At a glance

Romania photographs most citizens itself: the electronic passport and the CEI and CIS identity cards are captured at the counter. Prints matter in special cases: 3.5 x 4.5 cm (35 x 45 mm) for a temporary passport lodged without the holder, and 3 x 4 cm (30 x 40 mm) with a 7 mm white band for a provisional ID card or a first ID requested abroad. Visas need 35 x 45 mm for Schengen trips and 3 x 4 cm for long-stay D visas.

Overview

Two Romanian ministries handle the documents covered here. The Ministry of Internal Affairs issues passports through the Direcția Generală de Pașapoarte and identity cards through the population records services coordinated by DGEP. The Ministry of Foreign Affairs issues visas to foreign nationals through its missions, after an online application on eViza.

For Romanian citizens, the usual answer is that you need no photo at all, because the officer takes the facial image when you apply for an electronic passport or a CEI. Printed photos survive only in exceptions, and the two ministries use different sizes for them. Foreign visitors are the main group who still have to bring a print, and the size depends on whether the visa is a short-stay Schengen visa or a long-stay national one.

Frequently asked questions

A temporary passport lodged without the holder present (two 3.5 x 4.5 cm photos), a provisional identity card or a first identity card requested at a mission (two 3 x 4 cm photos with a 7 mm white band), and visas (35 x 45 mm for Schengen and transit visas, two 3 x 4 cm photos for D visas).

No. Where passport prints are needed they are 3.5 x 4.5 cm, while identity card prints are 3 x 4 cm with a 7 mm white band at the base. For the electronic passport and the CEI, the photo is taken at the counter, so neither size applies.

Only where prints are accepted, such as a visa or a temporary passport for an absent child. A digital photo can be cropped to the required size and printed on a 4x6 inch sheet at a photo counter. For the electronic passport, CEI and CIS, the office takes the picture.

Passports are applied for in person at Romania's diplomatic missions and consular offices. A first identity card can also be requested at a mission if you are domiciled in Romania and temporarily abroad. The CEI will reach missions from a date the authorities have yet to announce.
