Tajikistan passport photo requirements
The 35 × 45 mm photo rules set by International Civil Aviation Organization (ICAO) for the Tajikistan passport, with the official wording and sources.
Quick answer
What size is the Tajikistan passport photo?
The Tajik photo size is 3.5 x 4.5 cm (35 x 45 mm). The embassy in London asks for four such prints with an application for a biometric passport, and a first national ID card needs one black-and-white print without a hat. The current document lists for foreign passports issued in Tajikistan include no photo, and no official source online states a background colour.
Citizens of Tajikistan carry two passports. The passport of a citizen, an ID card, proves identity at home and is compulsory from the age of 16; only the territorial subdivisions of the Ministry of Internal Affairs issue it. The ordinary foreign passport, which contains an electronic data carrier, is used for travel and is issued by the Ministry of Foreign Affairs, by Tajik embassies and consular offices abroad, and by the Ministry of Internal Affairs and its territorial subdivisions.
The photo rules depend on the document and the office. The Ministry of Internal Affairs asks for one black-and-white 3.5 x 4.5 cm photo without a hat for a first ID card. For the foreign passport, the document lists that the Consular Department of the Ministry of Foreign Affairs publishes for offices at home and for missions abroad include no photograph at all. The embassy in London, however, lists four 3.5 x 4.5 cm photographs and then invites the applicant in to give biometric information.
The 2009 passport rules that the Consular Department still publishes also ask for four 3.5 x 4.5 photographs and refer to an annex with the photo requirements. That annex is not available online, so no background colour, head size or glasses rule can be confirmed from an official source.

Key requirements
- One size for every print
Every official reference to a Tajik passport photo gives the same size, 3.5 x 4.5 cm, which is 35 x 45 mm or 1.38 x 1.77 in. It appears in the Ministry of Internal Affairs list for the ID card, in the London embassy list for the biometric passport and in the 2009 passport rules.
- Four prints at the embassy in London
For a biometric passport, the embassy in London lists a written request, the application form, four ID-size 3.5 x 4.5 photographs, the internal passport and any foreign passport with copies, and the visa with a copy. Scans of everything except the photographs and the written request go to the consular section by email before the visit.
- No photo on the current home list
The Ministry of Internal Affairs issues foreign passports on the basis of the citizen's ID passport, a birth certificate for children under 16 and the fee receipt. Neither its own services page nor the Consular Department page for applications inside Tajikistan lists a photograph.
- Black and white, no hat, for the ID card
For a first ID card, the Passport and Registration Service of the Ministry of Internal Affairs lists one black-and-white photo of 3.5 x 4.5 cm without a hat (translated from Tajik), along with the birth certificate, the parents' passports, registration documents, the taxpayer number certificate and the fee receipt.
- Biometric data at the mission
Tajik foreign passports carry an electronic data carrier. Under ICAO Doc 9303, the standard for such chip passports, the holder's facial image is one of the two items that must be stored on the chip. The embassy in London invites each applicant to visit in person to give biometric information.
- Background colour not confirmed
The passport rules state that photo requirements are set out in an annex, but the annex file on the Consular Department site does not open and no other official page describes it. Ask the office that will take your application which background it accepts before you have prints made.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Headwear and religious dress
The only published headwear rule concerns the ID card: the Ministry of Internal Affairs asks for a photo taken without a hat (бе кулоҳ). No official page that loads states a headwear or religious-covering rule for the foreign passport, because the annex to the passport rules that would contain the photo requirements is not online. If you wear a head covering for religious reasons, ask the issuing office before the photo is taken.
Babies and children
The ID card is compulsory only from 16, and for children under 16 the foreign passport is applied for with a birth certificate. At home, the Ministry of Internal Affairs also asks for the notarised consent of the father, mother, guardian or legal representative. Missions abroad need the written consent of one parent, adoptive parent, guardian or other authorised person, certified by a notary or by the mission; without it, a court decides.
In London, the list for children adds the birth certificate, both parents' passports and the parents' marriage certificate to the adult documents, including the four 3.5 x 4.5 cm photographs. Children under 16 pay a lower consular fee there.
Printed and digital photos
Every published Tajik photo requirement is for paper prints: four for a mission such as London, one black-and-white print for a first ID card. No official source describes an uploaded photo file for Tajik citizens' passports, and the London embassy explicitly leaves the photographs out of the scans it asks you to email.
A digital photo can still be the starting point. Crop it to 35 x 45 mm at print resolution and have it printed on a 4x6 inch sheet at a photo counter, which gives enough copies for a set of four. For the ID card, convert the picture to black and white before printing.
Where to submit the photo
Inside Tajikistan, apply to the Ministry of Internal Affairs or one of its territorial subdivisions at your place of permanent residence, temporary residence or stay; the Passport and Registration Service gives the full document list, fees and reception days. Applications there take up to 15 working days, with paid urgent service in 7 or 3 working days.
Abroad, apply to the Tajik embassy or consular office of the country where you live or are staying. Missions check that you hold no other citizenship and take up to one month. Each mission publishes its own document list, so read it on that mission's website first. In London the embassy says the passport is issued at the Main Consular Department of the Ministry of Foreign Affairs in Tajikistan and you arrange its collection yourself.
