Quick answer

What size is the Georgia passport photo?

In Georgia you hand the Public Service Development Agency one colour photo, or have it taken at a Public Service Hall; the agency's pages name no size. Consulates abroad ask for 35 x 45 mm (3.5 x 4.5 cm): an electronic file in New York, two coloured prints in Israel. The agency's photo leaflet asks for a photo from the last 6 months, with the face filling 70 to 80% of the height.

Georgian passports are issued by the Public Service Development Agency, part of the Ministry of Justice. Adults apply at any territorial office of the agency or any Public Service Hall branch in Georgia, and citizens abroad can apply through a Georgian embassy or consulate, or online for a repeat biometric passport if their biometric data can be reused. An adult passport is valid for 10 years. The agency's passport page lists an ID card and a "color photo" as the documents for an adult, plus the old passport when changing it.

The same line says that you can take the photo at the Public Service Hall or at an agency office, for a fee, so you may arrive without a print. The agency's pages give no size. The legal Procedure for issuing passports, as translated on the foreign ministry's site, asks for two 3.5X4.5 cm biometric colour photographs in printed and electronic form. Georgian consulates repeat that size: New York asks for an electronic photograph of 35 x 45 mm, Israel for two coloured passport-size prints of 3.5 x 4.5.

For the quality of the picture, the agency publishes an illustrated leaflet of images that comply with the ICAO standard. It asks for a recent, sharp, unfolded photograph that shows the head and the top of the shoulders, with the face occupying 70 to 80% of the picture's vertical size, looking straight at the camera.

Key requirements

  • A colour photo, and you can have it taken

The agency lists a "Color photo" among the documents for an adult passport and adds that you can take a photo at the Public Service Hall or at the territorial office of the agency, for a fee. Passports for under-16s and for 16 to 18-year-olds list the same line.

  • 35 x 45 mm at consulates

The consulate general in New York asks for an electronic photograph (size: 35 x 45 mm), uploaded while booking the appointment or brought on a flash drive. The consulate in Israel lists two coloured photos, passport size, 3.5 x 4.5. The Procedure, as translated on the foreign ministry's site, names two 3.5X4.5 cm biometric colour photographs in printed and electronic form.

  • Recent and a true likeness

The agency's leaflet says the photograph should be taken in the last 6 months. The Procedure adds that the photograph must show the person receiving the service and be taken at his or her current age.

  • Face fills 70 to 80% of the picture

The leaflet asks for a close-up of the head and the top of the shoulders, with the face taking up 70 to 80% of the vertical size. Examples marked as wrong show a face that is too close, a figure shown too far away, and a head that is off centre.

  • Straight, open-eyed, mouth closed

Look directly at the camera with a neutral expression and a closed mouth, with open eyes that are clearly visible. Hair must not cover the eyes, the head must not be tilted, and both sides of the face must be clearly visible.

  • Plain picture, nobody else in it

You must appear alone, with no chair back or toy in view, and the background must not be cluttered. The leaflet warns against folds and paint marks and asks for good sharpness, contrast and natural skin colour. It names no background colour.

  • Biometrics are given in person

The agency says a biometric passport holds an electronic photo and fingerprints. New York requires an in-person appointment, and the consulate in Israel says photo, fingerprints and signature are given in person. A repeat passport can be requested online only if the data on file can be reused.

Do's and don'ts

Do

  • Bring a colour photo, or have the agency or Public Service Hall take it
  • Prepare a 35 x 45 mm (3.5 x 4.5 cm) file or print for a consulate
  • Check whether your consulate wants a file, prints or both before you go
  • Look straight at the camera with your mouth closed and your eyes open
  • Keep your head centred and level, with the face filling 70 to 80% of the height
  • Use a photo taken in the last 6 months

Don't

  • Do not submit a photo with folds, paint marks or blur
  • Do not appear with another person, a chair back or a toy in the frame
  • Do not tilt your head or look sideways
  • Do not wear a hat, cap or other accessory unless a religious, cultural or medical exception applies
  • Do not let hair cover your eyes
  • Do not use a cluttered background

Sample photos

How a Georgia passport photo should look, and the mistakes that most often get photos rejected. Each example is drawn to this document's 35 × 45 mm, head height and background colour.

