At a glance
This guide covers the Congolese passport. Its photo is captured with your fingerprints at a biometric enrolment in the DRC or at an embassy; some embassies also want two prints, and the Ministry of Foreign Affairs lists 2 x 2 inches (51 x 51 mm). Visitors applying for an e-visa on the Direction Générale de Migration's portal upload a JPG or PNG photo of at least 100 x 200 pixels and up to 3 MB.
Overview
Two different authorities handle travel documents in the Democratic Republic of the Congo. The Ministry of Foreign Affairs in Kinshasa issues passports to citizens: since 5 June 2025 each application begins online with a tax number and a pre-registration, followed by an in-person recording of biometric data at a centre in the DRC or at an embassy. Foreign visitors deal with the Direction Générale de Migration (DGM), whose e-visa portal covers the ordinary and specific visa volant, from the online form to a PDF visa sent by email and ready to print.
The difference matters for the photo. A passport applicant is photographed in person and may also be asked for prints by the embassy, while an e-visa applicant uploads a picture file with a scan of the passport identity page. Congolese embassies that issue visas themselves still ask for prints: Washington wants one 2 x 2 inch photo taken within 6 months, and Brussels two identical recent passport photos.

Passports are issued by the Ministry of Foreign Affairs in Kinshasa, with capture in the DRC or at Congolese embassies. The e-visa portal is published by the Direction Générale de Migration, the state service in charge of immigration, and embassies also issue visas from paper files.
The application form asks for an ID photo as a JPG or PNG file of at least 100 x 200 pixels and no more than 3 MB, together with a scan of your passport identity page in JPG, PNG or PDF. The form's instructions give no background or head-size rule.
No. The passport photo is taken in person at capture, and where an embassy wants prints the Ministry lists 2 x 2 inches. For an e-visa you supply the file yourself, and the portal sets a minimum pixel size and a 3 MB limit instead of a print size.
