Oman residence card photo requirements
The 40 × 60 mm photo rules set by Royal Oman Police for the Oman residence card, with the official wording and sources.
Quick answer
What size is the Oman residence card photo?
Every foreigner living in Oman needs a resident card from the Royal Oman Police, within 30 days of entry. Residents aged seven and over attend a civil status office in person, and the current ROP and gov.om checklists ask them for no photo. A child under seven getting a first card needs a 4 x 6 photo with a white background. The blue background on older portal pages is no longer listed.
The resident card is the identity card the Royal Oman Police issues to foreigners living in Oman, whether they work or accompany a worker. The ROP says it must be obtained within 30 days of entry. Its civil status departments issue the card once the residence visa is in the passport, and for a first card they need the original passport, the application form, and either a Ministry of Labour notice for private-sector workers or a letter from the government employer.
For a private-sector worker, the Ministry of Labour data form must carry the stamp of the medical examination, which the Ministry of Health issues as a medical fitness certificate. The employer, an Omani or an authorised representative of the company, can request the card or its renewal online through the ROP website, for one worker or for a group. For a new card, both the person who filed the request and the resident then attend a service centre with the original ID card and the e-application number.

Key requirements
- In person from age seven
Residents aged seven and over go in person to a civil status department or section in the governorates. The current lists of required documents on the ROP site and gov.om do not include a photo for them.
- White-background photo for young children
For a first resident card for a child under seven, the ROP asks for a 4 x 6 photo with a white background. With the guardian's consent, a child under ten can be issued a card without attending.
- Blue is out of date
The former government portal, oman.om, asked residents for one personal photo with a blue background. The current ROP page asks for white, and only for children.
- Decent dress
The ROP asks applicants to attend in suitable dress that respects public decency. It sets no other clothing or headwear rule for the card.
- Medical examination first
A private-sector worker needs the Ministry of Labour data form stamped after the medical examination. The Ministry of Health medical fitness form is valid for 30 days, and children under 16 do not need one for a resident visa.
- Within 30 days of entry
The ROP's English page says every expatriate resident must obtain the card within 30 days of entering Oman.
- Renewal needs the old card
gov.om lists the expired card, a renewal form, the worker data form with the medical test, a letter from the employer and the original valid passport, plus the original birth certificate if the applicant has a child. The applicant must attend.
Do's and don'ts
Do
- Have the medical examination done before you apply
- Bring the original passport with the residence visa in it
- Use a white background for a child's 4 x 6 photo
- Attend the civil status office in person if you are seven or older
- Dress in a way that respects public decency
Don't
- Do not follow the blue-background instruction from old portal pages
- Do not miss the 30-day deadline after entry
- Do not apply without the Ministry of Labour form if you work in the private sector
- Do not use a medical fitness form older than 30 days

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Headwear and religious dress
For the resident card, the ROP asks only that applicants attend "in suitable dress consistent with public decency". Unlike the rules for Omani citizens, there is no official-dress requirement, and no official page mentions head coverings or glasses.
If you wear a head covering for religious reasons, ask the civil status office what it accepts.
Babies and children
A first resident card for a child under seven is issued on a 4 x 6 photo with a white background, and the child does not have to attend. The ROP allows a card to be issued without attendance for children under ten if the guardian consents. From the age of seven, children come in person.
When a parent renews a resident card, gov.om asks for the original birth certificate of any child. The Ministry of Health medical fitness form is not required for children under 16 applying for a visit or resident visa.
Printed and digital photos
None of the online services mentions a photo upload. The employer's request through the ROP website covers the resident's data and the fee, and the card is then issued at a service counter. The only print the ROP names is a child's 4 x 6 photo with a white background.
If you need that print for a child, have a digital photo printed on a 4x6 inch sheet at a photo counter and cut it to 4 x 6 cm.
Where to submit the photo
First cards and renewals are issued at the ROP civil status departments and service centres. An employer who is Omani, or the company's representative, can submit the request online through the ROP website with PKI authentication once the residence visa has been completed; a batch service lets employers renew cards for several workers at once.
Lost or damaged cards are replaced at the nearest office of the General Directorate of Passports and Civil Status after the loss or damage is reported, with the original passport and the old card if you still have it.

Oman residence card photo FAQ
The ROP asks for a 4 x 6 photo (40 x 60 mm, read as centimetres) with a white background when a first card is issued for a child under seven. Residents aged seven and over attend in person, and their document lists include no photo.
White. The current ROP page asks for a white background. Older versions of the oman.om government portal asked for one photo with a blue background, but that portal page no longer works and the ROP instruction has replaced it.
gov.om does not list one. Renewal needs the expired card, a renewal form, the worker data form with the medical test, a letter from the employer and your original passport, and you must attend in person.
Within 30 days of entering Oman, according to the ROP. You need a valid residence visa in your passport and, for private-sector work, the Ministry of Labour form stamped after the medical examination.
Only a child under seven, for a first card: the ROP asks for a 4 x 6 photo with a white background, and the child need not attend. Older children are issued the card in person.
The ROP asks applicants to attend in suitable dress consistent with public decency. Omani citizens must wear official dress for their own ID cards, but the resident card page has no such rule.
The employer. The ROP e-service for resident cards must be used by an Omani employer or the company's representative, after the residence visa has been completed. Government employees bring a letter from their employer instead of the Ministry of Labour form.