Correct
Open-mouth smile
Head tilted
Too close: head too big
Too far: head too small
Busy background
Shadows on face or background
Glare on glasses

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.

Glasses

The agency's leaflet asks that the eyes are clearly visible, with no light reflecting on the glasses and no dark lenses. It advises avoiding thick frames where possible, and the frame must not cover the eyes. Examples of wrong photos show dark lenses, reflections and heavy frames.

The consulate pages and the legal Procedure say nothing more about glasses, so the leaflet is the published guide.

Headwear and religious dress

Taking a photograph in a head covering or another accessory is not allowed, except in exceptional cases. The leaflet names religious or cultural traditions and the use of a head covering for medical purposes. In the examples marked as wrong, a hat and a cap appear, along with a covered face and a shadow across the face.

Babies and children

A passport for a person under 16 needs a birth certificate, the ID cards of both parents, the consent of both parents and a colour photo, and an ID card as well if the child turned 14 before the passport is issued. A request for a biometric passport can be made by a person who has reached the age of 14 or by a legal representative. For 16 to 18-year-olds the consent of one parent is enough, and the passport is valid for 3 years.

The leaflet asks that the person appears alone, with no chair back or toy in view. The Israel consulate lists two coloured 3.5 x 4.5 photos for a minor's passport as well.

In Georgia the photo can be taken for you at a Public Service Hall or agency office, so neither print nor file may be needed. At consulates the format varies: New York wants an electronic photograph, uploaded during booking or brought on a flash drive, while Israel lists two coloured prints. The Procedure speaks of printed and electronic forms.

Where prints are required, a digital photo cropped to 35 x 45 mm can be printed on a 4x6 inch sheet at a photo counter and cut to size. No pixel size is published for passports.

Where to submit the photo

Inside Georgia, apply to any territorial office of the Public Service Development Agency or any Public Service Hall branch. Faster service costs more, and the page lists terms from the 10th working day down to the same day.

Abroad, make an appointment at the consulate general or embassy that serves you; the consulate in New York says it issues passports about 45 days after the application. Citizens abroad who already hold a biometric document can instead apply online for a repeat biometric passport, which the agency says is prepared in 2 working days and delivered or shipped, or send an authorised person with a notarised power of attorney to an agency office or Public Service Hall.

Georgia passport photo FAQ

The agency's pages name no size. The Procedure for issuing passports and the consulates in New York and Israel give 3.5 x 4.5 cm (35 x 45 mm), in colour. Check your consulate if you apply abroad.

You need a colour photo, but the agency says you can take it at the Public Service Hall or at an agency office for a fee, so you can arrive without one.

New York asks for an electronic photograph of 35 x 45 mm, uploaded when you book or brought on a flash drive. The consulate in Israel lists two coloured photos of 3.5 x 4.5. Other posts publish their own lists.

The agency's leaflet asks for a photo taken in the last 6 months, and the Procedure says the photo must show the person at his or her current age.

The leaflet sets conditions rather than a ban: your eyes must stay clearly visible, with no reflections on the lenses, no dark lenses, and a frame that does not cover them. It advises avoiding thick frames where possible.

Head coverings are allowed only in exceptional cases, which the leaflet names as religious or cultural traditions and medical use. Shadows and a covered face are shown as wrong.

Citizens abroad with a biometric document can ask for a repeat biometric passport online. The Procedure allows an electronic request only if the person already holds an electronic identity card and a biometric document, and the data can be reused.

No background colour is named in the agency's pages, the consulate pages or the Procedure. The agency leaflet shows a cluttered background as wrong, so use a plain, evenly lit one.
