Bhutan photo specifications
Photo sizes and rules for 1 document issued in Bhutan, taken from the issuing authorities and linked to their official pages.
At a glance
The Bhutanese document covered here is the passport. Diplomatic, official and ordinary passports share one photo: 35 x 45 mm in colour on a white background, face filling 70 to 80% of the frame, taken within six months and in national dress, except for children under 3. Emergency passports from missions take two recent passport-size photos. Most applications go online through G2C; Canberra handles Australia and New Zealand.
Overview
Passports are a Ministry of Foreign Affairs and External Trade service. Its Passport Division in Thimphu issues all categories centrally, and the embassy in Canberra prints passports for Bhutanese living in Australia and New Zealand. Other Bhutanese missions, such as the Consulate General in New York, take applications and issue one-month emergency passports for the journey home.
The photograph specification is the same for diplomatic, official and ordinary passports, whichever channel you use. What changes is how you hand it over: uploaded to the G2C online application in Bhutan, glued to the paper form at the Passport Office, or emailed as a digital file to Canberra.

Frequently asked questions
The Passport Office of the Ministry of Foreign Affairs and External Trade at Changangkha, Thimphu. The ministry says issuance is centralised there, apart from the embassy in Canberra, which issues passports to Bhutanese in Australia and New Zealand.
For diplomatic, official and ordinary passports, yes. The ministry asks all three to upload a photograph to one specification, and the paper application form prints the same rules: 35 x 45 mm, white, colour, national dress, face at 70 to 80%.
Yes. The Consulate General in New York asks for two recent passport-size photos for an emergency passport, whether it is for a newborn or to replace a lost, stolen or damaged passport. It is valid for one month and must be surrendered when you reach Bhutan.
In Australia and New Zealand, email the Canberra embassy an original digital photo, not a scan or a photo of a print. Elsewhere, a relative or friend can apply in Thimphu for you with a printed photo, or you can apply online through G2C and upload it.
