulates add their own steps. The Dominican Republic embassy asks the second parent to sign a permit if only one attends, Montreal asks both parents to come, and Ecuador lists the parents' valid identity documents. Children's photos follow the same consulate wording as adults', and DNIC publishes no separate child photo rule.
Printed and digital photos
For a DNIC appointment you supply no print and no file. At consulates, Guatemala, the Dominican Republic and Montreal ask for a JPG, and Montreal also asks for high resolution; none gives a pixel size. Ecuador names a 5 cm x 5 cm size without saying whether it is printed or sent.
If your consulate asks for a size, a digital photo can be cropped and resized to it, or printed on a 4 x 6 inch sheet at a photo counter. Without a stated size, ask the consulate instead of guessing.
Where to submit the photo
In Uruguay, reserve an appointment through the "Iniciar trámite en línea" button on the gub.uy page or at a DNIC identification office, and pay for it (at the counter, only in national currency by cash or debit). Not every DNIC office issues passports, so check the office list before booking. Attend in person on the booked day with the documents for your case.
Abroad, use the Uruguayan consulate for your area. Many consulates ask you to book by email and attach scanned documents first, then attend in person for fingerprints and signature. Start from the page of that consulate on the Ministry of Foreign Affairs site, because the photo requirement is listed there and it varies.

Uruguay passport photo FAQ
No size is published for the common passport. DNIC's requirement lists name no photograph, and the office takes your biometric data at the appointment. Consulates abroad publish their own sizes or none, such as a 5 cm x 5 cm photo in Ecuador.
The requirements listed for first-time and renewal passports do not include a photograph, and DNIC says users have their biometric data taken at the office. Bring your valid DNI and the documents listed for your case rather than printed photos.
No official page read states that size. DNIC publishes none, and the consulates that publish a photo rule name other sizes or only "passport size". Ask your consulate before you print.
Only the first step. The online route books and pays for an appointment, and you must still attend a DNIC office in person; the holder must be present. Abroad, many consulates take the documents by email before the in-person appointment.
It depends on the consulate. Guatemala: passport-size, white background, no expression or accessories, JPG. Dominican Republic: JPG, size 2X2, white background. Ecuador: 5 cm x 5 cm colour photo on white, without glasses. Montreal: digital JPG on white, under three months old.
A JPEG of the holder's face and shoulders, in colour on a white background, taken from the front without glasses or a smile and under 3 months old. That rule is published by the Ministry of Foreign Affairs for those passports and travel titles, not for the common passport.
The parents must appear with a valid DNI and the child's birth certificate, issued less than 30 days earlier. If one parent cannot come, DNIC asks for an authorisation, signed at a Uruguayan consulate if that parent is abroad, or a judicial authorisation if a parent refuses.
