Palestine visa photo requirements
The 50 × 50 mm photo rules set by Embassy of the State of Palestine, United Kingdom for the Palestine visa, with the official wording and sources.
Quick answer
What size is the Palestine visa photo?
There is no Palestinian visa and so no Palestinian visa photo. The Embassy of the State of Palestine in London says it does not issue visas because the Palestinian National Authority does not control the borders and crossings. Visitors to the West Bank enter on an Israeli permit handled by COGAT, which asks some long-stay applicants for a full-face headshot without a size. Israeli missions set their own visa photos, for example 5 x 5 cm on white in Berlin.
Palestinian missions say plainly that they issue no visas. The Embassy of the State of Palestine in London states: "The Palestinian Consulate does not issue visas or transit permits to Palestine, as the Palestinian National Authority does not control the borders and crossings." The General Delegation of Palestine in Canberra answers the same question: "No, you do not need a visa to enter Palestine. However, you will be required to obtain an Israeli entry permit in order to enter Palestine."
For the West Bank, the Israeli rules are in the Procedure for Entry and Residence of Foreigners in the Judea and Samaria Area, issued by COGAT (Coordination of Government Activities in the Territories). It explains that under the Interim Agreement a foreigner needs a visit permit issued by the Palestinian Authority with authorisation from the Israeli side, and that citizens of countries with diplomatic relations with Israel may enter on a valid Israeli entry permit, which falls under COGAT's authority. Citizens of countries without such relations, or of the countries in its Appendix E, must obtain a Palestinian Authority visit permit instead. The procedure covers the West Bank only.
The photo depends on the permit. COGAT's application form for a short visit asks for photocopies of your passports, not for a photograph. Long-stay permits for lecturers, students and accompanying relatives require a full-face headshot, with no size or background given. Visitors to both Israel and the West Bank fall under Israel's Population and Immigration Authority, and a visa for Israel comes from an Israeli mission, which sets its own photo.

In the official words
Exact wording from the official sources, quoted because the details matter:
No, you do not need a visa to enter Palestine. However, you will be required to obtain an Israeli entry permit
Key requirements
- No Palestinian visa
Palestinian embassies and delegations do not issue visas or transit permits for Palestine. The London embassy gives the reason: the Palestinian National Authority does not control the borders and crossings.
- B/2 permit for a short visit
COGAT's visit permits for the West Bank are B/2 (tourist) permits lasting at most three months, and entry under them is generally through the Allenby Bridge Crossing.
- Visa-exempt visitors apply at the bridge
Citizens of countries with a visa exemption agreement with Israel who come only to visit normally apply on arrival at the Allenby Bridge Crossing. Anyone refused entry before, or with a criminal or security record, must coordinate in advance through COGAT's centre for inquiries from foreigners.
- Other nationals apply ahead
Citizens of countries that have diplomatic relations with Israel but no visa exemption may apply through the Israeli representative office in their own country. Advance applications are due at least 45 days before entry, and never less than 48 hours in exceptional humanitarian cases.
- Headshot for long stays
Lecturers and researchers, students and accompanying relatives must attach a full-face headshot to their permit application. COGAT gives no size, background colour or print standard for it.
- A permit is not entry
An advance permit lets you arrive at the Allenby Bridge Crossing; the final decision is made after questioning there. A permit for the West Bank alone is stamped "Limited to the Judea and Samaria area only" in the passport.
Do's and don'ts
Do
- Read the COGAT permit category that matches the purpose of your visit
- Apply at least 45 days ahead when an advance application is required
- Prepare a clear full-face headshot for a lecturer, student or accompanying-relative permit
- Follow the Israeli mission's photo rules if you need a visa for Israel
- Keep copies of every passport you hold for the COGAT form
Don't
- Do not ask a Palestinian embassy for a visa; it does not issue one
- Do not expect a photo size from COGAT; none is published
- Do not treat an advance permit as a guarantee of entry
- Do not travel outside the West Bank on a permit limited to it

Babies and children
COGAT lists children up to 16 years of age of Palestinians registered as residents of the West Bank among those eligible for a visit permit, to visit or to arrange their registration with the Palestinian Authority as residents. Student permits have a minimum age of 18. The procedure sets no separate photo rule for children.
Printed and digital photos
COGAT's Appendix A application is "intended for filling via computer" and asks you to attach a photocopy of every passport you own, valid or old. It has no photo field. The long-stay categories list a full-face headshot among the documents, without saying whether a print or a digital file is expected.
Where a visa for Israel is needed, the Israeli mission sets the photo. The embassy in Berlin, for example, takes visa applications in person and asks for two recent duplicate passport photos in colour, against a white background, with a full front view of the face, measuring 5 x 5 cm.
Where to submit the photo
Allenby Bridge Crossing: visa-exempt visitors coming only to the West Bank normally apply there on arrival.
COGAT's centre for inquiries from foreigners, the Palestinian Authority or the Israeli representative office in your country: for permits for specific purposes, which must be requested in advance even by visa-exempt nationals, and for visitors who must coordinate ahead.
Palestinian Authority: for the visit permits that citizens of countries without diplomatic relations with Israel must hold. Palestinian embassies do not issue visas, but they deal with other consular matters for Palestinians abroad.

Palestine visa photo FAQ
Not a Palestinian one. The General Delegation of Palestine in Canberra says you do not need a visa to enter Palestine but must obtain an Israeli entry permit, and asks travellers to consult the Israeli authorities. For the West Bank, COGAT's procedure sets out who may apply and how.
No. The Embassy of the State of Palestine in London states that the consulate does not issue visas or transit permits to Palestine, as the Palestinian National Authority does not control the borders and crossings. It also does not issue visas for the United Kingdom.
For a short visit on a COGAT B/2 permit, the application form asks for passport photocopies and no photograph. Lecturers and researchers, students and accompanying relatives must add a full-face headshot. If you also need an Israeli visa, follow the photo rules of the Israeli mission that handles it.
No. No Palestinian authority issues a visa, and COGAT's procedure gives no photo size for its permits. The only visa photo size found on an official page is the Israeli mission's own, such as 5 x 5 cm on a white background at the embassy in Berlin.
COGAT handles entry on an Israeli permit, in coordination with the Palestinian Authority and Israel's Population and Immigration Authority. Citizens of countries without diplomatic relations with Israel need a visit permit issued by the Palestinian Authority with authorisation from the Israeli side.
COGAT says entry through Ben Gurion Airport always requires an application in advance, assessed individually and approved only in exceptional circumstances. Its multi-use permits cover entry through the Allenby Bridge Crossing only.
