What are the Bangladesh dual nationality photo requirements?

A Bangladesh Dual Nationality Certificate application takes no printed photo. You apply online to the Security Services Division of the Ministry of Home Affairs and upload the applicant's photo in a mandatory field marked for JPG, JPEG or PNG files of 300 x 300 pixels, a square. No background colour or print size is published. The old paper Form A asked for four attested passport-size colour photos; missions now send applicants to the online system.

A Dual Nationality Certificate (DNC) lets a person of Bangladeshi origin who holds citizenship of an eligible country keep or regain Bangladeshi citizenship. It is granted under Article 2B(2) of the Bangladesh Citizenship (Temporary Provisions) Order, 1972. The Washington embassy lists the eligible countries as the US, Canada, all European countries including the UK, and Hong Kong, Singapore, Malaysia, Brunei, South Korea and Japan.

Since 30 April 2023 the Ministry of Home Affairs has issued the certificate digitally through its Online Security Clearance System, run by the Security Services Division. You sign in with a Gmail account, choose the country and the Bangladesh mission you apply from, fill in five tabs (basic information, address, passport, attachments and declaration, payment), upload PDF copies of your documents and pay online. When the application is approved, you download the certificate as a PDF and print it in colour.

The photo is part of the first tab. In the Division's own guideline, the "Applicant's Photo" field is marked mandatory, with a Browse button and the note: file format jpg, jpeg or png, width 300 px, height 300 px. The High Commission in London and the embassies in Washington and Berlin all direct applicants to this online system.

Key requirements

  • Upload, do not post

    The application, documents and fee all go through the Online Security Clearance System. Missions such as Washington tell applicants to apply online directly to the Security Services Division; in the online system no printed photos are sent anywhere.

  • Square, 300 x 300 pixels

    The photo field states width 300 px and height 300 px, so the image is square, unlike a 35 x 45 mm passport print. Crop a head-and-shoulders photo to a square before resizing it to 300 x 300 pixels.

  • JPG, JPEG or PNG

    Those are the only formats the field names. The other attachments, such as the foreign passport and the affidavit, are uploaded as PDF copies.

  • One Gmail account per application

    The portal's FAQ says you need a Gmail account to apply and a different Gmail account for each application, for example for each family member.

  • Affidavit required

    Applicants abroad do not need the 300 taka non-judicial stamp; London and Washington let them use the mission's affidavit form notarised by any notary public. Berlin has the affidavit signed in front of an embassy official, by appointment.

  • Mistakes cost the fee

    The Division's guideline warns that an application declined because of wrong or incomplete information does not get its fee back. Check the photo and every upload before you pay.

Do's and don'ts

Do

  • Crop the photo to a square and save it at 300 x 300 pixels.
  • Save it as a JPG, JPEG or PNG file.
  • Use a recent, clear head-and-shoulders photo against a plain background.
  • Prepare PDF copies of every supporting document before you start.
  • Use a separate Gmail account for each applicant.

Don't

  • Do not mail printed photos to the embassy for an online application.
  • Do not upload a 35 x 45 mm passport photo without cropping it square.
  • Do not upload a PDF in the photo field.
  • Do not submit before checking every field; declined fees are not refunded.

Babies and children

Each family member, including a child, needs a separate application, each from its own Gmail account. For applicants born abroad who have no Bangladeshi passport, NID or birth certificate, London and Washington allow a scanned foreign birth certificate showing the parents' names, together with a Bangladeshi passport, NID, birth certificate or Dual Nationality Certificate of at least one parent.

A certificate is not always needed for a child's passport. The High Commission in London says second and third generation UK citizens of Bangladeshi origin do not need a DNC to apply for a Bangladeshi passport, provided they show evidence of Bangladeshi origin.

Today the photo is digital only: a square 300 x 300 pixel image uploaded to the online form. The 40 x 50 mm print size often quoted for this certificate does not appear in any official source we read.

The paper process worked differently. The prescribed Form A was submitted in triplicate through the mission with four passport-size colour photographs, one of them attested by a Class-1 gazetted officer, a first-class magistrate or a notary public; the mission kept one form and one photo and forwarded the rest. That form gave no size. Washington notes that the manual system used to take more than a year, and its page only covers collecting certificates for manual applications already made.

Where to submit the photo

Apply on the Online Security Clearance System of the Ministry of Home Affairs, under Dual Citizenship, and select the Bangladesh mission for your country of residence. Payment is online by card from abroad; from Bangladesh, cards, internet banking and mobile banking are accepted.

The mission's part is the affidavit, if you use it there. Berlin executes affidavits by appointment, with a copy of your Bangladeshi passport, birth certificate or NID (or a parent's), and your German passport. Track the application by logging in to the portal; missions cannot see its status.

Bangladesh dual nationality photo FAQ

Not for an online application. Missions in London, Washington and Berlin direct applicants to the Ministry of Home Affairs online system, where the photo is uploaded. The old paper Form A asked for four attested passport-size photographs, but that process has been replaced.

The Security Services Division does not publish one. A plain, light background with even lighting keeps the face clear at the small 300 x 300 pixel size. The certificate itself is generated as a PDF.

No official source we read gives 40 x 50 mm. The online form states 300 x 300 pixels, which is square. If you start from a portrait-shaped passport photo, crop it to a square around the head and shoulders before resizing.

It depends on the mission. Washington asks US citizens applying for an e-passport to show the Dual Nationality Certificate. London says UK citizens who previously held a Bangladeshi passport, and second or third generation UK citizens, do not need one but must prove Bangladeshi origin.

From abroad you can use the affidavit form provided by the mission and have it notarised by a notary public, according to London and Washington; the 300 taka non-judicial stamp is not needed. Berlin has applicants sign the affidavit in front of an embassy official, by appointment.
