At a glance
Latvian citizens hold the Latvian passport, issued by the Office of Citizenship and Migration Affairs (PMLP). PMLP photographs applicants at its divisions at no extra charge, so no photo is needed. If you submit a print instead, it must come from a professional photo salon with its stamp and date on the back, be no more than three months old and be 1 to 3 mm larger than 35 x 45 mm, on a light background.
Overview
PMLP issues the Latvian passport. You apply in person at one of its territorial divisions, where the photograph is taken on the spot for adults and children. Latvian citizens living abroad apply at an embassy or consulate, and the photo routine differs between missions: some photograph you, some ask for a print.

Frequently asked questions
At a PMLP division none: you are photographed on the spot. A submitted print must be from a professional photo salon, stamped and dated on the back, no more than three months old, on a light background.
The picture is 35 x 45 mm (1.38 x 1.77 in). A printed photograph must be 1 to 3 mm larger than that, without a white corner, with the face taking 70 to 80 percent of the picture height.
The Office of Citizenship and Migration Affairs (PMLP) issues it. Citizens abroad apply through a Latvian embassy or consulate, and requirements for the photo vary by mission.
