Guernsey has one passport document: the Guernsey variant British passport. It is an ordinary British passport that the Guernsey Passport Office issues for people who live in the Bailiwick or were born there and now live in the UK. Everyone else, including anyone living abroad, applies to HM Passport Office through GOV.UK.
The photograph is submitted on paper. You collect Form A (age 16 and over) or Form B (under 16), complete it, and send or bring it with 2 printed photographs. The office's web pages do not state a photo size or background colour. They refer to guidance notes that come with the form and say photographs must meet internationally agreed standards. That makes the Guernsey office the best source for the exact size, while HM Passport Office and Jersey both publish 35 x 45 mm for printed photos.

A British passport. The Guernsey Passport Office says there is no such thing as a Guernsey passport: the Guernsey variant British passport is issued on behalf of the Crown, printed and delivered from the UK, and holders get the same consular support as any other British passport holder.
Guernsey does not publish a size on its web pages. The guidance notes with the application form cover photographs. HM Passport Office prints are 35 x 45 mm, and Jersey publishes the same, so confirm the figure with the Guernsey Passport Office before printing.
