Overview
Chad's passports and national ID cards are produced by the Agence Nationale des Titres Sécurisés (ANATS), which also handles driving licences. Applicants enrol in Chad and then hold an NNI, the national identification number. Embassies are intermediaries: the Berlin embassy states that it does not issue passports, and the Washington embassy has announced a visiting delegation for renewals.
Photo rules differ from one place to another and are thinly published. Berlin names four biometric identity photos of 40 x 40 mm, while the Paris embassy lists 4x4 photos for visas and its consular card. Neither the ANATS website nor the Washington notice gives a passport photo format, so ask your embassy before printing.

Frequently asked questions
The ordinary passport and the national identity card, both produced by ANATS. The Berlin embassy lists the same documents for both: a form, a birth certificate copy, three witnesses' ID copies, proof of profession and four biometric photos.
The only published passport photo size is 40 x 40 mm, on the Berlin embassy's list. The pages read from ANATS and the Washington and Paris embassies give no size, and none supports 50 x 50 mm.
Not according to Berlin: the embassy states that it does not issue passports or national ID cards. Applicants who hold an NNI send the application themselves, and the Washington embassy has announced a visiting delegation for renewals.
