Togo passport photo requirements
The 35 × 45 mm photo rules set by Direction Générale de la Documentation Nationale (DGDN), Togo for the Togo passport, with the official wording and sources.
Quick answer
What size is the Togo passport photo?
The DGDN, which issues Togolese passports, asks for two identity photos on a white background, handed in with your file when you attend in person in Lomé. It does not print a size. The High Commission in London asks for 35 x 45 mm (written 4.5 x 3.5 cm): three identical recent prints, not photocopies or scans, with your name on the back.
Togolese passports are issued by the Direction Générale de la Documentation Nationale (DGDN) in Lomé, under the Ministry of Security. There are three types: the ordinary passport for any citizen, the service passport for civil servants travelling on official business, and the diplomatic passport, which the Ministry of Foreign Affairs requests on a diplomat's behalf. The DGDN describes the passport as biometric and valid for five years.
In Togo the application starts online on the government's Service Public platform. You fill in the form, the DGDN checks your details and then asks you to pay online. You print the completed form and the receipt in two copies and take them to the DGDN on a deposit day, together with every document on the list. For a first passport and for a renewal alike, that list includes two identity photos on a white background.
The DGDN gives no more detail than that about the photo. The most complete description comes from the High Commission in London, which takes applications from Togolese in the UK and sends them to Lomé for processing.

In the official words
Exact wording from the official sources, quoted because the details matter:
Three (03) identical passport size photos (no photocopy or scan) with your name at the back.
Key requirements
- White background
The DGDN and the Service Public procedure both ask for identity photos "sur fond blanc", on a white background. The rule is the same for a first application and a renewal.
- Two prints in Lomé, three in London
Applicants at the DGDN hand in two identity photos. The London High Commission's document list asks for three identical photos instead.
- 35 x 45 mm abroad
London gives the format as 4.5 x 3.5 cm, height first, which is a standard 35 x 45 mm portrait print. The DGDN itself does not state a size.
- Originals only
London refuses photocopies and scanned photos. Hand in real photographic prints made from the original picture.
- Name on the back
Write your surname and first name on the back of each print you hand in at the London High Commission.
- Attend in person
You go in person to hand in the file: the DGDN in Lomé or, abroad, the mission that serves you. London says it collects biometric data for every new passport and renewal, children included.
Do's and don'ts
Do
- Use a plain white background.
- Bring two identical prints to the DGDN in Lomé.
- Bring three identical prints if you apply in London.
- Write your full name on the back of each London print.
- Print the online form and payment receipt in two copies.
- Bring your child in person to a biometric appointment in London.
Don't
- Do not hand in a photocopy of a photo.
- Do not use a scanned and reprinted photo.
- Do not use a coloured or patterned background.
- Do not expect the embassy to print the passport; it is made in Lomé.
Sample photos

Illustrations, not real photos. The official rules above always take priority; some documents do not allow glasses at all.
Babies and children
A minor needs a legalised parental authorisation in place of the adult's next-of-kin certificate. In Togo it is legalised at the town hall or the prefecture; in London the High Commission legalises it, with a copy of the identity document of the father, mother or legal guardian attached. The photo requirement does not change: two prints on white in Lomé, three identical prints in London.
London's FAQ says children cannot be added to a parent's passport, so each child needs a separate application. The child must come to the High Commission in person, because the mission collects the child's biometric data.
Printed and digital photos
The DGDN process is partly digital: the form and the payment are online. The photos, though, are prints that you bring with your file. Neither the DGDN page nor the Service Public procedure mentions a photo upload, a pixel size or a file format.
London refuses photocopies and scans, so if you take the picture with a phone or camera, have the prints made from the original file at a photo lab. A digital photo can be cropped to 35 x 45 mm and printed several times on one 4x6 inch sheet, which gives identical prints.
Where to submit the photo
In Togo, file the pre-application on the Service Public platform, pay online, then hand in the printed form, receipt and documents at the DGDN on a deposit day. You receive notifications by SMS, email and in your account as the file progresses, and collect the passport at the DGDN when it is ready.
Abroad, the DGDN lists representations in the consular sections of the embassies in Paris, Rome, Brussels, New York, Washington, Berlin and Ottawa. The London High Commission receives applications on Wednesdays and Fridays from 10 a.m. to 1 p.m. It says a Togolese passport is always issued in Togo: the file goes to Lomé and the passport comes back to the mission, which can take at least two months.
How to get your Togo passport photo
- Check the official requirements. Read the official specification for the Togo passport: 35 × 45 mm print, white background. Check the rules on pose, expression, glasses and headwear below.
- Take the photo. Follow the key requirements: white background; two prints in Lomé, three in London; 35 x 45 mm abroad; originals only.
- Prepare a print or digital file. The DGDN process is partly digital: the form and the payment are online. The photos, though, are prints that you bring with your file. Neither the DGDN page nor the Service Public procedure mentions a photo upload, a pixel size or a file format.
- Submit the photo with your application. In Togo, file the pre-application on the Service Public platform, pay online, then hand in the printed form, receipt and documents at the DGDN on a deposit day.
Togo passport photo FAQ
The DGDN does not publish a size; it asks only for identity photos on a white background. The High Commission in London asks for 4.5 x 3.5 cm prints, height first, which is 35 x 45 mm (1.38 x 1.77 in).
Two identity photos if you apply at the DGDN in Lomé, for a first passport or a renewal. The London High Commission asks for three identical prints with your surname and first name written on the back.
White. Both the DGDN passport page and the Service Public procedure list "deux photos d'identité sur fond blanc", two identity photos on a white background, among the documents to provide.
You attend in person and your biometric data are collected, but both the DGDN and the London High Commission still list printed photos in the file. Neither says whether the portrait in the passport is captured on the spot, so bring the prints.
Not in London: the High Commission's list says no photocopy and no scanned photo. Have your prints made from the original picture at a photo lab.
The Service Public procedure describes an online form and online payment, then a visit to the DGDN with the printed form, the receipt and the documents. It does not mention uploading a photo; the photos are among the documents you bring.
Yes, through a Togolese mission. The DGDN has representations at the embassies in Paris, Rome, Brussels, New York, Washington, Berlin and Ottawa, and the London High Commission also takes applications. The passport is produced in Lomé and sent back.
