Myanmar permanent residence photo requirements
The 1.5 × 2 in photo rules set by Ministry of Immigration and Population, Myanmar (published by the Embassy in Washington D.C.) for the Myanmar permanent residence, with the official wording and sources.
Quick answer
What size is the Myanmar permanent residence photo?
Myanmar's Permanent Residence of a Foreigner Rules ask for three coloured photographs of 1.5 x 2 inches (38 x 51 mm), taken within the last six months, with the AMANA Form-1 application. The form has a photo box marked 1.5 inch x 2 inch Colour Photo. A renewal uses the same documents as the first application, and replacing a lost or damaged certificate takes five photos. The rules set no background colour.
This page covers permanent residence in Myanmar for foreigners and former Myanmar citizens, granted under the Permanent Residence of a Foreigner Rules. The Ministry of Immigration and Population issued the rules as Notification No. 1/2014 on 18 November 2014, under the Myanmar Immigration (Emergency Provisions) Act, 1947. It is not Singapore permanent residence, even though Myanmar's embassy in Singapore used to accept applications for it.
Applicants apply in person to the permanent residence section of the Department of Immigration and National Registration. The rules set out routes for experts, investors, former Myanmar citizens and foreigners related to Myanmar citizens. An application passes through an Implementation Working Committee to an Implementation Central Committee, which can summon the applicant before it decides. A successful applicant then collects a Permanent Residence Certificate, valid for an initial five years and renewable five years at a time.
Photos are needed at three points: the first application, each renewal, and a replacement certificate. We found no current statement from the ministry on whether new applications are being taken, and the Singapore embassy no longer shows its application page, so check with the ministry or your nearest Myanmar embassy before preparing photos.

Guidelines for the initial application for the Permanent Residence of a Foreigner
Key requirements
- Three photos, 1.5 x 2 inches
Rule 9(b) lists "three coloured photographs sized in 1.5 inches x 2 inches" among the documents for a first application, alongside the AMANA Form-1, your passport and proof of citizenship of your home country.
- Taken in the last six months
The same rule says the photographs must have been taken during the last six months. Older prints do not meet it.
- A photo box on the form
Part A of AMANA Form-1, the applicant's particulars, has a box labelled "1.5 inch x 2 inch Colour Photo" for your own photograph.
- Apply in person
The rules require you to apply to the permanent residence section yourself. The Implementation Central Committee may summon you to verify your documents before it grants residence.
- Renewal repeats the first application
Rule 17 asks for the AMANA Form-4 at least 90 days before the five-year term ends, together with the documents of the first application, which include the three photographs.
- Five photos for a replacement
If the certificate is lost or damaged, report it to the ward or village-tract administrator within 72 hours, then apply in person to the township police station and the township immigration office with five 1.5 x 2 inch colour photos taken in the last six months.
- Photos and fingerprints are used
By signing the form you agree that your fingerprints and photographs may be used for immigration functions and for registering the Permanent Residence Certificate.
Do's and don'ts
Do
- Print three colour photos at 1.5 x 2 inches for a first application.
- Have the photos taken within six months of applying.
- Attach one photo in the box on AMANA Form-1, Part A.
- Add a photo for your spouse and each child listed in Part E.
- Start a renewal at least 90 days before your five-year term ends.
- Bring five photos if you need a replacement certificate.
Don't
- Do not confuse this with Singapore permanent residence.
- Do not send someone else to apply for you: the rules require you in person.
- Do not use prints older than six months.
- Do not rely on the Singapore embassy's old application page, which has been taken down.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Babies and children
An applicant can include a spouse and unmarried children under 18. The rules ask for the household members list, the family members' details such as name, age and occupation, the marriage certificate, and birth certificates for children under 18 translated into English (or an official guardianship certificate for an adopted child).
Part E of AMANA Form-1 lists the wife or husband and each son or daughter applying with you, each with a Photograph box. The rules set no separate size or number of photos for family members, so ask the receiving office what it expects for them.
Printed and digital photos
Permanent residence uses printed photos submitted with a paper form; the rules describe no online application or photo upload. A digital photo can be cropped to 1.5 x 2 inches and printed on a 4x6 inch sheet at a photo counter.
The rules ask only for coloured photographs and set no paper, finish or background requirements. When the Singapore embassy accepted applications, it also said scanned photographs were not allowed.
Where to submit the photo
In Myanmar, applications go in person to the permanent residence section of the Department of Immigration and National Registration, under the Ministry of Immigration and Population. Successful applicants return to the same section within 60 days of being notified to collect the certificate, and then register its term there once a year.
Abroad, the Myanmar embassy in Washington publishes the rules, AMANA Form-1 and application instructions on its permanent residence page. The Singapore embassy said in 2017 that it accepted first applications on the ministry's instruction, but that page is no longer online. Ask the embassy covering your country whether it still takes applications.

Myanmar permanent residence photo FAQ
1.5 x 2 inches (about 38 x 51 mm), in colour, taken within the last six months. The Permanent Residence of a Foreigner Rules set this size, and AMANA Form-1 has a photo box with the same measurement.
Three for a first application and three again for a renewal, since a renewal repeats the first application's documents. A replacement for a lost or damaged certificate needs five.
No. It is Myanmar's own permanent residence for foreigners and former Myanmar citizens. The Myanmar embassy in Singapore once accepted first applications for this scheme, which is why its page was linked, but the scheme itself is Myanmar's.
Neither the rules nor AMANA Form-1 names a background colour; they ask only for coloured photographs of 1.5 x 2 inches. Ask the office that will receive your application if you want certainty.
Family members applying with you are listed in Part E of AMANA Form-1, and each has a photograph box. The rules give no separate size or number for their photos, so check with the office that will receive the application.
Five years at first, renewable five years at a time, and you must register the certificate's term once a year. Spain's embassy in Bangkok, which covers Myanmar, also describes it as a five-year permit renewable while the conditions are met.
Possibly. The Singapore embassy accepted first applications in 2017 on the ministry's instruction, and the Washington embassy publishes the forms and rules. The rules themselves describe applying in person in Myanmar, so ask your embassy first.
