Australia Victoria driver licence photo requirements
The 35 × 45 mm photo rules set by VicRoads for the Australia Victoria driver licence, with the official wording and sources.
Quick answer
What size is the Australia Victoria driver licence photo?
VicRoads takes Victorian licence photos itself, at a Customer Service Centre or a Photo Point, when your renewal notice says a new photo is needed. If you cannot attend within 3 months because you are overseas, interstate, medically unable or in prison, the Photo Kit form takes a current colour passport photo, 35 x 45 mm, on unglazed paper with a white background, showing head and shoulders, without glasses, and signed on the back by an authorised witness.
Victorian driver licences are issued by VicRoads, acting on behalf of the Department of Transport and Planning. Your renewal notice tells you when VicRoads needs to take a new licence photo. If it does not, you can renew online through myVicRoads, by phone or with BPAY, including while you are interstate or overseas; BPAY is only available when no new photo is required.
When a new photo is due, you either pay online and then visit a VicRoads Customer Service Centre or Photo Point within 3 months, bringing your licence and payment receipt, or pay and have the photo taken in one visit. A Photo Point is an Australia Post outlet, shire council or other outlet authorised to take licence photos and accept renewal payments for VicRoads. Not every post office is one, and VicRoads publishes a list of locations.
If you cannot get to either within 3 months, the Photo Kit form lets you send a printed photo instead. It can only be used to renew within 6 months of the expiry date, and only if you are temporarily living overseas, temporarily living or travelling interstate, temporarily incarcerated, or have a medical condition that makes attending difficult. The form notes that licence photos are used for biometric matching through the National Driver Licence Facial Recognition Solution.

Key requirements
- Your renewal notice decides
VicRoads states on the renewal notice when a new photo is needed. In that case BPAY cannot be used: renew online or by phone and get the photo taken within 3 months, or pay and be photographed in the same visit.
- Full head, neck and shoulders
The photo must include your full head and hair, with allowances for large volumes of hair, a bun or religious headwear, plus your neck and shoulders, both eyes open, eyebrows and nose.
- Face square, expression neutral
Face the camera squarely and look directly at it without tilting your head. Keep your mouth and lips closed, do not smile or laugh, do not raise your eyebrows, and keep hair out of your eyes.
- Glasses off, piercings may stay
Remove glasses or sunglasses even if you need glasses to drive. Facial piercings can stay in, but take them out if they cause any reflection.
- Photo Kit print rules
The Photo Kit needs a current colour passport photo, 35 mm wide and 45 mm high, printed on unglazed paper, with a full front view of your head and shoulders on a white background. Print your full name, date of birth and licence number on the back.
- Witnessed and taped, not stapled
An authorised witness reads the form, sights your evidence of identity, completes the declaration and signs both the form and the back of the photo. Attach the photo with double-sided tape; staples, paper clips, sticky tape and folding are not allowed.
Do's and don'ts

- Use a witness from the state or country where you are staying.
- Pay the renewal before you post the Photo Kit.

- Do not wear a veil in a Photo Kit photo.
- Do not use a patterned or multicoloured head covering.
- Do not use glazed photo paper for the Photo Kit.
- Do not staple, clip, sticky-tape or fold the photo.

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Glasses
Glasses are not worn in a Victorian licence photo. VicRoads tells you to remove glasses or sunglasses even if you need glasses to drive.
The Photo Kit groups glasses with head gear and says neither can be worn unless for medical or religious purposes. VicRoads' web guidance, which the form refers you to, gives no medical exception for glasses, so take them off unless VicRoads tells you otherwise.
Headwear and religious dress
You can wear a hat or head covering only for religious or medical reasons, and the photo must still show your full facial features from the bottom of the chin to the top of the forehead, including cheeks, mouth, eyes and eyebrows. Coverings must be a single colour without patterns. VicRoads rejects coverings that sit across the eyebrows and cover the hairline, hide features of the face, or cast shadows across the head.
For a Photo Kit photo, VicRoads adds that veils are not acceptable.
Printed and digital photos
Victorian licence photos are not uploaded. A photo taken at a Customer Service Centre or Photo Point goes straight onto your record, your new plastic licence is posted after the photo is taken, and the digital driver licence appears in the myVicRoads app. Only the Photo Kit uses a print.
For that print, VicRoads asks for a colour passport photo, 35 x 45 mm, showing a full front view of head and shoulders against white, on unglazed paper. A digital photo can be cropped and resized to that size and printed at a photo counter. VicRoads lists a dark or multicoloured background, a blurred or dark image, and poor contrast between you and the background among unsuitable photos.
Where to submit the photo
Renew online in myVicRoads or the app, by phone, or at a VicRoads Customer Service Centre or Photo Point, where no appointment is needed to have a renewal photo taken. A licence that expired more than 6 months but less than 5 years ago is reissued only in person at a Customer Service Centre, with a new photo and an eyesight test.
To use the Photo Kit, pay the renewal first, then complete and sign the form in front of an authorised witness: a member of the police force, a consular or ambassadorial officer, a person authorised to witness statutory declarations, or someone in an equivalent occupation in another state or country. If your reason is being overseas or interstate, the witness must be from the place where you are staying. Post the form and photo to Photo Kits, GPO Box 1644, Melbourne Victoria 3001; expect it to take longer than a counter renewal.
