At a glance

Two documents are covered for Russia. Russian passports, internal or foreign-travel, use 35 x 45 mm photos on a white background, and the 10-year biometric passport is photographed by the MVD office or consulate. A Russian visa needs a 3.5 x 4.5 cm print glued into the consular form, or a JPEG upload in 35 x 45 proportions for the unified e-visa.

Overview

A Russian passport photo is 35 x 45 mm on an even white background with no shadows, the head from crown to chin taking no more than 80% of the height; Gosuslugi applications attach a digital copy for which no pixel size is published, and the 10-year biometric passport is photographed at your appointment instead. Passport photos for Russian citizens are governed by regulations of the Ministry of Internal Affairs (MVD) at home and by Foreign Ministry orders for embassies and consulates. Every passport uses the 35 x 45 mm format on white, but the internal passport and the older 5-year travel passport are made from prints you supply, while the chipped 10-year passport uses a photo the official takes at your appointment.

Visas for foreign visitors come from the Ministry of Foreign Affairs. The unified e-visa is handled entirely online, with a digital face photo, while regular visas start with an online form that you print and complete with a glued-in photo before handing it to a mission or visa centre.

Frequently asked questions

Yes, both use 35 x 45 mm. The passport rules ask for a white background, while the e-visa asks only for a plain, light one; the consular visa form leaves the detailed rules to the mission or visa centre.

The internal passport (two prints), the 5-year foreign-travel passport (three prints at an MVD office) and regular visas from embassies or visa centres (a print glued into the form). The 10-year passport is photographed at the office, and the e-visa takes a digital upload.

Passports are issued in Russia by migration units of the Ministry of Internal Affairs, with applications also accepted at multifunctional centres, and abroad by Russian embassies and consulates. Visas for foreigners are issued through the Ministry of Foreign Affairs and its missions.
