Quick answer

What size is the Kyrgyzstan passport photo?

In Kyrgyzstan you bring no photo: the electronic photograph is taken on the spot when you apply. Embassies abroad ask for one. The official photo requirements set 40 x 60 mm (1.57 x 2.36 in), in colour on a plain white background, with the face from chin to crown filling 70 to 80% of the height. The embassy in Washington asks instead for a 5 x 5 cm file.

Kyrgyz citizens carry two passports: the ID card, which is the passport used inside the country, and the general civil passport for travel abroad. Both were issued by the State Registration Service until 2021, when its functions passed to the Ministry of Digital Development. In Kyrgyzstan, applications are taken at the ministry's territorial offices and population service centres (TsON). The official document lists for both passports say the electronic application form and the electronic photograph are produced on site, and the ID card FAQ adds that a photo from a studio cannot be used instead.

Abroad, Kyrgyz passports can be obtained or replaced through the embassies and consulates, and this is where you need a photo of your own. You apply in person, by appointment, because your fingerprints are checked against the biometric database and you sign electronically. Each mission publishes its own list. The embassy in Tokyo wants a digital photo, 4 x 6 cm on a white background, on a CD or by email. The consulate general in Antalya wants two 4 x 6 cm colour prints on pure white plus the same photo on a CD or flash drive. The embassy in Washington, which serves the USA and Canada, asks for a 5 x 5 cm (2 x 2 inch) JPEG on white.

The detailed rules come from the State Registration Service's photo requirements for passports, drawn up in line with ICAO standards: 40 x 60 mm, colour, on high-quality glossy photo paper, against an even white background, with 5 mm between the top of the head and the top edge of the photo and the face filling 70 to 80% of its height.

Key requirements

  • Photographed on the spot in Kyrgyzstan

The document lists for the ID card and the general civil passport say the electronic application form and the electronic photograph are produced on site. Asked whether a studio photo can be brought instead, the ID card FAQ answers that the applicant's photo is taken directly at the territorial office or TsON, free of charge.

  • 40 x 60 mm, colour, white background

The State Registration Service's photo requirements give the size as 40 x 60 mm, in colour on a white background with a clear image of the face. The background must be plain and evenly white, without texture or shadows, so that the face stands out clearly.

  • Head position

Leave 5 mm between the top of the head and the top edge of the photo, put the tip of the nose at the centre of the picture, and let the face from chin to crown take up 70 to 80% of the photo height. Head and shoulders face the camera squarely, with the head straight and centred.

  • Neutral expression, eyes open

Look straight into the lens with a neutral expression, the mouth closed and the eyes open. Smiling, squinting and raised eyebrows are not allowed, and hair must not cover the eyes. Do not look over your shoulder.

  • No retouching to improve your looks

The requirements prohibit editing or correcting the original picture to improve the appearance of the person photographed (translated from Russian). Lighting should be even and diffuse, with no red-eye and natural colours, and the photo must not be over- or under-exposed.

  • Each mission sets its own format

Tokyo asks for a 4 x 6 cm file on white, on a CD or by email. Antalya asks for two 4 x 6 cm biometric colour prints on pure white, without corners, numbers or writing, plus the file on a CD or flash drive. Washington asks for a 5 x 5 cm JPEG on white, on a flash drive or by email.

  • Personal attendance abroad

Tokyo requires you to attend in person to hand in the documents, have your fingerprints scanned and sign electronically. Washington says biometric data is collected when you apply, by appointment arranged by email or telephone.

Do's and don'ts

Do

  • Check the photo format your embassy or consulate asks for before you print
  • Use a plain, evenly lit white background with no shadows
  • Leave 5 mm above your head and keep the tip of your nose at the centre of the photo
  • Look straight into the lens with your mouth closed and your eyes open
  • Bring the digital file on a CD, flash drive or by email, as your mission asks
  • Print on high-quality glossy photo paper if prints are needed
  • Declare scars or birthmarks that show in the photo in a free-form statement

Don't

  • Do not bring a studio photo to a TsON in Kyrgyzstan; staff take the picture
  • Do not wear glasses unless you need them for medical reasons
  • Do not wear a hat or cap; only a close-fitting religious headscarf is allowed for women
  • Do not smile, squint or raise your eyebrows
  • Do not retouch the photo to improve your appearance
  • Do not use a print with stains, scratches, creases or bends

Sample photos

How a Kyrgyzstan passport photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 40 × 60 mm and background colour.

Correct
Open-mouth smile
Head tilted
Too close: head too big
Too far: head too small
Busy background
Shadows on face or background
Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Glasses

The photo requirements allow glasses only for medical reasons (translated from Russian). If you must wear them, the lenses must not reflect light and the frames must not cover your eyes; with photochromic lenses, change the lighting or take the glasses off or swap them. An eye patch or dark lenses are accepted only on medical grounds.

Missions are stricter in their own lists: the consulate general in Antalya asks for photos without glasses, and the embassy in Washington for a photo without headwear or glasses.

Headwear and religious dress

Headwear is not allowed. The one exception in the photo requirements is a headscarf (hijab) worn by women for religious reasons, which must fit closely and leave the upper part of the neck under the chin visible; the face itself must not be covered. The embassy in Washington simply asks for a photo without headwear.

Babies and children

Children under 16 travel on a general civil passport issued for 2 years from birth to age one, and for 5 years from age one to 16. Their applications are made at the request of the parents: in Kyrgyzstan the document list asks for a notarised petition from the parents or legal representatives, and a notarised consent from a parent who is a foreign citizen.

Abroad, Tokyo asks for an application signed at the embassy by both parents, with a digital photo of the child in the same 4 x 6 cm format on white. Antalya asks for two 4 x 6 cm prints of the child plus the file, and says the child must attend. Washington asks both parents or guardians to apply for anyone under 18. For a very young child, the photo requirements allow the child to be held, as long as no part of the person supporting them appears in the picture.

In Kyrgyzstan neither a print nor a file is needed, because the electronic photograph is taken at the counter. The ID card shows a black-and-white laser-engraved photo, while the colour biometric photo is stored on its chip.

Abroad, what you hand in depends on the mission. Tokyo and Washington ask only for a digital file, by email or on a CD or flash drive; Washington specifies a JPEG. Antalya asks for two prints and a file. Where prints are needed, the photo requirements call for high-quality glossy photo paper, free of stains, scratches, creases and bends, so a 4x6 sheet printed at a photo lab is the safe choice.

Where to submit the photo

In Kyrgyzstan, apply at a territorial office of the Ministry of Digital Development or at a population service centre (TsON). Your address must be registered in the address register before a 2020-model passport can be issued; abroad, consular registration takes its place.

Outside Kyrgyzstan, contact the embassy or consulate general that covers your country of residence and book an appointment. In Washington, citizens who are not yet on the consular register must apply for registration together with the passport. After you hand in the documents, the mission gives you a code for paying the state fee in Kyrgyzstan.
