Quick answer

What size is the Palestine passport photo?

A Palestinian passport application takes four recent personal photos on a blue background. The Ministry of Foreign Affairs and Expatriates asks for 3 x 4 cm (30 x 40 mm) when you apply through its missions, but the embassy in London lists 35 x 45 mm and the delegation in Ottawa 4 x 6 cm. The Ministry of Interior's offices in the West Bank and Gaza give the blue background without a size. None of these pages sets a head size.

Palestinian passports are issued by the Ministry of Interior's General Administration of Passports and Nationality. It issues every type, including ordinary and diplomatic passports and replacements for damaged or lost ones. The directorate says it has moved to issuing the biometric passport, and that biometric applications are currently received in Jordan, Egypt and Qatar, with more embassies to follow.

Inside Palestine you apply in person. In the West Bank, the ministry's entries in the Council of Ministers' government services guide send applicants to the ministry's directorates in every governorate, where the form is filled in at a services office and handed in with the documents. In the Gaza Strip, the Ministry of Interior and National Security lists its directorates in the Gaza Strip governorates. Abroad, the Ministry of Foreign Affairs and Expatriates (MOFAE) receives applications from holders of a Palestinian identity card through all its diplomatic missions.

All of these channels want printed photos with a blue background, normally four of them. The size is what differs: MOFAE's consular pages give 3 x 4 cm, the embassy in London asks for 35 x 45 mm, and the delegation in Ottawa for 4 x 6 cm. Check the page of the office that will take your application before you print.

Key requirements

  • Blue background

Every official list for this passport names a blue background: the Ministry of Interior's West Bank entries, its Gaza Strip guide, MOFAE's consular pages and the missions in London and Ottawa. The delegation in Canberra writes "light blue".

  • Four photos as standard

A first passport, a renewal and a replacement for a lost or damaged one each take four personal photos. MOFAE asks for a single 3 x 4 cm blue-background photo when you renew through a special power of attorney made at a mission.

  • Size set by the channel

MOFAE asks for a recent personal photo of 3 x 4 cm. The London embassy writes "45×35 mm", Ottawa asks for 4 x 6 cm and Canberra for the size used for Australian passports. The ministry's own offices in Palestine state no size.

  • Recent photos

MOFAE's lists say the photo must be recent. No official page gives a maximum age in months, so have photos taken for this application rather than reusing old ones.

  • Ottawa: one photo on the form

The General Delegation in Canada says "One photo must be stamped onto the first page of the Passport Renewal application" and wants the photography studio, the date and your name written on the back of one of the photos.

  • Typed forms only

London and Canberra refuse handwritten application forms. Type the form on a computer in Arabic and English, print it and sign it by hand. Canberra warns that the Ministry of Interior rejects every handwritten application.

Do's and don'ts

Do

  • Use a plain blue background
  • Check the photo size on the page of the office or mission you apply to
  • Bring four identical recent prints
  • In Canada, write the studio, the date and your name on the back of one photo
  • Type the form in Arabic and English when you apply through London or Canberra

Don't

  • Do not use a white background for the passport photos
  • Do not assume 35 x 45 mm suits every mission; MOFAE lists 3 x 4 cm
  • Do not hand in a handwritten form in London or Canberra
  • Do not reuse photos from an earlier application

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Babies and children

Applicants under 18 need a consent declaration from a guardian. The Ministry of Interior's West Bank entries accept it from the father; from the mother together with the paternal grandfather or a paternal uncle; through a court guardianship deed; or through an original power of attorney from the father with a copy of his identity card or passport.

For a baby born abroad, MOFAE asks for four recent 3 x 4 cm blue-background photos of the newborn, the foreign birth certificate translated into Arabic or English and legalised, copies of a parent's Palestinian identity card and of both parents' passports, the marriage contract, and the father's no-objection declaration, signed at the embassy. The London embassy asks for four 45 x 35 mm blue-background photos for a child, and Canberra for four photos of the child on light blue, certified by a Justice of the Peace.

No Palestinian passport channel on the official pages takes an uploaded photo. You hand in or post printed photos with a paper or typed form, either at a directorate in the West Bank or Gaza or at a mission abroad, which passes the file on. Canberra, for example, forwards direct applications to the foreign ministry in Ramallah.

If you take the photo yourself, crop it to the size your channel asks for, have it printed on a 4x6 inch sheet at a photo counter and cut out four identical prints. Ottawa wants the photography studio and the date written on the back of one print, so ask the delegation before handing in photos you made yourself.

Where to submit the photo

West Bank: the Ministry of Interior's directorates in all West Bank governorates. You fill in the form at the services office, attach the revenue stamps and documents, hand them to the passport clerk, and are told by text message when to collect the passport in person.

Gaza Strip: the civil section of the ministry's directorates in the Gaza Strip governorates, each applicant at the directorate for his or her place of residence, according to the Ministry of Interior and National Security's procedures guide.

Abroad: Palestinian embassies and consulates take applications from identity card holders and keep the old passport, or have you sign an undertaking to hand it in. Instead, you can appoint a relative or friend in Palestine by power of attorney, which the missions certify. Some missions also process external-use passports for holders of a refugee travel document.

Palestine passport photo FAQ

It depends on where you apply. MOFAE's consular pages ask for 3 x 4 cm (30 x 40 mm) photos for applications made through its missions. The embassy in London lists 45 x 35 mm, the delegation in Ottawa 4 x 6 cm, and Canberra the size used for Australian passports. The Ministry of Interior's offices in the West Bank and Gaza list blue-background photos without a size.

Yes. Every official list for the passport asks for blue, from the ministry's offices in the West Bank and Gaza to the missions in London, Ottawa and Canberra, which writes light blue. London asks for a white background only for the grantor's photo on a passport renewal power of attorney, which is a separate document.

Four, for a first passport, a renewal or a replacement, in every channel the ministry and the missions describe. MOFAE asks for one 3 x 4 cm blue-background photo when you renew through a special power of attorney made at a mission.

Yes, if you hold a Palestinian identity card. MOFAE says all its diplomatic missions receive renewal applications and hand over the passport once it is ready. The mission keeps your old passport, or you sign an undertaking to hand it in. Without an identity card, missions such as London and Ottawa handle an external-use passport for holders of a refugee travel document.

The embassy in London asks for that size and writes it as 45 x 35 mm. MOFAE's general consular page asks for 3 x 4 cm and Ottawa for 4 x 6 cm, so 35 x 45 mm is not the rule everywhere. Use the size on your own mission's page, or ask its consular section if the page gives none.

Yes. For a baby born abroad to a parent who holds a Palestinian identity card, MOFAE asks for four recent 3 x 4 cm photos of the baby on a blue background, together with the translated and legalised birth certificate and the father's no-objection declaration, signed at the embassy.

The Ministry of Interior's passports directorate says it has moved to issuing the biometric passport, and that it currently receives biometric applications through the embassies in Jordan, Egypt and Qatar. The official pages do not describe how the photo is captured for it, so bring the printed photos your channel lists.
