Australia adult proof of age card photo requirements
The 35 × 45 mm photo rules set by Queensland Government (Department of Transport and Main Roads) for the Australia adult proof of age card, with the official wording and sources.
Quick answer
What size is the Australia adult proof of age card photo?
The adult proof of age card on this page is Queensland's, replaced in April 2019 by the photo identification card. If you apply in person, you do not bring a photo: it is taken at the counter when one is needed. Only remote-area applicants applying by mail supply photos: 2 identical colour prints, 35 x 45 mm, under 6 months old, passport quality, printed at 600 dpi or more, digitally unaltered, and endorsed by an approved witness.
The Adult Proof of Age Card in this photo tool is the Queensland card issued by the Department of Transport and Main Roads (TMR). In April 2019 Queensland replaced it with the photo identification card, which gives proof of age to Queenslanders aged 15 or older and suits people who cannot get a driver licence or passport. Adult proof of age cards and 18+ cards issued before April 2019 stay valid until the expiry date printed on the front.
You apply for the photo identification card in person at a transport and motoring customer service centre, a participating Queensland Government Agency Program (QGAP) office, or a police station that provides licensing services. The checklist there is form F4772, evidence of identity and the fee. Photos are not on it, because TMR may take your photo when you apply.
If you live in a remote part of Queensland and cannot reach any of those offices, you can apply by mail with the remote area application kit. That is the only route where you supply your own photos, and the print rules on this page are TMR's rules for that kit. Other states issue their own cards, such as the NSW Photo Card, under separate rules.

In the official words

not be digitally altered or manipulated, for example, photo editing to remove spots.
Key requirements
- Photo taken at the counter
At a customer service centre, QGAP office or licensing police station, TMR takes your photo if one is needed. Remove glasses, sunglasses and headwear and keep a neutral expression while it is taken.
- Own photos by mail only
Supplying your own photos is limited to Queenslanders in remote areas who cannot get to a centre, QGAP office or licensing police station. They use the remote area application kit and post it to the Dalby Customer Service Centre.
- Two matching colour prints
A mail application needs 2 identical colour photos that measure 35 mm across and 45 mm tall, taken no more than 6 months before you apply.
- Passport quality, no booth photos
TMR wants passport-quality photos. Pictures from automatic machines such as photo booths are refused, and the prints must be on high-quality paper at a resolution of 600 dpi or more.
- No digital changes
The photos must not be altered or manipulated digitally. TMR gives editing out spots as its example of what is not allowed.
- Both photos endorsed by a witness
An approved witness signs and endorses the back of both photos with the words: I certify this is a true photograph of, then your name, then in my presence. Bring the photos when you sign the form in front of the witness so both are done together.
Do's and don'ts
Do
- Check whether you can apply in person before using the mail kit.
- Bring form F4772, evidence of identity and the fee to the counter.
- Order 2 identical colour prints for a mail application.
- Have the same approved witness endorse both prints.
- Post the kit to the Dalby Customer Service Centre.
- Keep using a pre-2019 card until its printed expiry date.
Don't
- Do not use photo booth pictures for a mail application.
- Do not edit spots or blemishes out of the photo.
- Do not wear glasses or sunglasses, even if you usually do.
- Do not pay a mail application in cash.
- Do not apply before you turn 15.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
Glasses and sunglasses come off for the photo, whether staff take it at the counter or you send prints by mail, and even if you wear glasses all the time. The photo identification card page mentions no exception for medical reasons.
Headwear and religious dress
Take off hats and other headwear for the photo. A covering worn for religious reasons can stay on, as long as you adjust it so all your facial features are clearly shown from the bottom of the chin to the top of the forehead. Keep a neutral expression throughout.
Printed and digital photos
There is no upload option. In person the picture is captured at the counter, and remote applicants post 2 printed photos with the kit. If you take the picture with a digital camera or phone, it has to be printed at 35 x 45 mm to passport quality, on high-quality paper at 600 dpi or better, and must not be digitally changed in any way.
Once the card is issued, its details can also be stored in the Queensland Digital Licence app, where it appears as a photo ID card.
Where to submit the photo
In person: visit a transport and motoring customer service centre, a participating QGAP office or a police station with licensing services, with form F4772, evidence of identity and the fee. The card is posted to you within 21 days.
By mail, for remote areas only: complete the kit forms and sign them in front of an approved witness, who also endorses both photos. Approved witnesses include medical practitioners, police officers, lawyers, Justices of the Peace, notaries public and consular officers. Pay by cheque or money order, or pay beforehand at a centre, QGAP office or police station, and send the application to the Dalby Customer Service Centre. Lost, stolen, damaged or destroyed cards can also be replaced by mail.
