Mongolia citizenship photo requirements
The 40 × 60 mm photo rules set by Immigration Agency of Mongolia for the Mongolia citizenship, with the official wording and sources.
Quick answer
What size is the Mongolia citizenship photo?
Applications to become a Mongolian citizen or to restore Mongolian citizenship use the Immigration Agency's application forms, which have a 4 x 6 cm (40 x 60 mm, 1.57 x 2.36 in) photo box for a picture taken within the last six months. The 2023 list of required documents also asks for two photographs. No background colour, head size or other photo rule is published.
Acquiring and restoring Mongolian citizenship are governed by the 1995 Law on Citizenship, Government Resolution No. 62 of 2003 on the criteria for foreign and stateless applicants, the list of required documents approved in 2023 by order A/476 of the head of the Immigration Agency, and a 2016 order on interviewing applicants. The Immigration Agency of Mongolia publishes the application forms and the lists. If you live in Mongolia, you submit the application to the governor of your aimag or of the capital city; if you live abroad, to a Mongolian embassy or consulate.
The application itself is addressed to the President of Mongolia and comes with a three-generation biography, the application form, identity and civil-status documents, a medical certificate, proof of lawful means of living and a certificate of your place of residence. To become a citizen you must also show sufficient income, speak and understand Mongolian well and know the country's customs and Constitution. To restore citizenship you must prove that you have given up your other citizenship.
The photo appears in two places. Both application forms, one for becoming a citizen and one for restoring citizenship, have a box marked photo, 4 cm x 6 cm, taken within the last six months. The document list then asks for two photographs. Nothing further is published: no background colour, no head size and no rules on glasses or headwear.

Key requirements
- A 4 x 6 cm photo box
The Immigration Agency's forms for becoming a citizen and for restoring citizenship both carry a photo box marked 4 cm x 6 cm. This is the only photo size the agency publishes for citizenship cases.
- Six-month limit
The same box states that the photo must have been taken within the last six months.
- Two photographs in the file
The 2023 list of documents for citizenship matters, and the Mongolian-language pages based on it, ask for two photographs. The agency's English page still says three, so ask the office receiving your application if in doubt.
- Form in Mongolian, in black ink
The forms ask you to read them carefully and fill them in legibly and truthfully, in Mongolian, using black ink.
- Papers that agree with each other
The application to the President, the three-generation biography and the form must not contradict each other, must be accurate and must follow the order of dates in detail. Copies must be notarised, and documents in a foreign language officially translated.
- Same documents for restoration
Under the 2023 list, an applicant restoring Mongolian citizenship provides the same documents as an applicant becoming a citizen, including the two photographs, and uses the restoration form with the same 4 x 6 cm box.
Do's and don'ts

- Do not fill in the form in a language other than Mongolian

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Babies and children
An applicant may apply jointly with family members aged up to 16. If a parent becoming Mongolian wants a child under 16 to become a citizen too, the parents' reasoned written consent must be notarised, and a child aged 16 to 18 whose citizenship is changing must give his or her own written consent, also notarised. Copies of the children's birth certificates go with the file.
Both forms have a table for children under 18 who become citizens with the applicant. No separate photo rule for children is published.
Printed and digital photos
Citizenship applications are entirely on paper. The forms are PDF files to print and fill in by hand in black ink, with the photo in the 4 x 6 cm box, and the document list adds two photographs. The agency publishes no upload, pixel size or file format for these applications.
Where to submit the photo
If you live in Mongolia, submit the application to the governor of your aimag or of the capital city. If you live abroad, submit it to the Mongolian embassy or consulate in your country. The Immigration Agency handles citizenship matters and publishes the forms and document lists.
