Venezuela passport photo requirements
The photo rules set by Servicio Administrativo de Identificación, Migración y Extranjería (SAIME) for the Venezuela passport, with the official wording and sources.
Quick answer
What are the Venezuela passport photo requirements?
SAIME's requirements for a Venezuelan passport appointment list no photograph. You apply on SAIME's website, then attend a SAIME office (or, abroad, an embassy or consulate) with the application form and your cédula, and your data are captured there. Abroad, you must first join the consular register, which asks for a carnet-size photo on a white background as a PNG file. No official source read gives a 2 x 2 inch size.
Venezuelan passports are issued by the Servicio Administrativo de Identificación, Migración y Extranjería (SAIME), the same body that issues the cédula de identidad. Every application starts on SAIME's website: you complete the request, pay, and choose the office and date of your appointment. SAIME reported 141 offices in operation across the country in June 2026.
SAIME offers two passport services. The ordinary passport (pasaporte ordinario) is delivered in 8 to 15 business days. The pasaporte habilitado, an express version, is requested on the same website but handled only at the Simón Bolívar office in Caracas, with delivery in 48 hours; SAIME counts those hours from the capture of your data at the appointment.
Venezuelans abroad apply through embassies and consulates, which take passport appointments for adults and for children once the applicant is on the consular register and has filed the request in the SAIME system. The status of consular passport services differs from country to country and is not set out on SAIME's own site, so confirm with the mission for your country before you start. In November 2025, SAIME also reported that it had stopped issuing the single five-year extension (prórroga).

Key requirements
- Apply online first
Every passport request begins on SAIME's website, where you fill in the form and pick the office and date. SAIME urges users to download forms only from its official portal, to avoid scams and irregular agents.
- No photograph on the document list
For a passport in Venezuela, SAIME asks you to attend with the digital application form (planilla) and your laminated cédula. Embassy pages abroad list the SAIME form printed up to the sworn declaration, a copy of the birth certificate and the cédula. Neither list includes a photograph.
- Data are captured at the office
SAIME calls the in-person step the captación, the capture of the applicant's data. An office opened in Guacara in March 2026 has four capture points, and the express passport is promised within 48 hours of that capture.
- Consular register photo
Venezuelans abroad must be on the consular register before any consular procedure. Its document list asks for a carnet-size photo on a white background as a PNG file, together with PDF or PNG copies of the cédula, passport and entry stamp. The page gives no size in millimetres or pixels.
- Both parents for a child abroad
Embassy pages for children and adolescents (NNA) say both parents must attend the appointment, bringing originals and copies of the child's birth certificate and of their own cédulas.
- No more five-year extensions
According to SAIME, Administrative Order (Providencia Administrativa) 062 ended the single five-year extension, so that citizens obtain the document with the longer validity directly.
Do's and don'ts
Do
- Start the application on SAIME's official website.
- Bring the printed SAIME form and your laminated cédula to the appointment.
- Join the consular register before booking a passport appointment abroad.
- Prepare a PNG photo with a white background for the consular register.
- Bring the original and a copy of the birth certificate for a child.
- Confirm that the mission for your country is taking passport applications.
Don't
- Do not pay agents (gestores) to obtain a passport for you.
- Do not download the application form from anywhere but SAIME's portal.
- Do not plan on a five-year extension for an expiring passport.
- Do not order 2 x 2 inch prints for the passport: none are listed.
- Do not pay the consular fee by transfer or deposit through collection networks.
Babies and children
Children's passports go through the same online request and in-person appointment. In Venezuela, SAIME asks for a copy of the birth certificate if the child already holds a cédula, and the original birth certificate if not, and the child's representation must follow the legal protocol for the case. The cédula itself becomes compulsory at age 9.
Abroad, embassy pages for children and adolescents (NNA) require both parents at the appointment. Bring the printed SAIME form, the original and a copy of the child's birth certificate, the child's cédula and any earlier passport, and the original and a copy of both parents' cédulas. These pages list no photograph for the child.
Printed and digital photos
SAIME publishes no print size, pixel size or upload rule for the passport itself, and no photograph appears among the documents to bring; the passport data are captured at the office. Printed photos are therefore not part of the published process in Venezuela or at the missions.
The one photo file you prepare yourself is for the consular register abroad: a carnet-size picture with a white background, saved as PNG. The register page gives no dimensions, so check with the mission if its system rejects your file.
Where to submit the photo
In Venezuela, apply and pay on SAIME's website, choose an office, and attend on the date given with the digital form and your laminated cédula. The express passport is handled only at the Simón Bolívar office in Caracas. Since March 2026, a passport applied for inside Venezuela can be collected at that office by an authorised close relative, using an authorisation form the holder downloads from SAIME's portal and completes with fingerprints and signature. A passport left uncollected at an office for 5 months is moved to SAIME headquarters for safekeeping, and a fee is charged to retrieve it.
Abroad, register with the consular register, file the passport request in the SAIME system, and book the passport appointment with the embassy or consulate. The embassy in Colombia, for example, links separate appointments for adults and for children from its SAIME page.

Venezuela passport photo FAQ
SAIME's passport requirements list only the digital form and your laminated cédula, and embassy pages abroad list forms, a birth certificate and the cédula. No photograph appears on either list. SAIME describes the appointment as the capture of your data.
No SAIME or embassy page read gives 2 x 2 inches or any other passport photo size. The only photo an applicant prepares is for the consular register abroad, described as carnet-size with a white background, in PNG format, without dimensions.
SAIME reported in November 2025 that Administrative Order 062 put an end to the single five-year extension. It presented the change as a way to obtain the passport with the longer validity directly, so plan for a new passport rather than an extension.
Join the consular register of the embassy or consulate for your area, file the passport request in the SAIME system and book a passport appointment with the mission. Adults bring the printed SAIME form, a copy of the birth certificate and the original and a copy of their cédula.
Both parents attend the appointment. Bring the printed SAIME form, the original and a copy of the child's birth certificate, the child's cédula and earlier passport if there is one, and the original and a copy of both parents' cédulas.
It is SAIME's express passport. You request it on the same website, but it is processed only at the Simón Bolívar office in Caracas, and SAIME aims to deliver it within 48 hours of the data capture. The ordinary passport takes 8 to 15 business days.
Since March 2026, a close relative can collect a passport applied for inside Venezuela at the Simón Bolívar office in Caracas. The holder downloads the authorisation form from SAIME's portal and completes it with fingerprints and signature; the relative brings it with the payment receipt, a cédula and proof of kinship.
