The Uruguayan common passport is issued by the DNIC in Uruguay and by consulates abroad. DNIC lists no photograph among its requirements: you attend in person and the office takes your biometric data. Consulates set their own photo rules, such as a passport-size JPG on white in Guatemala or a 5 x 5 cm photo in Ecuador. No official page gives 35 x 45 mm.
Overview
Uruguay's common passport is the document covered here. In Uruguay it is issued by the Dirección Nacional de Identificación Civil (DNIC), part of the Ministry of the Interior, and the same office issues the identity document known as the DNI, whose chip holds a colour photo with facial recognition. Abroad, the Ministry of Foreign Affairs issues passports through its consulates.
The two channels treat the photo differently. At DNIC you book and pay for an appointment, attend in person with your DNI, and have your data taken at the office, so the published requirement lists name no photograph. Consulates publish their own lists, and several ask you to send a digital photo or bring a printed one of a size they choose.
