Overview
SAIME, attached to the Ministry of Interior, Justice and Peace (Ministerio del Poder Popular para Relaciones Interiores, Justicia y Paz), handles identification, passports, migration control and foreigners' affairs. It issues both the passport and the cédula de identidad, which adult passport applicants present, and works from 141 offices and 77 migration points.
Outside Venezuela, embassies and consulates under the Ministry of Foreign Affairs receive passport applicants, but the request itself is filed in SAIME's system. The missions keep a consular register of Venezuelans abroad, and joining it is the step that involves a photo file. Whether a given mission is currently processing passports varies, so ask it before starting.
