At a glance

The Palestinian passport and identity card both take four recent prints on a blue background. For passports, the foreign ministry's missions ask for 3 x 4 cm (30 x 40 mm), London for 35 x 45 mm and Ottawa for 4 x 6 cm; the Ministry of Interior gives no size for either document. There is no Palestinian visa: visitors to the West Bank need an Israeli entry permit.

Overview

Two Palestinian ministries deal with these documents. The Ministry of Interior issues the passport, through its General Administration of Passports and Nationality, and the identity card, through its General Administration of Civil Affairs. Both are applied for at the ministry's directorates with four blue-background prints; for the Gaza Strip, the Ministry of Interior and National Security's guide lists the directorates there and asks for identity card photos bearing its logo.

The Ministry of Foreign Affairs and Expatriates receives passport applications at its missions abroad and sets 3 x 4 cm there, though some missions list other sizes. The identity card is printed in Palestine; from abroad you apply through a mission or a representative holding your power of attorney. A visa is a different matter: Palestinian missions do not issue one, and entry to the West Bank is by Israeli permit under COGAT's procedure, with no Palestinian photo rule.

Frequently asked questions

Both use four recent prints on a blue background. A size is given only for passports applied for abroad: 3 x 4 cm on the foreign ministry's pages, 35 x 45 mm in London and 4 x 6 cm in Ottawa. The identity card adds face rules: no niqab, no sunglasses and nothing covering the features.

No. Palestinian missions do not issue visas; the London embassy says the Palestinian National Authority does not control the borders and crossings. Visitors to the West Bank need an Israeli permit, and COGAT asks only some long-stay applicants for a full-face headshot, without a size.

Use the size on that mission's own page. The foreign ministry's general consular pages give 3 x 4 cm with a blue background, but London asks for 45 x 35 mm, Ottawa for 4 x 6 cm and Canberra for the Australian passport size on light blue.

Passport renewals and replacements go through the foreign ministry's embassies and consulates, which forward them for processing. The identity card is printed in Palestine: from abroad you apply through a mission, or appoint a representative in Palestine by a power of attorney that the mission certifies.
