Fiji passport photo requirements
The 35 × 45 mm photo rules set by Ministry of Immigration, Fiji for the Fiji passport, with the official wording and sources.
Quick answer
What size is the Fiji passport photo?
The Fiji Ministry of Immigration asks for a passport photo of 3.5 x 4.5 cm (35 x 45 mm), close up on the head and part of the shoulders, with the face from forehead edge to chin filling 70 to 80% of the picture. It needs a plain light background, natural skin tone, open eyes, neutral expression and no shadows. Ordinary printer and Polaroid prints are not suitable.
Fiji passports are issued by the Ministry of Immigration, which publishes a single photo guideline page that applies to everyone. The size is 3.5 cm x 4.5 cm. The Ministry's own FAQ says to complete the online passport application, send the required documents and then attend an Immigration office for biometric enrolment. Offices that do enrolment are in Suva, Lautoka, Nadi, Labasa, Savusavu and Nakasi, but not Levuka.
The guidelines read like a checklist for the printed picture itself. The head and part of the shoulders fill the frame, the face looks straight at the camera with a neutral expression, and the eyes are open. The background is plain and light, the lighting is even, and the skin tone is natural. A photo with red eye, marks, creases, lines or another person or object in it is not acceptable. The Ministry also says prints should ideally come from a professional photo studio and that photos from ordinary printers are not suitable.
Fijians abroad apply through the nearest Fiji embassy, high commission or consulate. The Wellington high commission says its applicants must meet the Fiji immigration photo requirements or the application will not be processed, and its list is slightly stricter than the Ministry's: for example, spectacles must not be worn. The Canberra mission publishes a picture guide that says the same. Check with your mission before you print.

In the official words
Exact wording from the official sources, quoted because the details matter:
The photo should be ideally printed by professional photo studio with continuous tone; and good resolution. Polaroid photos or photos printed with ordinary printers are not suitable.
Key requirements
- Size of 3.5 x 4.5 cm
The Ministry's guideline page says the image should be 3.5cm x 4.5cm. The waiver of biometrics checklist repeats it as a measurement for two coloured passport size photos.
- The face fills 70 to 80% of the photo
The face, measured from the edge of the forehead to the bottom of the chin, should take up 70 to 80% of the picture, which the page also describes as one inch in height. On a 45 mm photo, 70 to 80% is about 31.5 to 36 mm, so the two figures do not match and the percentage is the one to follow.
- Plain light background, no shadows
The page asks for a plain light background and uniform lighting with no shadows on the face or behind it. Nobody else and no object may appear in the picture.
- Sharp, straight and neutral
The face must be in sharp focus, the eyes open and nothing in the hair covering the face. The pose is straight looking and centred, with a neutral expression.
- Natural skin tone, no marks or red eye
Over- or under-exposure that turns the skin too dark or too light makes the photo unacceptable. Ink marks, creases, lines and red eye are not allowed either.
- Professional print, not an ordinary printer
The Ministry says prints should ideally be made by a professional photo studio with continuous tone and good resolution, and that Polaroid photos and photos from ordinary printers are not suitable.
- Missions check against the Fiji standard
The Wellington high commission lists the Fiji Immigration photo criteria and says that applications with non-compliant photographs will not be processed.
Do's and don'ts
Do
- Make the picture 3.5 x 4.5 cm.
- Fill the frame so the face covers 70 to 80% of the photo height.
- Stand in front of a plain light background with even light on the face.
- Keep your eyes open, look straight ahead and use a neutral expression.
- Have the photo printed at a photo studio or photo lab, not on a home or office printer.
- Check your mission's list if you apply abroad.
Don't
- Do not use a Polaroid print or a print from an ordinary printer.
- Do not allow shadows on the face or the background.
- Do not let hair, a head covering or ornaments hide the face.
- Do not use a photo with red eye, ink marks, creases or lines.
- Do not include other people or objects in the picture.
- Do not wear spectacles if you apply through the Wellington or Canberra missions.
Sample photos
How a Fiji passport photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 35 × 45 mm, head height and background colour.
Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
The Ministry allows prescription glasses only if they are clear and thin framed, with no flash reflection and no covering of the eyes. The missions are stricter. The Wellington high commission says spectacles and sunglasses must not be worn, and the Canberra mission's photo guide marks eyeglasses as not allowed. If you apply abroad, take your glasses off.
Headwear and religious dress
The Ministry says head coverings, hair, head-dress or facial ornaments should not obscure the face. The missions put it differently: the Wellington list says hats and other head-gear must not be worn, and that head coverings are permitted for religious purposes only, with ears and forehead clearly visible. The Canberra guide says the same for religious head coverings.
Babies and children
Fiji's passports page lists passport photos for children below 10 years of age and says no biometrics are required for them. The Wellington high commission says infants and children must be photographed alone and without an object close to the face, and lists a recent passport photo for children under 2. No page read sets different size, head or background rules for children, so the adult photo guidelines apply.
Printed and digital photos
The published rules are for a printed photo. No pixel size, file size or upload format is given on the guideline page, and the pre-enrolment portal linked from the passports page could not be read. A digital photo can be cropped and resized to the proportions of 3.5 x 4.5 cm, then printed on a 4x6 inch sheet at a photo counter and cut down. Ask the lab for a continuous-tone photo print and avoid an ordinary printer.
Where to submit the photo
In Fiji, complete the online passport application, then attend a Ministry of Immigration office for biometric enrolment: Suva, Lautoka, Nadi, Labasa, Savusavu or Nakasi, but not Levuka. Photos are listed in the documents the missions and the waiver checklist ask for, so bring prints that follow the guidelines. The Ministry's FAQ says a biometric waiver can be requested in specific cases, including some applicants overseas, elderly applicants and people unable to attend.
Abroad, the passports page says to visit the nearest Fiji embassy, high commission or consulate, with missions listed in Canberra, Sydney, Wellington, New Delhi, Port Moresby, London, Beijing, Jakarta, Tokyo, Abu Dhabi, Washington DC and Geneva. The Wellington high commission asks for two passport photos at the appointment. The Canberra mission lists its photo requirements in a separate downloadable guide. The Ministry says applications lodged through a mission can take longer than the 10 working days quoted for Fiji.
