At a glance

Togolese passports need printed identity photos on a white background: two at the DGDN in Lomé, three identical 35 x 45 mm prints at the London High Commission. The Togo e-Visa takes one uploaded photo instead: 35 x 45 mm, face filling 70 to 80% of it, white background, JPG or PNG of up to 3 MB, no more than six months old.

Overview

Two different offices handle the two documents. The Direction Générale de la Documentation Nationale (DGDN), under the Ministry of Security, issues passports to Togolese citizens; you pre-register online on Service Public, then hand in your file and printed photos in person, in Lomé or at a Togolese mission abroad.

Visas for foreign visitors go through Togo Voyage, the government's online entry platform, where the photo is a digital upload with a published size, framing and file limit. The DGDN only handles visa extensions once you are in Togo. The passport photo rules published by the DGDN stop at a white background, so the size comes from the London High Commission.
