At a glance

Most Ukrainian documents need no photo from you. The State Migration Service photographs applicants for ID cards and passports for travelling abroad, although a child under 12 can be represented by a 10 x 15 cm print and the old booklet passport takes 35 x 45 mm photos. MVS service centres photograph drivers. Visitors need one 35 x 45 mm colour photo for a consular visa, or an uploaded photo for an e-Visa.

Overview

Three bodies handle the documents covered here. The State Migration Service (DMS) issues the ID card and the biometric passport for travelling abroad, through its offices, TsNAP centres, Passport Service centres and, for Ukrainians abroad, consulates. In each case the official captures your face image during the application, so a print is used only in exceptional cases.

Driving licences come from the service centres of the Ministry of Internal Affairs, which photograph you on site or reuse an image already held in a state register, including for online exchanges in Diia. Visas for foreign visitors are the Foreign Ministry's responsibility: a consular visa needs a 35 x 45 mm colour print plus a face scan and fingerprints, while the e-Visa takes an uploaded photo.

Frequently asked questions

Few do. A consular visa needs one 35 x 45 mm colour print, an e-Visa needs an uploaded photo, an international driving permit needs a 35 x 45 mm matte print, and the 1994 booklet passport takes 35 x 45 mm photos. The ID card, the passport for travelling abroad and the driving licence are photographed by the issuing office.

Only for the old 1994-model booklet. The ID card and the biometric passport for travelling abroad are photographed at the office; where a print is accepted instead, for example for a child under 12, the DMS asks for 10 x 15 cm.

Nationals of the countries on the Foreign Ministry's list can apply for an e-Visa, a single or double-entry visa for up to 30 days, entirely online with an uploaded photo. Everyone else applies at a Ukrainian embassy or consulate, where a 35 x 45 mm print is handed in and the face and fingerprints are scanned.

Ukrainian embassies and consulates take passport applications from citizens living abroad and issue visas to foreigners. The Passport Service also runs centres outside Ukraine where citizens can order ID cards.
