Overview
Albanian citizens and foreign visitors deal with different authorities. Passports are issued by the State Police and applied for through IdentiTek, the state-owned company that runs the application offices in Albania and the passport service at 15 embassies and consulates; the facial image is captured during that visit. Visas are handled by the Ministry for Europe and Foreign Affairs through e-visa.al, with embassies and consulates assessing each file. Residence permits are filed on e-Albania and decided by the border and migration authority. The photo rule for foreigners comes from Council of Ministers Decision 858/2021, which sets one size and one background for visas and residence permits alike.
